090519504/5 RESOLUTION ON RENT CONTROL, CONT'D. The clerk read the following letter from Mayor Kenneth G. Meyer: Eagle River, Wisconsin Wednesday, August 23rd, 1950 To the members of the City Council: In connection with the question of whether the City of Des Plaines should adopt rent control, I wish to state that I am opposed to the passage of such a resolution. Des Plaines is primarily a "Home owners" city, and I do not believe that conditions exist in Des Plaines to warrant extending rent controls beyond December 31, 1950. Furthermore, our country today is having imposed upon it too many governmental controls and regulations --we are gradually finding ourselves faced with a socialistic state --a condition which every true American should resist. Should our nation be in an "all out state of war," we should of course abide by every regulation to assure victory. Until such time arrives, the City of Des Plaines should not continue rent controls. Alderman Vavrinek read the following report of the Public Protection Committee: "We, your committee on Public Protection, therefore recommend: "That the City Council adopt the resolution continuing rent controls and if after a careful study it finds that controls are not necessary after December 31, 1950, that the City Council then go thru the process of de -controlling." HENRICH TY CLERK MINUTES OF THE REGULAR MEETING OF THE ,CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, SEPTEMBER 5. 1950, AT 8:00 P. M. CALL TOORDER. The meeting was called to order by Mayor Kenneth G. Meyer, who presided with Aldermen Hansen, Vavrinek, Baines, Behrel, McKay, Clement, Halverson and Morava.responding to roll call. Aldermen Wolf and Davis were absent. OFFICIAL REPORTS. The City Clerk submitted the reports of Building Inspector, Arthur Rieek and the clerk'for the month of August. COMMITTEE REPORTS. Alderman McKay reported that at the County Zoning hearing, Mr. Bestman's attorney withdrew the petition for rezoning for tavern and business at Potter and Ballard Roads. y� COMMITTEE REPORTS, CONT'D. Alderman McKay presented a survey of the Prairie Avenue crossing of the Soo Line which was made by members of the West End Civic Association. At Alderman.oKay's request, the Mayor referred the above matter to the City Attorney to be presented with the Lee Street survey. Alderman Morava made the following report concerning the rental of a room in the Warehouse to Jordan Manufacturing Company: "Your Committee on Public Buildings and Land has investigated the above and has found: "In going over the space in our Municipal Garage, we find that this space is not being used at this time and feel that the rental of $10.00 per month to the Jordan Manufacturing Company for storage is a fair price. This rental is on a month tz. month basis and when the time comes that we need this space, a thirty day notice will be given to the Jordan Manufacturing Company to vacate. The revenue derived from this rental can be applied to making necessary changes required in the warehouse." On motion by Morava and second by Halverson, the report was concurred in. letter: ESTELLE B. BENNETT "FORECLOSURE." The Clerk read the following July 26, 1950. City Council, Des Plaines, Illinois. Gentlemen: The undersigned wishes for leave to foreclose special assessments on the following described piece of real estate: Lots Twenty -Four (24) and Twenty -Five (25) in Block Four (4), in Ira Brown's Addition to Des Plaines, in Section 17, Township 41 North, Range 12, East of the Third Principal Meridian in Cook County, Illinois. Schedule of special assessments on these lots is attached hereto. Lots 24 and 25 are in one tract, and lot 25 is improved with a very old house. The address of this property is 1305 Brown Street, Des Plaines, Illinois. Our bid on the above lots will be One Hundred Seventy-seven Dollars ($177.00), or 40% of the amount of the principal. Bennett The Mayor referred the letter to the Finance Committee and City Alderman Halverson reported that he had met with the Park Board in regard to the sidewalk at Wolf Road and Prairie Avenue. He said that the Park Board realized the need of a sidewalk but had no money for such a project, but they would see what could be done. Alderman Clement inquired as to what was being done about con- demnation of the Minnich building. The Mayor referred the matter to the City Attorney to adirise the proper City Official of what action should be taken for condemnation proceedings. Alderman Clement also reported that he received complaints from several home owners on Crestwood Drive regarding the vibrations of their homes, which they claim is due to work at Meyer Coal Company. Alderman McKay stated that he had received complaints of sand blowing from this same place of business. The Mayor instructed the Clerk to write a letter to the Meyer Coal Company concerning this nuisance. APPROVAL OF BILLS. Alderman Baines, Chairman of the Finance Com- mittee, presented the following proposed resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOL- LOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. (Schedule of bills placed before each alderman and affixed to reso- lution and on file with the City Clerk.) The motion was made by Alderman Baines and seconded by Hansen to adopt the proposed resolution. The Mayor put the -question, and the Clerk called the roll with the following result: Ayes: Aldermen Hansen, Vavrinek, Baines, Behrel, McKay, Clement, Halverson and Morava. Nays: None. The Mayor thereupon declared the motion carried and the proposed resolution adopted. Alderman Baines informed the Council that they had met with the Insurance Broker's Association regarding the various insurance items of the City and would like to discuss the matter with the entire Council. A meeting was scheduled for Monday evening, September 12th, at 9:00 P.M. On motion by Alderman Baines and second by Clement, Engineer Fletcher was instructed to prepare specifications for bids for bulk gasoline, including the furnishing of a pump and tank. Alderman Clement inquired about the school patrolman. He thought the West Side School was to have the patrolman released at Prairie and Lee Streets. The Clerk was instructed to contact Marshal Wigham concerning this matter. PASS ORDINANCE ON WATER MAIN IN CEDAR STREET. The Clerk read for first reading the following proposed ordinance entitled: AN ORDINANCE FOR THE CONSTRUCTION OF A CAST IRON WATER MAIN IN CEDAR STREET IN THE CITY OF DES PLAINES, ILLINOIS. The motion was made by Aderman Vavrinek and seconded by Halverson to suspend the rules and place the proposed ordinance on passage. The Mayor put the question, and the Clerk called the roll with the following result: Ayes: Aldermen Hansen, Vavrinek, Baines, Behrel, McKay, Clement, Halverson and Morava. Nays: None. The Mayor thereupon declared the motion carried and the proposed ordinance before the council for final passage. The motion was made by Alderman Vavrinek and seconded by Baines to pass the proposed ordinance. The Mayor thereupon declared the motion carried and the proposed ordinance finally passed. 48 Alderman Clement requested that the City Clerk write to the Chicago and North Western Railway regarding the need of repairs to the Thacker Street and the Wolf Road crossing on Belt Line. Mayor Meyer instructed the Clerk to write the Chicago and North Western Railway regarding the dumping of paper and steel bands by shippers who unload freight on Miner Street and Graceland Avenue. APPROVAL OF MINUTES. Alderman McKay asked for a correction to the August 21st, 1950, Minutes. The correction to be made in the third paragraph from "no objections" to "a number of objections." The motion was made by Alderman Baines and seconded by Clement to approve the minutes of August 21st and the adjourned meeting of August 28th, 1950. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried and the minutes approved with correction made. ADJOURNMENT. The meeting was called to order by Mayor Kenneth G. Meyer, who presided with Aldermen Hansen, Davis, Vavrinek, Wolf, Baines, Behrel, McKay, Halverson and Morava responding to roll call. Alderman Clement was absent. OFFICIAL REPORTS. The City Clerk submitted the City Treasurer's report for the month of August. COMMITTEE REPORTS. Alderman McKay, Chairman of the Municipal Development.Committee, reported on the petition to vacate Birchwood Street. The committee recommended that the petition to vacate be denied. On motion by Alderman McKay and second by Wolf, the report was concurred in. Alderman Vavrinek reported on the fire contracts for trailer camps. The committee recommends that we enter into agreements with legitimate trailer camp owners for fire protection at a rate of $100.00 per year, in a similar manner as the contract we now have with Mr. Boesch. The City Attorney was requested to amend the fire contract ordinance. On motion by Alderman Vavrinek and second by Wolf, the report was concurred. Alderman Behrel reported the following in regard to amending the ordinance of architectural seal on plans: "The present requirements of the ordinance are both desirable and workable in the view of the Architectural Commission. The Building Com- mittee recommends that no change be made in the present ordinance. On motion by Alderman Behrel and second by Davis, the report was concurred in. After discussion on motion by Behrel and second by McKay, the City Attorney was instructed to write a letter to the Meyer Coal Company regarding violations attheir place located by the Belt Line. FIRST READING OF AMENDMENT TO "HOUSE MOVING" ORDINANCE. The Clerk read for first reading the following proposed ordinance entitled: AN ORDINANCE TO AMEND SECTION 208 OF ARTICLE XXI RELATING TO THE MOVING OF BUILDINGS OF THE REVISED BUILDING CODE OF THE CITY OF DES PLAINES OF 1939, AS AMENDED. The Mayor ordered the proposed ordinance placed on file for second reading.
