06191950MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, MONDAY. JUNE 19, 1950, AT 8:00 P. M. CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer, who presided with Aldermen Hansen, Davis, Vavrinek, Wolf, Baines, Behrel, McKay, Clement, Halverson and Morava responding to roll call. OFFICIAL REPORTS. The Clerk submitted the report of City Treasurer, L. C. Barrett, for May 1950. City Engineer Fletcher recommended to the City Council that the water tank painting be changed to September 15, 1950. On motion by Alderman Halverson and second by Morava, it was approved to change the date of painting the water tank from June 1st to September 15th. The Chicago Tank and Bridge Company have consented to such a change. The Clerk was instructed to write for a letter of consent from the company. The motion was made by Alderman Halverson and seconded by Morava to approve the appointment of Charles Forberg as inspector on the Miner Street and Wolf Road water main constructions. The Mayor put the question, and the Clerk called the roll with the following result: Ayes: Aldermen Hansen, Davis, Vavrinek, Wolf, Baines, Behrel, McKay, Clement, Halverson and Morava. Nays: None. The Mayor thereupon declared the motion carried. Engineer Fletcher reported that he had the specifications for the blinker light with two street lights for the Miner Street crosswalk. After discussion, Alderman Wolf made the motion which was seconded to defer action on the blinker light until after the Graceland and Pearson stop lights were installed. The Mayor put the question, and the Clerk called the roll with the following result: Ayes: Aldermen Vavrinek, Wolf, McKay and Halverson. Nays: Aldermen Hansen, Davis, Baines, Behrel, Clement and Morava. The Mayor thereupon declared the motion lost. The motion was then made by Alderman Hansen and seconded by Davis to advertise bids for the blinker light accord- ing to Engineer Fletcher's specifications. The motion was then made by Alder- man Clement and seconded by Baines to refer the matter back to the Street Committee and City Engineer to redraft specification for only a warning light. The Mayor so referred same. Superintendent Warnicke reported that the chimney at the incinerator had to be relined. The repair would take from two to three weeks. He has provided to have the garbage hauled to a dump near Glenview. The estimated cost of repairing the chimney would be about $4,300.00, this was explained by a representative of a chimney construction company. The motion was made by Alderman Baines and seconded by Davis that the Garbage Committee be empowered to proceed without bids to complete the repair of the chimney not to exceed the amount of $4,300.00. The Mayor put the question, and the Clerk called the roll with the following result: Ayes: Aldermen Hansen, Davis, Vavrinek, Wolf, Baines, Behrel, McKay, Clement, Halverson and Morava. Nays: None. The Mayor thereupon declared the motion carried. The Mayor instructed the City Attorney to check the fire protection limit of the City Tax Levy to see if the levy can be increased to meet the needs of the fire department. Alderman Clement commented upon the good work of Acting Inspector Rieck, but he said there was need of inspection and clerical help. PASS RESOLUTION ON BUILDING AT 141 CENTER STREET. The Clerk read the following proposed resolution: RESOLUTION IN RE DANGEROUS BUILDING AT 841 CENTER STREET, DES PLAINES, ILLINOIS WHEREAS, the building inspector of the City of Des Plaines has hereto- fore reported to the City Council that the building located at 841 Center Street, Des Plaines, Illinois is in such a severely depreciated condition that the same is unsafe and dangerous and is in danger of being set on fire and is prejudicial to the health and safety of the inhabitants of the neighborhood within the mean- ing of Section 230 of the Revised Building Code of the City of Des Plaines of 1939, as amended, and whereas, pursuant to such report this Council, through its Build- ing Permits Committee, has made due investigation of said report and of such '/2 RESOLUTION, CONT1D. building and finds that the report of the building inspector is correct and that said building constitutes a fire hazard, is structurally unsafe to passersby and to inhabitants of the neighborhood and would be a severe hazard in the event of a fire, and constitutes an attractive nuisance to children, and finds that the same is a dangerous building and is a public nuisance within Section 230 of the aforesaid Building Code, as amended. NOW, THEREFORE, BE IT RESOLVED by the City Council of the Citycf Des Plaines, Illinois, that the owner, agent or occupant of the building at 841 Center Street, Des Plaines, Illinois shall, pursuant to the provisions of Section 231 of the aforesaid Building Code, be served with notice in writing of the defective condition of such building and be allowed a period of 30 days within which to remedy the defective condition of said building, or to cause said building to be completely torn down and removed. BE IT FURTHER RESOLVED that pursuant to Section 231 of the aforesaid Building Code, said owner, agent or occupant be notified that upon his failure to comply with the aforesaid notice that the City of Des Plaines will take such steps as it sees fit to tear down and remove such building, or to cause the same to be done forthwith. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried and resolution adopted. PASS ORDINANCE RELATING TO ACCESS HOLES. The Clerk read for second reading the following proposed ordinance entitled: AN ORDINANCE TO AMEND ARTICLE XIII RELATING TO CONSTRUCTION REQUIREMENTS OF COMMERCIAL BUILDINGS OF THE BUILD- ING CODE OF THE CITY OF DES PLAINES, AS HERETOFORE AMENDED. The motion was made by Alderman Halverson and seconded by Clement to pass the proposed ordinance. The Mayor put the question, and the Clerk called the roll with the following result: Ayes: Aldermen Hansen, Davis, Vavrinek, Wolf, Baines, Behrel, McKay, Clement, Halverson and Morava. Nays: None. The Mayor thereupon declared the ordinance adopted. PASS TRAFFIC ORDINANCE RELATING TO PARKING ON DES PLAINES AVENUE AND MINER STREET. The Clerk read for second reading the following proposed ordinance entitled: AN ORDINANCE TO AMEND THE TRAFFIC ORDINANCE OF THE CITY OF DES PLAINES AS AMENDED. AS TO PARKING. The motion was made by Alderman Hansen and seconded by Halverson to pass the proposed ordinance. The Mayor put_the question, and the Clerk called the roll with the following result: Ayes: Aldermen Hansen, Davis, Vavrinek, Wolf, Baines, Behrel, McKay, Clement, Halverson and Morava. Nays: None. The Mayor thereupon declared the ordinance adopted. STATE DIVISION OF HIGHWAY LETTER IN REGARD TO THE APPROVAL OF STOP- LIGHTS ON PEARSON STREET AND AT GRACELAND ON MINER STREET. Henrich City Clerk Des Plaines, Illinois Dear Sir: The resolution for Section 15 -CS adopted by the City Council on April 17, 1950 was approved today. This resolution provides for the improvement of Miner Street (SBI Route 19) at its intersection with Graceland Avenue and with Pearson Street by the instal- lation of traffic control signals. The work is to be done by contract and 822,000.00 is appropriated from motor fuel tax funds for construction. Approval is given with the understanding that the following items will be incorporated into the above improvement: 1. Each intersection will be controlled by a separate controller and interconnected with the C&NW RR track circuit so that they will operate independently of the other intersections when there is a train in the circuit. 2. A master controller will supervise the operation of the individual intersection controllers when there are no trains in the circuit. 3. Construct a channelizing island north of the rail- road at the intersection of Graceland Avenue with North- west Highway. 4. Hathaway Chief Highway Engineer The Mayor ordered the letter placed on file. CHICAGO MOTOR CLUB LETTER IN REGARD TO TRAFFIC SURVEY FOR GATES ON S00 LINE. The Clerk read the letter from the Chicago Motor Club stating they did not make surveys of traffic but would furnish the form sheets. The Clerk was instructed to write for the form sheets, and the Mayor referred the survey to the Municipal Development Committee. The letter from Theodore Falk, George Burgess and Charles Paulsen requesting improvements by special assessments in Oliver Salinger Company's Touhy Avenue subdivision was referred to the Board of Local Improvements. Alderman McKay inquired about activity of Meyer Coal Company at their location west of Wolf Road. Inspector Rieck was instructed to check on the building permit, and the Clerk was instructed to write to the Meyer Coal Company (sending a copy to the C. & N. W. Railway) in regard to con- structing a road to Wolf Road, eliminating the Thacker Street driveway. Alderman Halverson requested that the County Highway Department place speed limit signs on Oakton Street or grant the city permission to put up such signs. DES PLAINES PUBLIC SCHOOL LETTER. The Clerk read a letter from the president of the Board of Education asking the Council to make provision for the parking of cars at South School. The Mayor referred the letter to the Street Committee. REPORT OF ZONING VIOLATION IN THE 1300 BLOCK OF LINCOLN STREET. The Clerk read the following letter: REPORT OF ZONING VIOLATION, CONT'D. June 14, 1950 The Honorable Kenneth Meyer Mayor of the City of Des Plaines and the City Council Dear Sirs: We wish to report a zoning violation in the 1300 block of Lincoln Street. This lot is owned by the Lund Coal Company and is zoned for residential use but is being used to store coal and cinders. We hope this matter will be given your prompt attention. PETITION FOR STREET LIGHT AND SLOW SIGNS IN THE 1700-1800 BLOCK OF FOREST AVENUE. The Clerk read the following petition which had twenty-two signatures: June 17, 1950 To whom it may concern: We, the undersigned, wish to petition the City of Des Plaines to place a street light in the 17-1800 block of Forest Avenue this city. En- closed is a sketch of the street and the position of trees to illustrate the need for such lighting. We, the undersigned, also wish to petition the City of Des Plaines to place signs at each end of said block saying, in effect, "Slow-- Children Playing" because speeding traffic endangers our little ones every day. There have been several near -accidents, and we have become increasingly alarmed about this situation. We feel that the need for the warning signs is very real since there are 23 children in this block 16 of whom are of kindergarten age and under. The Mayor referred the petition to the Street Committee. LIONS CLUB LETTER. (1) Regulate type, size and location of new homes in Des Plaines. (2) Tear down old pumphouse and make a public park from old site, to be maintained by the Park Board. The complaint was referred to Superintendent of Public Works. APPROVAL OF BILLS. Alderman Baines, Chairman of the Finance Committee, presented the following proposed resolution: BE IT RESOLVED BY THE .CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOL- LOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. The motion was made by.Alderman Baines and seconded by Hansen to adopt the proposed resolution. The Mayor thereupon declared the motion carried and the proposed reso- lution adopted. Alderman Clement requested that the City Clerk write a letter to the Park District asking them to improve their property at the corner of Green- view and Prairie. Alderman Hansen reported that the contractor of the Elks building had not put the parkway in the same condition as it was before the opening for the sewer was made. The Clerk was instructed to inform the contractor of the above. APPROVAL OF MINUTES. The motion was made by Alderman Halverson and seconded by Hansen to approve the minutes of the regular meeting of June 5 and the adjourned meeting of June 12, 1950. The motion was voted upon by acclama- tion, whereupon the Mayor declared the motion carried and the minutes approved. ADJOURNMENT. The motion was made by Alderman Baines and seconded by Behrel to adjourn. The meeting was called to order by City Clerk, Otto W. J. Henrich. Due to weekend holiday, there was no member of the Council present. Because there was "no quorum" the City Clerk presiding ordered the meeting adjourned until Monday, July 10, 1950, at 8:00 p.m.
