The meeting was called to order by Mayor Kenneth G. Meyer, who presided with Aldermen Hansen, Davis, Vavrinek, Wolf, Baines, Behrel, McKay, Clement, Halverson and Morava responding to roll call. OFFICIAL REPORTS. The clerk submitted the report of Building In- spector Scharringhausen for the month of April. The totals for the first four months of 1949 and 1950 were as follows: 1950 . . . . P1,395,165.O0 1949 561,395.00 HALSEY, STUART & COMPANY AWARDED BID ON $100,000 WAREHOUSE BONDS. On motion by Alderman Halverson and second by Behrel, the clerk was in- structed to open the bids on the warehouse bonds. Bids were received from the following (all from Chicago): Harriman Ripley & Company; McDougal and Company; Mullaney, Wells and Company; Scott Wyandt; First National Bank of Chicago; Benjamin and Lang;Continental Illinois National Bank and Trust Company; Harris Trust and Savings Bank and Halsey, Stuart and Company, Inc. The mayor referred the bids to the Finance Committee and declared a recess., After reconvening, Alderman Baines, Chairman of the Finance Com- mittee, made the motion which was seconded by Hansen to award the bid on warehouse bonds to the Halsey, Stuart and Company, Inc. at the rate of one and five -eights per cent (1 5/8%) at par, plus accrued interest to the date of delivery and addition thereto a premium of 147.00. The motion was voted upon by acclamation, whereupon the mayor declared the motion carried. APPROVAL OF BILLS. Alderman Baines, Chairman of the Finance Committee, presented the following proposed resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOL- LOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. (Schedule of bills placed before each alderman and affixed to reso- lution and on file with the city clerk.) The motion was then made by Alderman Baines and seconded by Halverson to adopt the proposed resolution. The mayor thereupon declared the motion carried and the proposed reso- lution adopted. Alderman Davis reported about the request for a parade to be held in Des Plaines on May 27th, the anniversary of the National Guard which has headquarters in the Des Plaines Masonic Temple Building. The motion was made by Alderman Davis and seconded by McKay that the request for recognition and approval of the Boy Scouts Emergency Service Corps. by the City Council be granted. The motion was voted upon by acclamation, whereupon the mayor declared the motion carried. 4z On motion by Alderman Halverson and second by Morava, the council approved to modify the water contract of the two civic organizations regard- ing water mains, allowing a contractor's bond. Alderman Clement, Chairman of the Building Permit Committee, re- ported regarding the W. M. Schiffner application for a building permit at 1024 Oakwood Avenue which had been refused by the building inspector and Architectural Commission: The Architectural Commission gave adequate consideration, and the committee recommends that the decision of the Architectural Commission be concurred in. Building Permit Committee reluctant tc overturn decision of Architectural Commission unless clearly erroneous. On motion by Alderman Clement and second by McKay, the report was concurred in. The mayor referred the matter of having an exchange of reports be- tween the Plan Commission and Building Permit Committee to the Building Permit Committee. Alderman Clement made the following report on need for more office space in the Building Inspector's Office: "Your Committee on Building Permits has investigated the above and has found: "The Building Inspector's Office is badly overcrowded at the present time due to the tremendous increase in work; there is need for more working space with regard the keeping of records and also in the interviewing of applicants for permits; increasing the size of the quarters will expedite the work of the department. "We, your Committee on Building Permits, therefore recommend that in view of the approval of the purchase of the Municipal Garage and the fact that there may be space available therein which is suitable for use as offices, a special committee be appointed to work with the heads of the departments which might be affected to investigate the possibility of moving the quarters of the building inspector and perhaps other departments to these new quarters." Behrel On motion by Alderman Clement and second by McKay, it was approved to have the mayor appoint a special committee to investigate regarding the space in the warehouse for a possible removal of some of the City depart- ments. Alderman Clement reported of need of additional help in the building inspector's department. The mayor referred the matter to be studied to the Building Permit Committee, Finance Committee, Building Inspector and the mayor. Alderman Clement reported that something should be done regarding the types of buildings in certain areas. The mayor stated that the city attorney should consult with the Architectural Commission regarding this matter. BID TO PAINT WATER TANK AWARDED TO CHICAGO TANK AND BRIDGE COMPANY, ROCKFORD, ILLINOIS. On motion by Alderman Halverson and seconded by Behrel, the clerk was instructed to open the bids on painting water tank. The following bids were received: Chicago Tank and Bridge Co., Rockford, I11. ft 1,185.00 The Leary Construction Co., Greenfield, Ind 1,900.00 James Hanlon & Sons, Skokie, I11. 1,985.00 Aerial Maintenance Co., Chicago, I11. 2,145.00 The mayor referred the bids to the water and Finance Committees and declared a recess. After reconvening, the motion was made by Alderman Halverson and seconded by Baines that the bid be awarded to the Chicago Tank and Bridge Company totaled P1,185.00. The clerk was instructed to return the checks and bonds of other bidders. TRAFFIC COMMISSION REPORT. The clerk read the following report: April 28, 1950 Mr. Otto W. J. Henrich City Clerk Municipal Building Des Plaines, Illinois Dear Sir: Several members of the Traffic Commission met last night to study the committee report mailed to us dated April 17. In reply to the first portion which refers to the pedestrian walk be- tween the bus and railroad stations on Miner Street, we wish to report that we are taking this matter up with engineers from the county and from the state, whom we expect to meet next week at the Traffic and Safety Meeting downtown, and will be happy to report further. Your second section refers to a report by Alderman Hanson relative to several changes in the parking ordinance on several streets as recommended by the City Council as of April 17. Does referring it to us mean that we should make a study, or are these recommendations final? If not, we wish to say that parking changes seem to be drastic; and before we offer any recommendations, we wish to analyze your recommended changes further. After discussion, on a motion by Raines and second by Morava, it was approved to table the motion. The clerk was then instructed to write the Traffic Commission to hold a special meet- ing and make recommendations on change of the traffic code as recommended by the Street Committee. The clerk was also instructed to inform the Traffic Commission to report back at the May 15th Council meeting. STATE DIVISION HIGHWAY LETTER IN RE "WOLF AND THACKER". The city attorney requested the proposed ordinance be referred back to him due to another ordinance he found while working on changing the codes. It was so referred. On request of Alderman Halverson, the city clerk was instructed to write to the Soo Line again about repairing their crcssings. CUMBERLAND MAINTENANCE LETTER. The clerk read the following letter: April 30, 1950 Des Plaines City Council City Hall Des Plaines, T11. Attention: Alderman William Davis Gentlemen: Many of the residents of Cumberland Subdivision have become in- creasingly concerned with regard to new homes being erected in our area which are not of a type to fit properly in this neighborhood. A case in point is the home now being completed on the east side of the 200 block on Ardmore Road. The construction of this house is defi- nitely out of place with relation to other dwellings in the vicinity and can do nothing but depreciate property values in that locale. To help ovoid conditions such as this arising in the future, the residents of Cumberland, through their neighborhood organization, the Cumberland Maintenance Corporation, request the opportunity to have one of their number serve as an advisory member of the Architectural Committee. The clerk read the follow- ing letter: April 21, 1950 City Council Dos Plaines, Illinois Gentlemen: The Plan Commission approved a street dedication plat for the dedication of Cedar Street, with the recommendation that a building line of 30 feet be placed on plat on the east side of Birch Street and both sides of Cedar Street. The Plan Commission had approved a Herzog's Subdivision Plat Febru- ary 28, 1949. This plat had not been s'flbmitted to the City Council for approval because certain information had not been received. The clerk read the following letter: May 1, 1950 Honorable Mayor and City Council City of Des Plaines, Illinois Gentlemen: Due to a heavy rain on the night of April 24th and to an excess of rain during the month of April, the Des Plaines River reached its highest flood stage since 1937 during the past week. Basements were flooded in all sections of the City. In most areas the flood was of short duration, however, in some areas near the river and in that area from Forest Avenue south, the sewers were surcharged for a period of three days. All available pumps were put into service at midnight of April 24th and were kept in service so long as flooding was reported. We were able to rent one additional pump on April 25th. At one time three pumps were at Des Plaines Avenue and Oakton Street pumping out the Oakton Street sewer. The cost of pump rental, gas oil and man power to operate these pumps is too high for the small amount of good that we are able to do. We recom-lend that in addition to the proposed 54 -inch sewer to be installed in Riverview Avenue, that a pumping station be built on the Oakton Street sewer between Des Plaines :kvenue and the river so that water can be pumped from the Oakton Street sewer direct to the river. This pumping station should have a capacity of at least 16,000 gallons per minute. We also recommend that the Cook County Highway Department be requested to install a culvert on the north side of Touhy Avenue under. Des Plaines Avenue so that water from outside our City Limits can find its natural way to the River and that they be requested to make a study of the drainage of the land to the south and west of the City of Des Plaines with a view to aid in the drainage problems of these areas. Mr. Fletcher was asked to give the Council more information on the pumping station at Oakton Street. APPROVE APPRAISAL AND ADOPT RESOLUTION ON WIDENING PRAIRIE AVENUE EAST OF LEE STREET. The clerk read the following letter: May 1, 1950 Honorable Mayor and City Council City of Des Plaines Gentlemen: Attached is an appraisal of the property at the southeast corner of Prairie Avenue and Lee Street, which it is necessary that we acquire if we are to repave and widen Prairie Avenue from Lee Street east. If this appraisal meets your approval and if it is your wish to pro- ceed with the improvement of this street, then you should pass the attached resolution which provides for the funds to purchase the land and to improve the street. One copy of the appraisal and two copies of the resolution must then be submitted to the State Highway Department for their approval. It is doubtful that this work can be gotten under contract in time for construction to start this year.
