The motion was made by Alderman Baines and seconded by Behrel,
to adopt the proposed resolution. Alderman Baines called attention to the
Des Plaines Motor Sales bill of .285.41. Because this bill was in error,
Alderman Baines requested that this item be voided. The Mayor put the
question, and the Clerk called the roll with the following result: Ayes:
Aldermen Hansen, Davis, Vavrinek, Wolf, Baines, Behrel, mcKay, Clement,
Halverson and Morava. Nays: None. The mayor thereupon delcared the ~potion
carried and the proposed resolution adopted as corrected.
Alderman Clement reported that the signs designating "Police
Station"and "First Aid" are in bad condition and suggested they be repaired.
Alderman. Clement also sugested that signs be posted designating
the "City Free Parking Lot" on Prairie Avenue. (The ''Ra✓,_ar referred both of
these items to the Public Relations Committee.
City Clerk Henrich informed the Council that part of the old
foundry on Miner Street is for sale and that the Plan Commission suggested
that an investigation be made for the purchasing of a City Garage. The
Mayor referred the matter to the Public Buildings and Finance Committees,
City Engineer and Superintendent of Public corks.
The City Clerk called attention to the fact that the City had
no ordinance relating to the control of parking lots. The Mayor referred
the matter to the City Attorney to draft an ordinance.
APPROVAL OF MINUTES. The motion was made by Alderman Halverson
and seconded by Hansen, to approve the minutes of November 21, 1949. The
motion was voted -upon by acclamation, whereupon the aayor declared the
motion carried and the minutes approved.
ADJOURNMENT. The .motion was made by Alderman Wolf and seconded
by Behrel, to adjourn. The notion was voted. upon by acclamation, whereupon
the Mayor declared the motion carried and the meeting regularly adjourned.

At the last Council meeting there was referred to me the matter of a zoning vio-
lation by Louton Paint Company. Immediately after the reference to me an article
appeared in the local press, reporting that Louton Paint Company was constructing a
building in Woodstock to which they expected shortly to remove their paint factory.
I have addressed the Louton Company, asking for a verification of the press reports
and a date by which they would cease the violation. I should like the Council's
recommendation as to how much time should be allowed the company if, in fact,
construction is under way and they plan in good faith on an early moving date.

Gentlemen:
At the last Council meeting the question of the Chicago and North Western property
rezoning was raised. Pursuant to the sentiment of the Council, I notified the
North Western Railway that I was proceeding with the rezoning application. The
notification brought an immediate answer from the Legal Department who thereupon
submitted to me their suggested legal description. I have reviewed it and do not
see any serious objections to it, with the possible exception of a twenty foot
difference between n .calculations and theirs on one measurement. In the interest
of complete accuracy, I have referred their description to our City. Engineer,
Mr. Fletcher, for checking and trust that by the time of the next Council
meeting the matter will have been straightened out and the zoning republication
made and a date set of the hearing.

POLICE MARSHAL: Marshal Wigham reported of complaints of storing
wrecked autos. The Mayor requested the City Attorney to check zoning ordinance
regarding the storing of wrecked autos.
PUBLIC RELATIONS COMMITTEE: Alderman Davis reported that the signs
regarding Police Station, First Aid, and Parking Lot, have been ordered.
Mayor Meyer informed the Council that he has received literature
about "Public Defense." The Mayor referred this item to the Public Relations
Committee.
PUBLIC BUILDING COMMITTEE: Alderman Morava presented photographs and
plans of the building on Miner Street which the City is contemplating to purchase.
The Mayor referred these items to the Public Buildings, Finance, and Street Com-
mittees. The motion was made by Alderman Halverson and seconded by Morava
that the City Clerk contact Mr. H. M. Cornell or some qualified person to appraise
the building. The motion was voted upon by acclamation whereupon the Mayor declared
the motion carried.
STREETS COMMITTEE: Alderman Hansen made the following report:
We, your Committee, recommends
1. Street light has been installed in Orchard Court.it Prairie and
Center an order has been given for overhead light 4000 lums.

Alderman Hansen made the following report:

the Plan Commission, Finance, and Municipal Development Committees, City Attorney,
and City Engineer, for the January 5, 1950, meeting of the Plan Commission.

improvements to be made in 1950 with Motor Fuel Tax Funds.
We recommend the following improvements:
1. Maintenance of Arterial Streets, including maintenance of Traffic
Lights on Miner and Ellinwood, $4,000.00
2. Install traffic lights on Miner Street at Gr4celand and at Pearson
and on Ellinwood at Graceland and at Pearson
3. Widen and repave Prairie Avenue from Lee Streetto Center Street.
We further recommend that the City Engineer be,instructed to prepare the necessary
estimates of cost and resolutions as required by the State Highway Department.

ALDERMAN BAINES APPEARED AT THIS TIME.
WATER COMMITTEE: Alderman Halverson reported the City was in need of
a rodding machine for sewers and at the water plant. The motion was then made by
Alderman Halverson and seconded by Davis to purchase a rodding machine without
asking bids. The Mayor put the question and the Clerk called the roll With the
following result: Ayes: Aldermen Hansen, Davis, Vavrinek, Wolf, Baines, Behrel,
McKay, Clement, Halverson, and Morava. Nays: None. The Mayor thereupon declared
,the motion carried and the Superintendent of Public Works instructed to purchase
the rodding machine without asking bids.
DIVISION OF :HIGHWAY LETTER: The Clerk informed the Council he
had received a reply regarding the speed limit signs on Golf Road -- that they
intend to install the 45 MPH signs. At the request of Aldermap McKay, the Mayor
instructed Marshal Wigham to check speeding on Golf Road.
LETTER OF BUILDING INSPECTOR H. F. SCHARRINGHAUSEN: The Clerk read a
letter from Building Inspector Scharringhausen regarding his letter of April 7,
1947, amending Ordinance, Chapter IX, Section 278. Also enforcement of Ordinance,

Your Zoning Board of Appeals, sitting as a commission, had referred to it the ap-
plication of Lawrence H. Daly et al to rezone the following described real estate
from it present classification Residential District A, to Commercial District C,
to wit:
The East 100 feet of the South -of Lot 3, Carl Lagerhausen Estate
Division of the SW quarter (+) of Section 20, Township 41 North,
Range 12, East of the 3rd Principal Meridian. (West side of Lee St.
between Oakton Street and Algonquin Road).
Advice as follows:
1. Due notice to the party and to the public of this proceedings and of the public
was given therein, as required by law, and that the Board has jurisdiction of
the subject matter and of the parties.
2. The petitioner wishes to utilize the property in question for commercial use as
a bowling alley with off the street parking.
3. That there were three objectors at the public hearing. However, the objectors
were inclined to go along with the proposition after a complete explanation.
4. That the Zoning Board sees no objection to the use of this property for com-
mercial purposes, as the property of the east side of Lee Street directly
across the street is zoned for light industry. However, there is one point in
question, and that is that there are eight residential lots zone Class A,
south of Van Buren Street that adjoin the north end of lot three. There are
three residences built in this area that are set back approximately 25 feet.
It is our recommendation that consideration should be given to the setback
of this commercial property, so as not to obstruct the view of the residential
property. This may conflict, with the existing ordinance on existing com-
mercial property and we would like the City Attorney's opinion on this matter
before it is actually made into an ordinance. What we are trying to eliminate
is what is' happening on Lee Street between Prairie and Thacker Streets.
5. That the evidence presented was convincing of the desireability of reclassifying
the petitioner's property for commercial use.
6. The Zoning Board of. Appeals, sitting as a commission, having heard and considered
the evidence, and being fully informed in the premises, on a vote for a change,
of 3, and none against the change, recommends to the Mayor and City Council that
the proposed amendment, to the Zoning Ordinance hereinto before described, be
adopted. Therefore, an ordinance in accordance with the recommendations herein
c contained is submitted for your consideration.

RESOLUTION AND WATER -AGREEMENTS RE GROVE AVENUE AND HAWTHORNE LANE:
The,Clerk read the Resolution and water agreement with the Hawthorne Lane Civic
Association and River -Rand Improvement Association. The motion was made by Alderman
Halverson and seconded by Wolf to adopt the proposed resolution and authorize the
Mayor and Clerk to sign and execute the agreements. During the discussion, Mayor
Meyer asked for a motion for appointing a temporary Mayor while he left the Chair
to discuss the question. The motion was made by Alderman Baines and seconded by
Behrel to appoint Alderman Vavrinek temporary Mayor during the Mayor's absence from
the Chair. The motion was voted upon by acclamation whereupon the Mayor declared
the motion carried and Aldermen Vavrinek took the Chair.
After discussion, Mayor Meyer resumed the Chair and put the question

CALL TO ORDER. The meeting was called to order by Mayor Kenneth G.
Meyer, who presided with Aldermen Hansen, Davis, Vavrinek, Wolf, Behrel,"McKay,
Clement, Halverson and Morava responding to roll call.
OFFICIAL REPORTS. The City Clerk submitted the report of Inspector
Scharringhausen for the month of December.
COMMITTEE REPORTS. Municipal Development Committee. Alderman
McKay reported the following:
Your Committee on Municipal Development held a meeting December 30,
at which were present: Mr. Carlman and his lawyer, Mr. Frank Opeka, a repre-
sentative of the owner of the land on Lee Street, City Engineer Fletcher, Build-
ing Inspector Scharringhausen and the Municipal Development Committee.
The suggestion of the Zoning Board of Appeals in their report in
favor of the rezoning, that a set -back of 25 feet be required for structures
on the land in question was supported by the Building Inspector and` the City
Engineer. The Building Inspector advised that under existing ordinance, by
establishing a 25 foot set -back for this particular parcel, that action would
control the whole block. Attorney Opeka stated that while it was quite
possible that an ordinance setting up such a regulation might be successfully
attacked in court, nevertheless he considered the chances of difficulty in
that connection remote. Owner Carlman finally decided he would submit a
letter to the Council by January 3, 1950, agreeing to accept the imposition
of a 25 foot set -back for his proposed structure. Municipal Development
