SECOND READING OF "LOTTERIES AND RAFFLES" ORDINANCE. The Clerk
read for second reading the following proposed ordinance entitled:
AN ORDINANCE TO AMEND SECTION 1224,
ENTITLED "LOTTERIES AND RAFFLES",
OF ARTICLE III OF CHAPTER 29 OF THE
MUNICIPAL CODE OF THE CITY OF
DES PLAINES, AS AMENDED
The motion was made by Alderman Baines and seconded by McKay to
adopt the proposed ordinance. After some discussion, the Mayor put the question
and the Clerk called the roll with the following result: Ayes: Aldermen Davis,
and McKay. Nays: Aldermen Hansen, Vavrinek, Wolf, Raines, Behrel, Clement,
Halverson and Morava. The rayor thereupon declared the motion lost and the
proposed ordinance failure of passage.
On motion by Alderman Morava and second by Davis, the City Attorney
was instructed to file a charge with the Illinois State Commerce Commission
that the Soo Line installgates and give proper protection at all their
crossings in the City of Des Plaines.
Alderman Halverson requested that the police department be in-
structed to contact the owner of the fruit and vegetable stand on Des Plaines
Avenue (near Touhy) to clean up the property at the stand.
APPROVAL OF MINUTES. The -potion was made by Alderman Halverson and
seconded by Morava to approve the minutes of November 7, 1949. Attorney
Howard requested that a correction be made on page four of the minutes re-
garding the Plan Commission letter on rezoning as follows: "to concur in
the recommendations and suggestions and refer to the Zoning Board of Appeals
sitting as a commission to call a hearing." The motion was voted uponlr
acclamation, whereupon the Mayor declared the motion carried and the minutes
approved with correction made.
ADJOURNMENT. The motion was made by Alderman Wolf and seconded
by Hansen to adjourn. The motion was voted upon by acclamation, whereupon
the Mayor declared the motion carried and the meeting regularly adjourned.

CALL TO ORDER. The meeting was called to order by Mayor Kenneth G.
Meyer, who presided with Aldermen Hansen, Davis, Vavrinek, Baines Behrel, McKay,
Clement, Halverson and Morava responding to roll call.
OFFICIAL REPORTS. The City Clerk submitted the November reports
of Building Inspector Scharringhausen and the City Clerk.
Inspector Scharringhausen reported on the zoning violation of the
Louton Paint and Varnish Company, 1293 Oakwood Avenue. The r'ayor referred
this matter to the Building Inspector and City Attorney.
Engineer Fletcher reported that it was time for the Streets Com-
mittee to formulate plans on what street work with Motor Fuel Tax money was
to be due in 1950. The Mayor referred this matter to the Streets Committee
and the Engineer.

Relative to your letter of November 17th, 1949 concerning the Nebel Property,
situated just off of Oakton Street adjoining Des Plaines.
An investigation was made by our Engineer on November 23rd, 1949, who found
him in the process of installing sewerage to the Trailers. A violation
notice was served and the work stopped.
The matter has been respectfully referred to the States Attorney's Office
for such remedial action as deems fit and advisable.

Mayor Meyer referred the matter of conversion of City Hall
heating system to oil or gas to the Public Buildings and Lard Committee.
PLANS FOR ALLEY IN FIRST NATIONAL BANK BLOCK. The Clerk in-
formed the Council he had blue prints for the alley in the block between
Ellinwood, Lee, Prairie and Graceland. The"ayor referred these blue
prints to the Streets Committee.
**Alderman Wolf made his appearance at this time.
CITY ATTORNEY'S REPORT ON TAXICAB STAND. The Clerk read the
following report:
At the last Council meeting it was suggested that an ordinance
be drafted, or existing ordinances revised so as to provide that taxicabs
take off or leave a cab stand in the order of their parking. A careful
examination of such a suggestion has indicated to me the impossibility of
drafting any legal ordinance to cover the same. It would be absolutely
illegal, for instance, to require a cab which might be third or fifth in
line from leaving tho line in response to a call. It would be illegalto
deprive any citizen, if he so wished, the right to select a cab other than
the first in line if he preferred a particular driver or company. 'While
recognizing the confusion that does exist when cabs do this and recognizing
the desirability from a traffic standpoint in making such a provision as
was suggested, I feel it would be absolutely impossible to enforce it as a
practical matter and as a legal matter. I would suggest as an alternative
that the Chief of Police make a written request to the cab companies to
observe such a rule as nearly as is humanly possible and to arrest any cab
driver who might, in the course of such a maneuver, violate any other
traffic ordinance, such as improper caution in moving out of line, illegal
turns, etc.
I realize this is a very weak suggestion, under the circumstances,
but do not believe anything else to be of any practical value.

WILLIAI, L. KUNKEL'S LETTER IN REGARD TO LIENS ON SPECIAL AS-
SESSMENTS. The City Clerk read the letter of William L. Kunkel regarding
the outstanding bonds,of which he is the owner, on Special Assessment Nos. 80,
88, 97, 76 and 78. He requested to purchase from the City of Des Plaines,
the liens of said assessments against all of the property, thereby releasing
the City of Des Plaines of any liability, if any exists on these assessments.
The Mayor referred the letter to the Finance Committee and the City Attorney.
It was requested that the Mayor and any aldermen that were interested be in-
vited to attend.
ENGINEER E. N. FLETCHER SUBMITS PLAN FOR PROPOSED WATER MAIN
ON MIN? STREET, EAST OF GARLAND PLACE. The Clerk read a letter from Engineer
Fletcher regarding plan for the proposed water main on Miner Street, east of
Garland Place. Plan was attached to letter. The Mayor referred the letter
and plan to the Water Committee.
FIRST READING OF BILLBOARDS AND SIGNBOARDS ORDINANCE. The Clerk
read for first reading the following proposed ordinance entitled:

The Des Plaines Women's Club wish to bring it to the attention
of the Safety Council regarding the lighting system on the following streets.
1. --Orchard Court, there are no lights on this street at all. 2. --Center
Street and Prairie Avenue, the lights are there but are never in working
order.
We the members of the Des Plaines Woman's Club hope this matter
will be acted upon and lights will be put in operation.

We are in receipt of a request for the installation of overhead
lights over the Northwest Hi -Way directly across the Cumberland Depot.
We are submitting this for your consideration.
We are also in receipt of a similar request for overhead lights
for somewhere in the neighborhood of the Foundry on the Northwest Hi -Way,
because of extremely poor walking conditions in this neighborhood after
dark.
le are very hopeful that something can be done for the safety
and protection of our people.

We have received several sug,estions from various people regard-
ing the possibility of installing traffic lights at Pearson and Miner Streets,
also Graceland and Miner Streets. These two corners are very hazardous for
pedestrians attempting crossing over and also for the heavy vehicle traffic.
It is our belief that with the installation of these lights,
the flow of traffic would be more uniform, especially during the summer
season when many cars use the Northwest Hiway traveling to the lakes and to
the Arlington Race Tracks.
We trust you will give this serious consideration at your earliest
convenience.

Fargo and Sherwin Avenues. The motion was made by Alderman Morava and
seconded by Halverson, to authorize the Mayor and the City Clerk to adopt
and execute the resolution and permit. TheMayor put the question, and
the Clerk called the roll with the following result: Ayes: Aldermen Hansen,
Davis, Vavrinek, Wolf, Baines, Behrel, McKay, Clement, Halverson and Morava.

to adopt the proposed resolution. Alderman Baines called attention to the
Des Plaines Motor Sales bill of "285.41. Because this bill was in error,
Alderman Baines requested that this item be voided. The Mayor put the
question, and the Clerk called the roll with the following result: Ayes:

Halverson and Morava. Nays: "one. The Mayor thereupon delcared the notion

Alderman Clement reported that the signs designating "Police
Station"and "First Aid" are in bad condition and suggested they be repaired.
Alderman Clement also suggested that signs be posted designating
the "City Free Parking Lot" on Prairie Avenue. (The Nayer referred both of
these items to the Public Relations Committee.
City Clerk Henrich informed the Council that part of the old
foundry on 'diner Street is for sale and that the Plan Commission suggested
that an investigation be made for the purchasing of a City Garage. The
Payor referred the matter to the Public Buildings and Finance Committees,
City Engineer and Superintendent of Public .'orks.
The City Clerk called attention to the fact that the City had
no ordinance relating to the control of parking lots. The Mayor referred
the matter to_the City Attorney to draft an ordinance.
APPROVAL OF MINUTES. The motion was made by Alderman Halverson
and seconded by Hansen, to approve the minutes of November 21, 1949. The
motion was voted upon by acclamation, whereupon the Mayor declared the
motion carried and the minutes approved.
