The motion was made by Alderman Baines and seconded by Hansen to concur in the report. After lengthy discussion with representatives of Chamber of Commerce, the motion was made by Alderman McKay and seconded by Baines to refer the report to the City Council as a committee of the whole. At request of the Chamber of Commerce, they will send a committee to the meeting. The motion was voted upon by acclamation, where- upon the Mayor declared the motion carried. ADJOURNMENT. The meeting was called to order by Mayor Kenneth G. Meyer, who presided with Aldermen Hansen, Davis, Vavrinek, Wolf, Baines, Behrel, McKay, Clement, Halverson and Morava.responding to roll call. OFFICIAL REPORTS. The City Clerk submitted the combined report of Superintendent E. R. Warnicke and Engineer Fletcher,together with the City Clerk's nine months report of receipts and expenditures for 1949 and the City Treasurer's report for September. COMMITTEE REPORTS. PUBLIC PROTECTION. The motion was made by Alderman Vavrinek and seconded by Davis that the Fire and Police Commission be authorized to appoint a patrolman to fill the vacancy created by Patrolman Coffman who is on leave of absence. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. LICENSE AND INSPECTION COMMITTEE. Alderman Behrel reported that at the meeting on licenses, it was agreed that all unpaid business licenses were to be paid within ten days after October 20, 1949, all those unpaid at the end of this period would be prosecuted. The Clerk was instructed to write and inform the Chamber of Commerce in regard to this matter. On motion by Alderman Behrel and second by Hansen, the City Attorney was instructed to draft an ordinance to amend business licenses. The City Attorney was also asked to give an opinion in drafting an ordinance amending the Vehicle License Ordinance in regard to a penalty fee on vehicle licenses after April 1st. APPROVAL OF BILLS. A letter was received from Congressman Ralph Church. The letter stated that he had presented the resolution in Congress for a postage stamp in commemoration of Roberta Lee Mason. RECOMMENDATION FROM ZONING BOARD OF APPEALS. The Zoning Board had a public hearing regarding the three-foot side yard in Class A, Residential District and recommended the City Attorney to draft an ordinance. On motion by Alderman McKay and second by Vavrinek, the recommendation was concurred in. RECOMMENDATION ON REZONING LOT 2, BLOCK 2 in PARSON AND LEE'S ADDITION. The Clerk read the following letter: Mayor & City Council City of Des Plaines Des Plaines, Illinois Des Plaines, Illinois October 17, 1949 Gentlemen: Your Zoning Board of Appeals, sitting as a commission, had re- ferred to it the application of Charles Frisbie to rezone the following described real estate from its present classification Residential District A, to Commercial District C, to wit: The Westerly 100 feet of lot 3, in Block 3, in Parson & Lee's Addition to the Town of Des Plaines, being a sub- division of Lots, 72, 73, 74, 139, 140, 141, 142, 143, 144, 145, 174, 175, 176, and 177 in the Town of Des Plaines, (formerly Town of Rand) in part of Sections 17 and 20, Township 41 North, Range 12, east of the Third Principal Meridian in Cook County, Illinois. The meeting was called to order by Mayor Kenneth G. Meyer, who presided with Aldermen Hansen, Davis, Vavrinek, Wolf, Baines, Behrel, McKay, Clement, Halverson and Morava responding to roll call. OFFICIAL REPORTS. The City Clerk submitted his report for the month of October and also the report of Building Inspector Scharringhausen. ADVERTISE BIDS FOR STOP LIGHTS AT PRAIRIE AVENUE AND LEE STREET. City Engineer Fletcher reported that the cost of the stop lights had to be increased because six lights instead of four would have to be installed. On motion by Hansen and second by Halverson, the Clerk was instructed to adver- tise for bids for installation of six stop and go lights at Prairie Avenue and Lee Street. COMMITTEE REPORTS. Alderman McKay reported that the Municipal Development Committee recommends following the meetings with the Plan Com- mission, that petitioners be advised that the City Council is unwilling to agree to vacate any portion of north Fourth Avenue at this time. On motion by Alderman McKay and second by Wolf, the recommendation was concurred in. Alderman Vavrinek reported the following on the Minnich building at 1569 Ellinwood Street: November 7, 1949 Letter regarding Minnich building on Ellinwood Street To the Mayor and City Council: Your Committee on Public Protection has investigated the above and has found that while this building may be in an unsafe and unsanitary condition, it has been pointed out by the State Fire Marshall that the building can be put in safe and sanitary condition. We also find that Mrs. Hattie Schwaubauer, who resides there with her 3 children, depends somewhat on the rental from the laundry to assist in support of her family. Your Committee on Public Protection therefore recommends that the Mayor appoint a special Committee to meet with Mrs. Schwaubauer to determine what steps she can take to make this building comply with the recommendations of the State Fire Marshall, and report back to the Council. In the event the owner is willing to make these corrections it is the recommendation of this Committee that she be given every opportunity and that any condemnation procedure come as a last resort. Your Committee on Public Protection cannot see their way clear in recommend- ing the condemnation and demolition of a home which may produce considerable hardship on the owner and her children. If satisfactory arrangements cannot be made with the owner, and it appears that condemnation proceedings are then in order, it then is the recommendation of this Committee that the City attempt to purchase this property for use as a thoroughfare to connect the extension of Prairie Avenue with Ellinwood Street.
