07181949,299 BILL'S , CONT'D. To refund to the General Corporate Fund the portion of Janitor's Salary Chargeable to Library Fund for the month of June, 1949. The motion was made by Alderman Baines, and seconded by Hansen, to adopt the proposed resolution. The Mayor put the question, and the Clerk called the roll with the following result: Ayes: Aldermen Hansen, Davis, Vavrinek, Wolf, Baines, Behrel, Clement, Halverson and Morava. Nays: None. The Mayor thereupon declared the motion carried. RESOLUTION TO AMEND ZONING ORDINANCE. The Clerk read the following resolution: RESOLUTION BE IT RESOLVED by the City Council of the City of Des Plaines, Illinois, that the Zoning Board of Appeals of this City consider the matter of amending that part of Section 14 of the Zoning Ordinance of the City of Des Plaines, de- fining the amount of side yard required in area District A, so that the side yard must not be less than 3 feet from any part of a building constructed on any lot. BE IT FURTHER RESOLVED that the said Zoning Board of Appeals call a meeting in manner required by law,to consider amending that part of Section 14 of the Zoning Ordinance of this City having to do with the minimum side yard in Area District A to read substantially es follows: "Side Yard." There shall be a side yard on each side of each lot or parcel of ground, having a width of not less than 3 feet from any part of a building erected on any lot or parcel of ground. The motion was made by Behrel and seconded by Vavrinek to adopt the proposed resolution. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. Alderman Clement reported that he had received complaints about the buses parking on north side of Miner Street crosswalk at the railroad station. He suggested they change the parking to eliminate this hazard. The Mayor re- ferred the matter to the Traffic Commission. Alderman Wolf reported that he had received complaints of people on Des Plaines Avenue who put their garbage out on parkway during the day on Sunday for Monday pick-up and suggested their pick-up day be changed. The Mayor referred the matter to the Sanitation Committee. APPROVAL OF MINUTES. The motion was made by Alderman Halverson and seconded by Behrel to approve the minutes of June 20, 1949. The motion was ,voted upon by acclamation, whereupon the Mayor declared the motion carried. ADJOURNMENT. The motion was made by Alderman Wolf and seconded by Vavrinek to adjourn. The meeting was called to order by City Clerk Henrichi with Aldermen Hansen, Davis, Vavrinek, Wolf, Baines, Behrel, McKay, Clement, Halverson and Morava responding to roll call. At this point, the City Clerk, Otto Henrich, informed the City Council that Mayor Meyer was out of town on vacation, and it was necessary to elect a mayor pro tem. The motion was made by Alderman Baines and seconded by Hansen to elect Alderman Vavrinek mayor pro tem. Alderman McKay, Chairman of the Municipal Development Committee, presented a proposed amendment to the Dog Ordinance regarding dog kennels but suggested several changes be made and to hold ordi- nance reading over for next meeting of City Council. Alderman McKay also reported on the requestfor alley vacation in Block 8, Riverside Addition. After discussion, this matter was referred back to the committee and to the two aldermen of the ward, namely, Aldermen Wolf and Vavrinek. APPROVAL OF BILLS. Nays: None. The Chair thereupon declared the motion carried. CITY ATTORNEY, MARSHALL HOWARD, SUBMITS FIRST CHAPTER OF CITY CODE. The Clerk read the following letter: Hon. Mayor and City Council City of Des Plaines Des Plaines, Illinois July 18, 1949 Gentlemen: I submit herewith Chapter 1 of the proposed new City Code for your consideration. This chapter deals with the office and duties of the Mayor. I have changed Sections 2 and 3 to conform to the current statutes of the State of Illinois and have changed the term from two years, as provided in the printed code book, to four years. The motion was made by Alderman Wolf and seconded by Clement that a copy of each chapter of the code as presented be given to all of the Aldermen and Mayor. The motion was voted upon by acclamation, whereupon the mayor pro tem declared the motion carried. COOK COUNTY ZONING HEARING. The clerk informed the City Council that he had received a notice of public hearing on rezoning of property at River Road and Morrison Avenue. The hearing is to be held in Arlington Heights. Because this is over two miles north of Des Plaines, the City Council was not interested. OPEN BID ON WATER DEPARTMENT AUDIT. The mayor pro tem informedthe City Council that the City Clerk had received only one bid for Water Department audit. Upon inquiry, it was found there were no other bids. The motion was made by Alderman Halverson and seconded by Alderman McKay to open the bid. After a recess,the Council reconvened and a motion was made by Alder- man Baines and seconded by Halverson to award the audit to Arthur A. Weiner & Company. After discussion, the motion was made by Alderman Davis and seconded by Wolf to table the motion. On request, the mayor pro tem ordered the City Clerk to call the roll with the following result: Ayes: Aldermen Davis and Wolf. Nays: Aldermen Hansen, Vavrinek, Baines, Behrel, McKay, Clement, Halverson and Morava. The mayor pro tem thereupon declared the motion lost. LeRoy Vavrinek, Mayor pro tem, referred the item of having a com- mission study the question of City Audits to the Finance Committee and mayor. Alderman Baines requested that Aldermen Wolf and Davis be included in the study of audits also. YOUTH CENThR REQUEST ON PARKING THEIR AUTO. The motion was made by Alderman Hansen, and seonded by Halverson, to grant permission to park their auto. After discussion, the motion and second was withdrawn and a motion made by Alderman Wolf and seconded by Hansen that the Clerk write and inform Mrs. Walther that the City Council will give the Youth Center the same courte- sy which is given other organizations. The motion was voted upon by accla- mation, whereupon the Chair declared the motion carried. APPROVAL OF MINUTES.
