APPROVAL OF MINUTES. The motion was made by Alderman Baines, and
seconded by Wolf, to approve the minutes of May 16, 1949. The motion was
voted upon by acclamation, whereupon the Mayor declared the motion carried.
WILLIAM LANHAM, JR. APPOINTED PATROLMAN JUNE 4, 1949. Mayor
Kenneth G. Meyer informed the Council that the Fire and Police Commissioners
had appointed William Lanham, Jr. as a patrolman.
REX HARSHBARGER APPOINTED AS DESK CLERK. On motion by Alderman
Vavrinek, and second by Baines, the Council confirmed the Mayor's appoint-
ment of Rex Harshbarger as police desk clerk.
PFLUGHAUPT AND MURPHY APPOINTED TO CIVIL SERVICE COMMISSION. On
motion by Baines, and second by Morava, the Council confirmed the Mayor's
appointment of G. Walter Pflughaupt and Edwin F. Murphy as members of the
Civil Service Commission.
CITY CLERK TO TAKE CHARGE OF WATER DEPARTMENT OFFICE. The Mayor
informed the Council that he had instructed the City Clerk to take charge
of the Water Department office which had been separated from the City Clerk's
office by Mayor Garland in 1944.
ADJOURNMENT. The motion was made by Alderman Wolf, and seconded by
Vavrinek, to adjourn. The motion was voted upon by acclamation, whereupon the
Mayor declared the motion carried and the meeting regularly adjourned.

ILLINOIS, HELD IN THE COUNCIL CHAMBERS,
MONDAY, JULIE 20, 1949, AT 8:00 P. M.
CALL TO ORDER. The meeting was called to order by Mayor Kenneth G. Meyer,
who presided with Aldermen Hansen, Davis, Vavrinek, Wolf, Baines, Behrel, McKay,
Clement, Halverson, and Morava responding to roll call.
OFFICIAL REPORTS. The Clerk submitted the report of City Treasurer,
L. C. Barrett, for the month of May.
City Engineer, E. N. Fletcher, stated that they had used transite pipe
instead of cast iron pipe for the water main to go under the Belt Line track, an
estimated saving of $2,000.00. However, E. N. Fletcher said that it would be
necessary to purchase cast iron pipe to be used under the tracks at a cost of
approximately $800.00. The motion was made by Alderman Halverson, and seconded
by Vavrinek, to purchase cast iron pipe for not more than $800.00. The Mayor
put the question, and the Clerk called the roll with the following result:
Ayes: Aldermen Hansen, Davis, Vavrinek, Wolf, Baines, Behrel, McKay, Clement,
Ialverson, and Morava. Nays: None. The Mayor thereupon declared the motion
carried.
The Clerk read the following report of Superintendent E. R. Warnicke:

Des Plaines, Illinois
Gentlemen:
Following is a report of flooding conditions which occurred after the
exceptionally heavy rainfall the night of June 14, 1949.
The flooding was of short duration, but was more general than the
previous floods of this year.
Residents reported water in their basements from every section of
the City, most of which was caused from overloaded sewers backing up, and
from seepage.
The sections hardest hit were the South Side, which from Forest Avenue
South depends on the Oakton Street sewer to carry off the storm waters, and the
West part of Cumberland Terrace.

E. R. WARNICKE'S REPORT, CONT'D.
The bridge over ,yeller Creek on Wolf Road became blocked with debris
again, causing the Creek to block up and inundate the road at this point.
Some effort should be made by the Weller Creek drainage district or
the State to eliminate this condition.
Because of the seriousness of these floods, I am submitting this
report in written form, so that it will be recorded in the minutes.

COMMITTEE REPORTS. Public Protection. Alderman Vavrinek reported the
following on auto courtesy stickers:
We, your Committee on Public Protection, recommend that a courtesy
sticker controlled by our Police Department be adopted for visitors. We under-
stand that the Chamber of Commerce will supply such stickers.
The motion was made by Alderman Vavrinek, and seconded by Behrel, to
concur in the report. The Mayor thereupon declared the motion carried.
Alderman Vavrinek reported in regard to free parking for veterans with
special state license plates. The report is as follows:
We, your Committee on Public Protection, recommend that request in
basic communication be granted, and that the Police Department be instructed
not to enforce parking regulations against cars so identified.
The motion was made by Alderman Vavrinek, and seconded by Hansen, to
concur in the report. The motion was voted upon by acclamation, whereupon the
Mayor declared the motion carried.
MUNICIPAL DEVELOPMENT COMMITTEE REPORT. Alderman McKay made the
following report:

Subject: Letter from Leonard.Wayman Associates
on City Planning
Mayor and City Council:
The Municipal Committee met with the Plan Commission on June 8th,
with Mr. Wayman present, also Mayor Meyer.
Mr. "layman outlined procedure for setting up a City Plan and also
gave a rather detailed outline of his background and experience. Mr. Clayman
also gave us some cost estimates which ran as high as $8000.00 for a complete
project, including population studies, traffic checks, etc.
At the close of the meeting Mr. Wayman was requested to submit a
proposal in writing, with a breakdown showing how much it would cost to do
just the preliminary to get such a plan started, including charge for consul-
tation service, attendance at our various meetings, etc.
During our meeting, there was some discussion as to the desirability
of getting a new map of the City of Des Plaines. Under date of June 14th, I
received the attached letter from IIr. Robert E. Kellner, of the Sanborn Map
Company, stating he has heard Des Plaines is considering some planning work
and offering the services of his company in connection with map service.
I will keep this letter on file for consideration at a meeting
subsequent to the receipt of :4r. ?"layman's proposal.

Subject: Request from Tr. E. A. Herzog concerning
reduction in minimum area requirements
of dwellings in the City of Des Plaines
The Municipal Development Committee and the Architectural Commission
met on June 15th. -ith Building Inspector Scharringhausen present and gave con-
sideration to the request of ^r. Herzog as submitted in his letter of June 6,
as follows:
ALDERMAN McKAY'S REPORT, CONT'D.
I am interested in building a number of moderate cost homes
in Des Plaines. These houses contain an area of approxi-
mately 708 square feet.
Under present City ordinances, the building code and the
zoning ordinance, construction of these homes is pro-
hibited, since each requires a minimum area of 800 square
feet.
I respectfully request that the building code and the
zoning ordinance be amended so as to reduce the minimum
area requirements for dwelling houses from the present
800 square feet to a minimum area requirement of
700 square feet.
It is the view of the Municipal Development Committee and the Archi-
tectural Committee, that it would be unwise to make reduction in the minimum
requirements as requested; that the 800 feet minimum is quite low enough, and
that the request should be denied.
I move that this report be concurred in, that the request be denied,
and that the City Clerk so inform Mr. Herzog.

It is recommended that the ordinance covering dog kennels be
amended so as to prohibit the establishment and operation of
dog kennels in any section of the City of Des Plaines zoned
as residential, except upon compliance by the applicant for
License with the following regulations:
At the time of application for license, the appli-
cant must furnish the City Clerk, in addition to
the fee of ten dollars, a signed statement certi-
fying that the kennel is to be operated as a
non-profit undertaking; and in addition the
applicant must furnish, also at the time of
application, a statement bearing the signatures
of all property owners within a radius of 300feet
of the site of proposed kennel to the effect that.
they have no objection to the establishment and
operation of a kennel at the nroposed location.

Mayor and City Council:
The municipal Development Committee gave consideration to the above
request in its meeting of June 15th.
It is the view of your Committee that permission be withheld for the
erection of a structure of the size and type indicated in sketch which was sub-
mitte-d, and now in possession of the building inspector. Such structures should
comply with existing regulations, including those of the Fire Department.
It is sug:;ested by the Committee that the applicant might find it
possible to rent office space for the transaction of such rusinoss as is inci-
dental to the operation of a used -car sales lot in one of the buildings adjacent
to the lot in question, rather than erect a temporary office.
Recommended that the request, based on the plan submitted, be denied,
and that the City Clerk so advise the applicant as outlined above including our
suggestion in the preceding paragraph.

STREET COMMITTEE REPORT. Alderman Hansen made the following report in
regard to the review of parking meters and additional parking areas:
Your Committee recommends the hooding of sixteen meters, eight on each
side of Graceland Avenue, north of Prairie Avenue, r%Tonday to Thursday inclusive.
Friday and Saturday said meters to be in use as per ordinance.
Also recommends change of ordinance to read nine o'clock a.m. to
six o'clock p.m. Monday thru Saturday inclusive, excepting legal holidays.
Also recommends three hour parking on Graceland Avenue from Prairie
Avenue south to Marion Street on each side of street.
Install larger stop sign at Prairie and Graceland venues approaching
from the south. Stop Sign Ahead sign to be placed 25 feet south of present
location of stop sign.

WATER COMMITTEE REPORT. Alderman Halverson made the following report
on the request of property owners east of Park Ridge Manor for City water:
Your Committee on Water has investigated the above and has found:
That this subdivision is in dire need of water, but we find that at
the present tine, due to the sizes of the mains feeding the subdivisions to the
east, it is impossible to supply water.
We, your Committee on Water therefore recommend by majority vote this
request be denied.

Alderman. Halverson informed the Mayor that he had received quotations
on a new pump and would like a five minute recess of the Council to check the
quotations with his Water Committee. After reconvening, he reported that the
Aurora Pump Company's quotation of $1,362.00 was lowest and would like approval

of Council to purchase the pump. The motion was made by Alderman Halverson, and
seconded by Vavrinek, to purchase the pump from the Aurora Pump Company at the
price of $1,362.00. The Mayor put the question, and the Clerk called the roll
with the following result: Ayes: Aldermen Hansen, Davis, Vavrinek, Wolf, Baines,
Behrel, McKay, Clement, Halverson, and Morava. Nays: None. The Mayor thereupon
declared the motion carried.
*STREET COMMITTEE. Alderman Hansen made the following report on parking
meters on Prairie Avenue:
Your Committee recommends that the Superintendent of Public Works be
notified to remove five (5) meters from east Ellinwood, north side thereof;
install same on south side of Prairie Avenue from Lee Street west to alley.
Also recommend three hour parking on Prairie Avenue east of Graceland
Avenue, to alley west of Lee Street on each side of said street.
The motion was made by Alderman Vavrinek, and seconded by Halverson,
to concur in the report. The motion was voted upon by acclamation, whereupon
the Mayor declared the motion carried.
WATER AGREEMENTS. The Mayor informed the Council that he did not like
the wording of the Water Agreements for the northeast section of River and Rand
Roads and would therefore like some changes made in same. The motion was made
by Alderman Halverson, and seconded by McKay, to refer the agreements back to
the Water Committee and City Attorney for study and report. The motion was voted
upon by acclamation, whereupon the Mayor declared the motion carried.
MINER STREET WATER MAINS. The Mayor informed the Council that he had
written Green Field Homes, Inc. and Harry Dooley and had given them ten days to
deposit the money for the water main which was to be installed on Miner Street.
He also stated that the property owners in Park Ridge Manor would try to raise
this money in thirty days. Mayor Meyer said in the mean time the City Engineer
should be instructed to prepare plans for this main. The motion was then made
by Alderman Halverson, and seconded by Behrel, that the City Engineer be in-
structed to prepare plans, specifications and estimates for the water main on
Miner Street. The motion was voted upon by acclamation, whereupon the Mayor
declared the motion carried.
PASS ORDINANCE VACATING ALLEY IN BLOCK 2, SHAW'S RIVERVIEW ADDITION.
The Clerk read for first reading a proposed ordinance entitled:

BILLBOARD SIGNS. The Clerk read the following letter:

Gentlemen:
I have a request from Sinclair Refining Company to erect four Bill
Board Sins on the roc: of their new Service Station at 1529 to 1575 Rand Road.
Our ordinances Prohibits roof signs, Revised. Building Code of
Des Plaines 1939, Act XXIi Section 214, and this request is made to see if tho
Council will grant permission to have signs erected as per request.
The Signs are on a flat plane and would be difficult to attach to
Parapet wall or face of walls due to the curved design of the Building and
same Leind covered with Enamel Panels.
These signs measure 39" in height by 24 feet long, each ccntaining
78 square feet. The four signs total 312 square feet and the annual sign fee
would be *31.20 oe these four signs.
The method of fastening same to the roof would be by wood posts
properly ancored to the roof cn plates to make same rigid and safe, and not
fastened to the Parapet wall.
The bottom of t„ e sign would be approximately 6" above the Parapet
wall so that the over all height above the Parapet wall would be approximately
3'-9" to the top of the sign. (See Attached Sketch.)
At the time this ordinance was adopted ye had in Arvind large bill
board signs such as General outdoor Adv. Co. which are 10 feet high by 25 feet
wide.
Possibly this Crdi nance could be amended to lir.,iting the height of
signs that would be permitted on roofs, and still maintain safety in construc-
tion.

The Mayor referred the bids to the Finance Committee and declared a
recess. After reconvening, the motion was made by Alderman Baines, and seconded
by Hansen, that the bid be awarded to Gniot Brothrs Service Station, the lowest
bid of 1.9 cents per gallon.
After a discussion regarding the question of some residences being
built under the number of square feet according to ordinance, and that some
variations may have been made by Building Inspector on recommendation of the
Architectural Commission, the Mayor referred the matter to the Municipal
Development Committee, Building Inspector, Mayor, Aldermen Baines and Clement.
On motion by Alderman Davis, and second by Halverson, the Clerk was
instructed to write to the Weller Creek Sanitary District, informing themlD
keep Weller Creek free of debris, so that the tile on Wolf Road does not be-
come clogged, causing the creek to overflow.
APPROVAL OF MINUTES. The motion was made by Alderman Halverson,
and seconded by Morava, to approve the minutes of June 6, 1949. The motion
was voted upon by acclamation, whereupon the Mayor declared the notion carried.
ADJOURNMENT. The motion was made by Alderman 1olf, and seconded by
Vavrinek, to adjourn. The motion was voted upon by acclamation, whereupon the
Mayor declared the motion carried, and the meeting regularly adjourned.
