CALL TO ORDER. The meeting was called to order by Mayor G. Walter Pflughaupt
who presided with Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe, McKay and Halverson,
responding to roll call.
READING OF THE CALL. The Mayor instructed the City Clerk to read the
following call and notice of the Special Meeting:

I, Mayor G. Walter Pflughaupt, hereby call and request that you give notice of a
Special Meeting of the City Council of the City of Des Plaines, Illinois to be
held on Friday, April 29, 1949, at 8:00 P.M. for the purpose of having a recount
of the ballots of the City Election, on April 19, 1949, for Alderman of the Second
Ward, and to transact such other business as may lawfully come before the meeting.

REPORTS OF COMMITTEES. Alderman Halverson, Chairman of the Sewer Committee,
made the following report regarding plans of the County Highway Dept., for water drain
project at Wolf and Algonquin Road: Your Committee has investigated and has found that
the building of additional homes in this area would tax the present sewer system. We
therefore recommend that the request of the County Highway Dept. be denied. The
motion was then made by Alderman Halverson and seconed by Vai-rinek.to concur in the
recommendation. The motion was voted upon by acclamation whereupon the Mayor declared
the motion carried.
Alderman Kehe, Chairman of the Finance Committee, made the following report
on E. R. Carlton's letter for Quit -Claim Deed on Lot 19, Block 5, J. C. Robinson's
Addition to Des Plaines: Your Committee has investigated and has found the delinquent
taxes and special assessments against the described property also other numerous tax
deeds outstanding. Your Committee recommends that the ordinance to execute a Quit
Claim Deed have first reading. The motion was made by Alderman Vavrinek and seconded
by Kehe to concur in the report. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried.
Alderman Kehe also reported on letter of E. R. Carlton regarding Quit -Claim
Deed on Lot 14, Block 2 in Whipples Addition to Riverview: Your Committee has in-
vestigated and has found delinquent taxes and special assessments against the described
property also numerous tax deeds outstanding. We therefore recommend that the ordinance
to execute a Quit -Claim Deed have first reading. The motion was made by Alderman
Vavrinek and seconded by Kehe to concur in the report. The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried.
FIRST READING OF -QUIT -CLAIM DEED ORDINANCE. LOT 14, B1OCK 5, IN J. C. ROBINSON'S
ADDITION TO DES PLAINES.The Clerk read the following proposed ordinance for first
reading entitled:

The Mayor ordered the proposed ordinance placed on file for second reading.

LETTER FROM TRASFIC COMMITTEE. The Clerk read the following letter:

Dear Sir:
The last meeting of the Traffic Commission was held April 26, and we discussed
the following.
We recommend that the City hal-e installed at least one street light on Lee Street
between Perry and the Northwestern Hospital for the benefit of pedestrians, and we
suggest that probably this light should be erected at a point where Brown Street connects
with Lee for we find that motor vehicles are also using this particular junction at Brown St.

LETTER FROM TRAFFIC COMMISSION, CONT'D. The Mayor referred -the -letter to the
Streets Committee.
LETTER FROM ORPHANS OF THE STORM. The Clerk read the following letter:
April 19, 1949
The Honorable Mayor of Des Plaines
Des Plaines, Illinois
Dear Sir:
A State pound bill has been introduced into the State Legislature which, if
passed, will mean that all towns in the State that operate dog pounds will have to
turn over unclaimed dogs and cats to institutions to be used for vivisection and other
experimental projects. You will be given quotas to maint4n, and you will have to hold
your animals, feed and care for them, for a period of days and weeks until your quotas
are full.
This will mean considerable expense. It will mean also a stray animal problem
in your town. It has been proved in Chicago where there is a local ordinance to this
effect, that the public at large will not cooperate. They would rather turn animals
loose to fend for themselves than surrender them for vivisection. If this Bill goes
through, Orphans of the Storm may not be permitted to take your strays.
Therefore we beg that you contact your State Representatives and urge them to
vote against House Bill 650.

The City Clerk informed the Council that the sponsors of the bill desires
to withdraw the bill due to so much opposition so the Mayor ordered the letter placed
on file.
LETTER FROM SEARS, ROEBUCK & COMPANY.The Clerk read the following letter:

City of Des Plaines, Illinois
Gentlemen:
Be it known to whom it may concern, that Sears, Roebuck and Company desires to rent
for a fee the land adjacent directly north of our farm store. The land to be used
for storage of fence wire and farm implements.
We desire to fence this area in with beautiful chain link fencing, covering the area
with crushed stone improving the general appearance of this area as well as providing
security for our merchandise.

ARTHUR W. KAPHEN RESIGNATION FROM ZONING BOARD. The Clerk read the following

Dear Mr. Pflughaupt:
Due to a change in my hours of employment, I shall no longer be able to
serve as a member of the Des Plaines Zoning Board of Appeals, and hereby tender
my resignation to take effect as of this date.
During the years that I have served on this BoardI have found it a pleasure
and an inspiration to work with my fillow members of the board and with Mr. Opeka,
who has been unceasing in his efforts to be of assistance to the Zoning Board in
the performance of its duties.

I count it a privilege to have served on this board. For this I thank -
you, Mr. Pflughaupt.
May our City of Des Plaines continue to progress as it has under your
able leadership.

The motion was made by Alderman Halverson and seconded by Kehe to accept
the resignation with regrets.
STREET COMMITTEE REPORTS. Alderman Vavrinek reported the following regarding
a request for a light in the center of 1400 block on Henry Avenue: Your Committee
has investigated and has found that the conditions are as outlined in basic communication.
However, thereare a number of long blocks in Des Plaines that could stand lights
in the center of the block. The Street Committee recommends that the new Council
investigate the possibility of placing additional street lights in the center of all
long blocks in Des Plaines. The motion was made by Alderman Vavrinek and seconded
by Kehe to concur in the report. The motion was voted upon by acclamation whereupon
the Mayor declared the motion carried.
ADJOURNMENT. The motion was made by Alderman Vavrinek and seconded by
Wolf to adjourn. The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried.and the Council regularly adjourned.

MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE COUNCIL CHAMBERS,
MONDAY. MAY 2, 1949. AT 8:00 P. M.
CALL TO ORDER. The meeting was called to order by Mayor G. Walter
Pflughaupt, who presided with Aldermen Johnson,.Hansen, Vavrinek, Wolf, $ehe,
Baines, McKay, Halverson and Morava responding to roll call. Harm was absent
the entire meeting.
OFFICIAL REPORTS. The Captain of Police made the monthly report of
the Parking Meter Fines.
CITY ATTORNEY OPEKA'S FINAL REPORT. The Clerk read the following
reports:

City of Des Plaines, Illinois.
April 30th, 1949.
Gentlemen:
I submit herewith a brief report as your City Attorney.
During my tenure of office, I have prepared and carried three cases to
the State Supreme Court; one of them was decided there, another one was trans-
ferred to and decided in the Appellate Court and the third case involving title to
the south half of Thacker Street between Wolf Road and the Belt Line was settled,
in which the City of Des Plaines acquired title by deed to that portion of Thacker
Street.
Four special assessments were undertaken and completed during my term of
office. Also there were numerous matters of litigation and a great many of them
were prosecution for failure to pay sign fees, and license fees. I attended the
Police Magistrate Court on many occasions in connection with violations of traffic
and other ordinances and particularly in the matter of enforcement of our Building
and Electrical Codes.
There are presently pending the following cases:
1. City of Des Plaines vs. William H. Hunt. Complaint to demolish unsafe structure,
Circuit Court case No. 46 C 12496. The case was assigned to Judge Leonard C. Reid
and is now pending on his call. The complaint will have to be amended to bring in
the new owners who acquired title before a lis pendens could be filed.
2. Nelda A. Miller vs. City of Des Plaines. Circuit Court case No. 48 C 7808
pending on motion to strike. Complaint at law for damages as a result of sustain-
ing injuries because of an alleged sidewalk defect.
3. Julius I. Steinfeld vs. City of Des Plaines, Circuit Court of Cook County case
No. 49 C 2491. Complaint for injunction. Assigned to Judge Cornelius J. Harrington
and now pending before Arthur A. Sullivan, Master in Chancery.
