CALL TO ORDER.- The meeting was called4order by Mayor G. Walter Pflughaupt,
who presided with Aldermen Johnson, Hansen, Vavrinek, Kehe, Baines, Harm, McKay,
Halverson, and Morava responding to roll call.
OFFICIAL REPORTS. The City Clerk submitted his report and the reports of
Building Inspector, Frank Scharringhausen; Electrical Inspector, Arthur Rieck; and
City Treasurer, H. J. Ahbe (January reports.)
City Engineer, E. N. Fletcher submitted the combined annual report of the
City Engineer and Superintendent of Public Works.
The Clerk, at this time, read the annual report of the Des Plaines Fire
Department.
Alderman McKay reported on the County Zoning Board public hearing on
the Nebel Trailer Camp. He stated that the city protest is a matter of record,
and he thought it would be one or two weeks before the Zoning Board would make
a report.
- Alderman Wolf made his appearance at this time -
PASS SEWER RELIEF ORDINANCE. The Clerk read for second reading the pro-
posed Sewer Relief Ordinance. The motion was made by Alderman Halverson, and
seconded by Kehe, to pass the proposed ordinance. The Mayor put the question,
and after a short discussion the Clerk called the roll with the following result:
Ayes: Aldermen Vavrinek, Wolf, Kehe, Baines, Harm, McKay, Halverson, and Morava.
Nays: Aldermen Johnson and Hansen. The Mayor thereupon declared the motion
carried and the proposed ordinance passed.
The motion was made by Alderman Wolf, and seconded by Hansen, to publish
the ordinance in the Suburban Times. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried.
APPROVAL OF BILLS. Alderman Kehe, Chairman of the Finance Committee,

I am advised that a year or so ago
Mr. Paul D. Bloomingdale
740 Fifth Avenue
was involved in the matter of improving approximately 300' of Rose Avenue, just
west of Fifth Avenue. Mr. Bloomingdale owns the south 300' of the abutting property.
I understand proceedings were started looking to the spreading of an assessment to
cover the improvement in question but that the matter seems not to have been pro-
gressed beyond a preliminary stage.
Mr. Bloomingdale tells me the street is being used,and he has tried to
keep it in passable condition.
If there is no objection, I would appreciate having this memorandum
referred to the Streets Committee for investigation and report.

Gentlemen:
The Des Plaines Safety Council at its meeting of January 10, 1949, received
from the West Des Plaines Civic Association the enclosed letter asking for assistance
in solving conditions involving the safety of children in their area.
DES PLAINES' SAFETY COUNCIL LETTERS, CONT'D.
The letter is self-explanatory, and you will note that the association
has given the matter considerable thought, also that the letter embodies practi-
cally all data needed to enable quicker action than if a survey would have to be
made. They have already taken care of this as the letter indicates in figures
given.
The matter was gone over and discussed at the Safety Council meeting.
Mr. F. J. McCabe, Jr., secretary of the'association, was present and
answered all questions which came up regarding the request and data, after which
the Safety Council voted to pass the letter on to the Des Plaines City Council
with the following recommendations:
lst Because of the need that something be done now and the uncertainty as
to when adult patrol personnel can be assigned to the places in question, suitable
"stop"or"caution"signs be placed along Wolf Road both north and south of Thacker
Street.
2nd That suitable"caution"or'blow"signs be posted along Thacker Street from
Wolf Road east past the West School.
3rd That, if possible, lamp and telegraph poles along Thacker Street be
painted with diagonal white and black stripes to remind drivers that they are
in a school area.
4th And, one of the most important, that a speed limit' of not MORE than
eighteen (18) miles per hour be enforced for this school area.
We trust you will consider the recommendations favorably, so that
desired and needed improvement over present conditions can be made now and
-iatery, and later, if at all possible, adult patrol personnel be detailed at the
most dangerous crossings.
Your advising the Nest Des Plaines Civic Association of your action in
the matter will be very much appreciated by them.
A copy of this letter together with the data furnished by the association
is being mailed to the Traffic Commission for reference in future surveys.

lst That a thorough check-up or survey covering Des Plaines be made by the
Public Protection Committee.
2nd That a record and report be made so arrangements can be completed where
necessary for removal of. or trimming of trees and shrubs which might block vision
at corners, so that any such trimming can be taken care of before spring foliage
appears.

Gentlemen:
At the last meeting of the Des Plaines Safety Council, a report was made
regarding lighting conditions at River Road and Miner Street.
Report advises that due to lighting conditions at this crossing, especially
for northbound traffic, one bad accident and three "very near" accidents occurred.
It was stated that these would in all probability been avoided had the lighting
been better.
The Safety Council wishes to recommend checking of the conditions at the
crossing referred to.
Aside from improving lighting conditions, installation of a guard rail
or low fence on the right side of northbound lane of River Road on each side of
the railroad track may be of help.
We trust the matter will have your consideration and that something can
be done to improve conditions complained of.

in connection with the movement to eliminate pollution of Weller Creek and the
Des Plaines River.
It would appear that the City of Des Plaines is responsible for a part of the
pollution situation in that the Imhoff Tank,which is intended to treat the sewage
coming from the subdivision known as "Cumberland East" is in bad need of attention.
We respectfully request your Council to refer the matter of investigating the
Imhoff Tank in question as to your City Engineer and your Superintendent of Public
Works, and ask that they make a report to your Body and us, of their findings and
recommendations in the matter.
Our committee has some suggestions we would like to make to your Engineer and
Superintendent of Public Works before they make their recommendations to you.
On behalf of the organizations above mentioned and with the idea that your Council
is heartily in favor of doing all that is possible to make the Weller Creek and Des

TO THE
MUNICIPAL OFFICIAL ADDRESSED:
On behalf of the municipalities of Illinois, at the request of the League, there
were introduced in the last Session of the General Assembly (65th), a series of
bills, which would have returned the 3% utility tax now collected by the State,
to the municipalities. These bills were defeated in that Session, because of
the opposition of the administration.
Our attorneys were convinced at that time, that the bills were constitutional,
and are still of the same opinion.
Since the 65th General Assembly adjourned, your League staff has undertaken to
sell this series of bills to not only the two political parties, but to many
civic organizations, including the Illinois Taxpayers Federation.
Senator Merritt J. Little, Chairman of the Illinois Revenue Laws Commission, now
states that the attorneys for the Commission feel that these bills may be un-
constitutional, and consequently, the Commission, probably will not recommend their
passage.
For your information, however, our attorneys are still of the opinion that the bills
are good and at the present, we are consulting with many of our city attorneys and
obtaining outside legal advice with the thought in mind that the bills will be
changed, if necessary, introduced, and an attempt made to secure their passage.

After a five minute recess of the council, in order that the Public
Protection Committee might study the bids, the motion was made by Alderman Johnson,
and seconded by Kehe, to award the bid to the Des Plaines Motor Sales at the price
of $1,689.25.
The mayor put the question, and the clerk called the roll with the follow-
ing result: Ayes: Aldermen Johnson, Hansen, Vavrinek, Kehe, Baines, Halverson, and
Morava. Nays: Aldermen Wolf, Harm, and McKay. The mayor thereupon declared the
motion carried.
Due to the discussion on not having included the old squad car for trade-
in on the bid, the motion was made by Alderman Johnson, and seconded by Kehe, that
the City Clerk write to the three bidders and ask what allowance would have been made
on the old squad car had it been offered for a trade-in. The motion was voted upon
byacclamation, whereupon the mayor declared the motion carried.
PUBLISH SEWER RELIEF ORDINANCE IN JOURNAL. Alderman Halverson informed
the council that he thought the Sewer Relief Ordinance should be published in both
local papers, in order that all readers might have an opportunity to read it.
The motion was then made by Alderman Halverson, and seconded by Harm, to
publish the Sewer Relief Ordinance in the Des Plaines Journal also, and the clerk
is to notify the Des Plaines Suburban Times and the Des Plaines Journal that the
ordinance must be published in the February 10th issue of their respective papers.
The motion was voted upon by acclamation, whereupon the mayor declared the motion
carried.
