MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE COUNCIL CHAMBERS,
MONDAY. JANUARY 17, 1949, AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by Mayor G. Walter
Pflughaupt, who presided with Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe,
Baines, Harm, McKay,. Halverson, and Morava responding to roll call.
OFFICIAL REPORTS. The City Clerk submitted his own report for the
month of December, and also the City Treasurer's report. The annual report of
the Building Inspector was submitted, too.
The Clerk read the following report:

Gentlemen:
Calling your attention to an accomplishment by the building department
in co-operation with fire department in the business area.
That is,we were able to have installations made to assist in fighting
fires in Des Plaines.
While remodeling Walgreen's.Store, we had them install HOSE PIPE INLETS
in the floor at 4 locations, also at Woolworth's at time remodeling was done 5
Hose Pipe Inlets were installed in floor, also installed 4 Hose Pipe Inlets at
Lee and Prairie at J. Bond's new paint store.
These installations were made to enable the fire department to have
access by hose to any strategic fire location through first floor to basement,
thus allowing quicker access to vital areas, preventing fast spread of fire in
stock rooms in basement, possibly save lives of fire fighting personnel. This
service is in the commercial area, this was not by city ordinance, but by fore-
sight of the building officials and fire department.
Fire access openings in these buildings reduce the possibility of
spreading fires to other buildings not having this accessibility - HOSE PIPE
INLETS. Other stores with stock rooms in basement could also install these
inlets, thus giving them and the area adjacent to them additional fire protection.

COMMITTEE REPORTS. Municipal Development Committee. Alderman McKay
made the following report on the letter of Attorney Andrew Pettinger involving
the Harkrider and Umbach property in Welwyn Subdivision:
Your Committee on Municipal Development has investigated the above and
has found: ,
that we could not at this late date consistently consider
reconsidering action taken by this Council last year in,
the re -subdividing ,of the property known as "Welwyn" in
Oliver Salinger and Co's. Touhy Avenue subdivision.
We, your Committee on Municipal Development, therefore recommend:,
that receipt of Mr. Andrew Pettinger's letter of December 15th
be acknowledged, and that he be advised accordingly.

The motion was made by Alderman McKay, and seconded by Wolf, to concur
in the report. The motion was voted upon by acclamation, whereupon the Mayor de-
clared the motion carried.
Alderman McKay made the following report on the letter from the. West
End Civic Association in regard to the Meyer Coal and Material Company located
on the C. & N. W. Railway property:
Your Committee on Municipal Development has investigated the above and
has decided:
to hold another meeting, on January 3,lst, to which City Attorney,
Frank M. Opeka, will invite representatives of the C. & N. W.
Legal and Land Departments. City Clerk, Otto Henrich, to

acknowledge receipt of the letter of December 10th from the
West Des Plaines Civic Association, advising them of the
meeting called for January 31st, and to invite that associ-
ation to send a committee of not over three persons.
Your committee also requests the presence of the City Attorney,
City Clerk, and the Building Inspector at this meeting. All
concerned to kindly come prepared to give as much pertinent
information as possible on the subject matter involved, to
answer questions, and to bring references and papers to
substantiate any statements.
We, your Committee on Municipal Development, therefore recommend:
that the procedure outlined be followed.

The motion was made by Alderman McKay, and seconded by Hansen, to concur
in the report. The motion was voted upon by acclamation, whereupon the Mayor de-
clared the motion carried.
Alderman McKay reported that the County Zoning meeting which was held
on January 13, 1949, in Schiller Park was in regard to some property which was
over one and one-half miles from our City Limits, so he did not attend.
APPROVE PLANS ON PRAIRIE AVENUE WIDENING. Alderman Vavrinek, Chairman
of the Streets Committee, reported that he had received the plans and specifications
from City Engineer, E. N. Fletcher, for the widening of Prairie Avenue from Lee
Street to Laurel Avenue.
The motion was then made by Alderman Vavrinek, and seconded by Harm, to
approve the plans and specifications for the widening of Prairie Avenue from Lee
Street to Laurel Avenue. The motion was voted upon by acclamation, whereupon the
Mayor declared the motion carried.
APPROVAL OF BILLS. Alderman Kehe, Chairman of the Finance Committee,
presented the following proposed resolution:

The motion was made by Alderman Kehe, and seconded by Halverson, to adopt
the proposed resolution. The Mayor put the question, and the Clerk called the roll
with the following result: Ayes: Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe,
Baines, Harm, McKay, Halverson, and Morava. Nays: None. The Mayor thereupon de-
clared the motion carried and the proposed resolution adopted.
POSTPONE SECOND READING OF SEWER RELIEF ORDINANCE. The Clerk informed
the council that the Sewer Relief Ordinance was up for second reading. The motion
was made by Alderman Wolf, and seconded by Harm, to hold over the ordinance's
second reading until the meeting of February 7, 1949. The motion was voted upon
by acclamation, whereupon the Mayor declared the motion carried.
NEBEL TRAILER CAMP ZONING. The Clerk read the following letter:

Dear Sir:
Please be advised that a re -opened public hearing will be held with
reference to the property consisting of approximately 20 acres located 163i feet
south of the center line of Oakton Street approximately one-half mile west of
Lee Street (Mannheim Road) in Maine Township, asking for the reclassification
of the property from an F (Farming) District to a B-1 (Business) District, on
Thrusday, January 20, 1949, at 7:30 P.M. in the Des Plaines City Hall, Des Plaines,
Illinois.
This matter was re-referred to the Zoning Board of Appeals by the
Public Service Committee of the Board of Commissioners of Cook County at their
meeting held on November 22, 1948.

Alderman Harm, reported in regard to a Chicago and North Western train
which backs up towards Chicago about 5:00 p.m. The Clerk was instructed to write
to the Chicago and North Western concerning same.
HARRY T. BENNETT MEMORIAL. The Clerk read the following:

Gentlemen:
Last week one of our most civic minded citizens received his "last
summons." HARRY T. BENNETT served as trustee from 1918 to 1922. He was the
last president of the Village of Des Plaines from 1923 to 1925.
At a special election on January 24, 1925, the citizens voted in
favor of changing from "village form" of government to "city form" of government.
On February 2, 1925, therefore, Mr. Bennett automatically became Des Plaines'
first mayor. He served as mayor until the installation of the newly elected
mayor on May 4, 1925.

On suggestion of Mayor Pflughaupt, the motion was then made by Alder-
man Baines, and seconded by Kehe, that the letter be placed in the minutes as a
memorial to Ex -Mayor, Harry T. Bennett, and also that the City Clerk send a copy_
of this letter to the family. The motion.Was voted upon .by acclamation, where
upon the Mayor declared the motion carried.
A RESOLUTION TO ACCEPT FOR THE CITY A PARCEL OF LAND FROM MR. LIEDBERG
FOR STEWART AVENUE. The Clerk read the following resolution:
RESOLUTION

WHEREAS, HUGO J. LIEDBERG and LENA A. LIEDBERG, his wife, are the owners
of Lot 3 in Second Shore Acres Subdivision, being a resubdivision of part of Shore
Acres Subdivision in the North Half of the South West quarter of Section 21, Town-
ship 41 North, Range 12, -East of the Third Principal Meridian; and
RESOLUTION, CONT'D.
WHEREAS, the City Council did heretofore adopt an Ordinance vacating a
part of River Drive adjacent to property owned by Hugo J. Liedberg and Lena A.
Liedberg; and
WHEREAS, the said Hugo J. Liedberg and Lena A. Liedberg, did agree to
convey to the City of Des Plaines a part of the said Lot 3 in Second Shore Acres
Subdivision, so as to grant to the public a means of ingress and egress from the
Easterly end of Stewart Avenue to the Des Plaines River; and
WHEREAS, the said Hugo J. Liedberg and Lena A. Liedberg, duly executed
and delivered a quit -claim deed to the City of Des Plaines, a Municipal corporation,
conveying the following described real estate, to -wit:
That part of Lot 3 in Second Shore Acres Subdi-
vision lying Northerly of the South Line of
Stewart Avenue extended easterly, as laid out
in the plat of Shore Acres subdivision in Des
Plaines, Illinois, of part of the North half
of the Southwest quarter of Section 21, Town-
ship 41 North, Range 12, East of the Third
Principal Meridian, in Cook County, Illinois.
NOW, THEREFORE, be it resolved by the City Council of the City of
Des Plaines, Illinois, that it accept the said conveyance from the Liedbergs,
it being the intent of the City Council that said land so conveyed shall create
a means of ingress and egress from the public street in this City known as
Stewart Avenue to the Des Plaines River.

LEE STREET UNDERPASS. The Clerk read the following letter:

Gentlemen:
The executive board of the Central School P. T. A. would like to call
your attention to the drainage condition of the underpass at Thacker and Lee Streets.
Because water stands in the underpass during rainy weather, children who are ac-
customed to go this way, often avoid the water by crossing above on the busy street.
Realizing that the pump which fails to work satisfactorily when the children need
it most, is in need of immediate attention, the Central School P. T. A. executive
board wishes to have you take whatever action is necessary to make this underpass
usable at all times, thus making the safety of Des Plaines children more secure.

The Mayor inquired of the Superintendent of Public Works, E. R. Warnicke,
whether the school was being paid to keep the underpass clean. He informed the
Mayor they had received payment. Mr. Warnicke also stated that the city was in
charge of the sump -pump and that trouble was had with theswitch. A third switch
had been put in, however, and thetrouble was now eliminated. The Mayor instructed
the Clerk to write to the P. T. A. informing them of the above matter.

Des Plaines, Illinois, will bring a legal action against the City of Des Plaines,
a municipal corporation of the State of Illinois, growing out of an accident
which occurred on July 15, 1948, at about 12:15 p.m. on the sidewalk in front of
283 Ardmore Road, Des Plaines, Illinois, as a result of which John W. Lowell, Jr.
suffered severe cuts and loss otblood.
The attending physician is Dr. P. J. Fahey, whose address is 633 Lee
Street, Des Plaines, Illinois.

Gentlemen:
Will you please issue your permission for Boy Scout Troop 27 of Cumber-
land Terrace to have a paper drive either on January 29 or February 5? We ask
for these alternate dates in weather does not permit having it on January 29,
which is the scheduled date. The Northwest Salvage Company of Chicago will donate
a truck and driver to pick up the paper with the help of the Scouts and will be
in charge of either myself or a member of the troop committee. Thank you.

ILLINOIS COMMERCE COMMISSION HEARING. The Clerk read a notice of the
hearing by the Illinois Commerce Commission in regard to the increase of fares
filed by the Northland Greyhound Lines, Inc., to be held on February 15, 1949,
at 10:00 a.m.
LETTER FROM AMVETS. The Clerk read the following letter:

Gentlemen: -
During the past three years your office has been most co-operative in
connection with'our national tours exhibits, permitting us to exhibit and display
our units in your city. We are indeed grateful for your assistance, which aided
our national welfare program considerably.
New exhibits of different character have been prepared for national
tour. We need your continued help and again request permission to exhibit these
tours in your city during the ensuing year. They are housed in our twenty-eight
foot trailers. Upon receipt of your permission, exact dates will be forwarded.
As usual, admission is free, contributions are permitted. The net
proceeds are used by National Headquarters for our national welfare program.
We earnestly request your continued co-operation. Maay we hear from you at an
early date.

CLERK TO ADVERTISE BIDS FOR NEW SQUAD CAR. The motion was made by
Alderman Johnson, and seconded by Hansen, to advertise bids for a new squad car..
The motion was voted upon by acclamation, whereupon the Mayor declared the motion
carried.
APPROVAL OF MINUTES. The motion was made by Alderman Baines, and
seconded by McKay, to approve the minutes of January 3, 1949. The motion was
voted upon by acclamation, whereupon the Mayor declared the motion carried.
ADJOURNMENT. The motion was made by Alderman Baines, and seconded by
Kehe, to adjourn. The motion was voted upon by acclamation, whereupon the Mayor
declared the' motion carried, and the meeting regularly adjourned.

CALL TO ORDER.- The meeting was calledAorder by Mayor G. Walter Pflughaupt,

Halverson, and Morava responding to roll call.
OFFICIAL REPORTS. The City Clerk submitted his report and the reports of
Building Inspector, Frank Scharringhausen; Electrical Inspector, Arthur Rieck; and
City Treasurer, H. J. Ahbe (January reports.)
City Engineer, E. N. Fletcher submitted the combined annual report of the
City Engineer and Superintendent of Public Works.
The Clerk, at this time, read the annual report of the Des Plaines Fire
Department.
Alderman McKay reported on the County Zoning Board public hearing on
the Nebel Trailer Camp. He stated that the city protest is a matter of record,
and he thought it would be one or two weeks before the Zoning Board would make
a report.
- Alderman Wolf made his appearance at this time -
PASS SEWER RELIEF ORDINANCE. The Clerk read for second reading the pro-
posed Sewer Relief Ordinance. The motion was made by Alderman Halverson, and
seconded by Kehe, to pass the proposed ordinance. The Mayor put the question,
and after a short discussion the Clerk called the roll with the following result:
Ayes: Aldermen Vavrinek, Wolf, Kehe, Baines, Harm, McKay, Halverson, and Morava.
Nays: Aldermen Johnson and Hansen. The Mayor thereupon declared the motion
carried and the proposed ordinance passed.
The motion was made by Alderman Wolf, and seconded by Hansen, to publish
the ordinance in the Suburban Times. The motion was voted upon by acclamation,
whereupon the Mayor declared the motion carried.
