MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE COUNCIL CHAMBERS,
MONDAY, JANUARY 3, 1949.
CALL TO ORDER. The meeting was called to order by Mayor G. Walter
Pflughaupt, who presided with Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe,
Baines, Harm, McKay, and Halverson- respondingto roll call. Morava was absent
the entire meeting:

City Attorney reported about a meeting of the Illinois Municipal League
Legislative Committee of which he is a member. The City Clyrk read the following
reports

Gentlemen:
'December 22, 1948
Pursuant to Section 12 of "An Act to Create a Firemen's Pension Fund
and Cities, Incorporated Towns, Villages and Townships having a population of
not less than 5,000 nor more than 200,000 inhabitants and to repeal certain Acts
therein named," as Amended, we herewith submit a report showing the amount
necessary to be levied for the year beginning January 1, 1949 and ending -December
31, 1949.
The Board of Trustees of the Firemen's Pension Fund of the Citycf Des
Plaines, Illinois, have determined and found that a reserve fund of $20,000.00
be established as the minimum reserve to carry out the provisions of said Act
above mentioned.
1. The Assets.in the custody of the Board
consisting of cash, war bonds and de-
posits in approved savings and loan
associations amount to $ 21,307.00
2. Estimated receipts during the suc-
ceeding year from January 1, 1949
to December 31, 1949, which are as
follows:
(A) Deductions from salaries
(B) From License Fees
(C) From fines and penalties as
provided by law.
.(D) From 2% Foreign Fire Insurance
(E) From taxes accruing for the
year 1947 and prior years
(F) Interest on investments
Total estimated income
3. Estimate amount required during said
period is as follows:
(A) Paying pensions and other
obligations provided for in
accordance with law
(B) Establishing and maintaining
a reserve fund provided for in
Section 4 of the above mentioned
Act.

COMMITTEE REPORTS. Alderman McKay, Chairman of the Municipal De'lopment
Committee, reported the following regarding the vacation of an alley in Block 6,
in Ira Brown's Addition.
Your Cogmittee on Municipal Development has investigated the above
and has learned through City Attorney Opeke that there are two parcels of land
lying between the southerly boundary of the alley described in Mr. Trungale's
letter of August 23rd, and the N.W. Highway, and the owner or owners of this
property have interest in this question of vacation.
We, your Committee on Municipal Development, therefore recommend:
That Mr. Trungale be advised that he should contact the owner or owners of this
property, and either acquire title to the land, or have said owner or owners
join in request'for vacation, and re -submit correct request to this Council
for further consideration. In writing Mr. Trungale City Clerk to inform the
gentlemen that information as to the owner or owners of the small parcels of
land referred to, may be had upon request of our City Attorney.

this week informing them of the relief sewer meetings.

The motion was made by Alderman Kihe and seconded by Vavrinek to adopt
the proposed resolution. The Mayor put the question and the Clerk called the roll
with the following result: Ayes: Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe,

the motion carried and the proposed resolution adopted.
LETTER FROM ATTORNEY K. G. MEYER. The Clerk read the following letter
and petition:

In re: Vacation of portion of
River Drive
' Gentlemen:
There is handed you herewith the petition of Hugo Liedberg and
Lena Liedberg, his wife, to vacate a portion of River. Drive; also vacating
ordinance with vacating plat attached; plat of dedication duly executed by the
Plan Commission, and the City Collector, which plat of dediaation dedicates a
40 foot strip for street purposes to take the place of that portion of River
Drive to be vacated.
I have in my possession for delivery to you, upon the passage of said
ordinance and the acceptance of said dedication plat, a deed from Mr. and Mrs.
Liedberg to the City of Des Plaines, covering the South half of Stewart Avenue
extended Easterly, which deed covers the title to the property from the East
end of Stewart Avenue to the center of Des Plaines River.
I also have in my possession executed building line agreements
signed )i the Liedbergs and Elmer Blume and wife, which will be recorded against
the property abbutting the new street to be dedicated. The building line
agreements are in accordance with the recommendation of the Plan Commission to
create a building line of 25 feet on the East side of the new street, and a
building line of 10 ffet on the lots on the West side of the new street.
All the foregoing were submitted to the Plan Commission and to
the City Attorney, andall have their approval.
Trusting I may have your favorable action on the ordinance and
dedication plat, I remain,

WE, the undersigned, being the owners of all the property abutting
River Drive between the South line of, Stewart Avenue, and a line extended
Southerly being 40 feat East of and parallel with the West line of lots 26
to 32 inclusive, in Shore Acres Subdivision, a subdivision in Des Plaines, Illinois,
of that part of the North half of the South West Quarter of Section 21, Township
41 North,. Range 12, East of the Third,Principel ¥eridian, do' hereby petition
this honorable body to vacate that part of River Drive lying South of the South
line of Stewart Avenue, as laid out in Shore Acres Subdivision, and East of a
line extended Southerly and being 40 feet East of Ii/X04 and parallel with the
West line of lots 26 to 32, both inclusive, in said Shore Acres Subdivision.

The motion was made by Alderman McKay and seconded by Hansen to
suspend the rules and pass the proposed ordinance. The Mayor put the queestion
and the Clerk called the roll with the following resift: Ayes: Alderman Johnson,
Hansen, Vavrinek, Wolf, Kehe, Baines, Harm, McKay, and Halverson. Nayes: None.
The Mayor thereupon declared the motion carried, rules suspended and the proposed
ordinance before the Council for final passage. The motion was made by Alderman
McKay and seconded by Hansen to pass the proposed ordinance. The Mgpr put the
question and the Clerk called the roll with the following result: Ayes: Aldermen
Johnson, Hansen, Vavrinek, Wolf, Kehe, Baines, Harm, McKay, and Halverson.
Nayes: None. The Mayor thereupon declared the motion carried and the ordinance
finally passed.
The motion was made by Alderman McKay and seconded by Hansen to
approve the plat of Dedication of River Drive and authorize the Mayor and
City Clerk to sign and execute the plat. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
The motion was made by Alderman McKay and seconded by Hansen that
the City Engineer mark the building lines, of River Drive on the official City
map. The motion was voted upon by acclamation whereupon the Mayor declared the
motion carried.

Notice is hereby given that a public hearing will be held on a
petition for an amendment to the Zoning Ordinance of Cook County, Illinois,
at 5:00 P.M. (Central Standard Tine) on January 13, 1949, in the Schiller
Park Village Hall, Schiller Park, Illinois. The property involved consists
of approximately 5 acres, located on the east side of Des Plaines River Road
approximately 400 feet south of Higgins Road in Leyden Township, legally
described as:
The amendment, as proposed, seeks to rezone the above legally
described property from its present classification as an F (Farming) District
to a 1-2 (Business Tavern and Amusement) District, or such variation as the
Board of Appeals may have the power to grant.
