12061948MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, MONDAY, DECEMBER 6, 1948 AT 8:00 P.M. CALL TO ORDER. The meeting was called to order by Mayor G. Walter Pflughaupt, who presided with Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe, Harm, McKay, Halverson, and Morava responding to roll call. OFFICIAL REPORTS. The City submitted the reports of Inspector F. Scharring- hausen and A. Rieck,. Treasurer H. J. Ahbe and City Clerk Henrich for the month of November. COMMITTEE REPORTS. Public Protection: Your Committee on Public Protection has investigated regarding special Policeman at Mannheim and Prospect for school -children and has found that it would not be practical to furnish crossing guards for one school and not the other, it would require eight people to man the crossings for the protection of school children going to and from school. Other towns are paying $5.00 per day for this type of work (male or female). This would mean an approximate expenditure of $8,000 per year. The Public Protection Committee will recommend that this amount be set up in our next years appropriation. The motion was made by Alderman Johnson and seconded,by Hansen to concur in the report. Th motion °eras voted upon by acclamation whereupon. the Mayor declared the motion carried. Your Committee on Public Protection has investigated the aboveand has found: 1. Scooters - a number of arrests have been made on Motor Scooters and Whizzer bikes for lack of both vehicle and operators license. 2. The Northwest Highway at the Cumberland Station has and is being patrolled at every available opportunity. Several arrests have been made. 3. We do not recommend lowering the speed limit to 18 M.P. H. on the streets mentioned. At the present time it is 25 M.P.H. at this speed a driver has control over the car sufficient for almost anyemergency. 4. The "Slow Signs" at school crossings have been repainted. The motion was made by Alderman Johnson and°seconded by Hansen to concur in the report. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. Your Committee on Public Protection has investigated the item of scotch - lite tape for bicyles suggested by the Safety Council and found that our present ordinance•provides that when bicycles are in use at"night tile, they shall be equipped with a lamp on the front and a red reflector on the rear'. We do not feel that Scotchlite tape is necessary. You also mention that the tape be furnished at the present 25¢ fee. In as much as the 25¢ does not cover present expenses it would be necessary to increase the license to 500 to take care of the 20¢ charge for Scotch - lite tape. The'motion was made by Alderman Johnson and seconded by Hansen to concur in the report. The motion was voted upon by acclamationwhereuponthe Mayor declared the motion carried. Your Committee on Public Protection had referred the item of Police Protection to Cumberland Terrace residents to the $lice.Department and the following is the 'report from the Department: INVESTIGATION REPORT At the above time I went to 276 Oxford Road to investigate the prowler who has been seen in that subdivision. I went to above address and spoke to Mrs. Eastham who had stated that when police'were called it took two hours to answer the call. Mrs. Eastham told me that she had'never called the pn]ice her -self but had written the letter from reports she had heard. She said the call came from Mrs. Wright at 532 Columbia Avenue. On talking to Mrs. Wright I found that she had called the police on November 10th, 1948 to report, some one in the driveway. She said the man at the desk tald her the car was on an accident call on Mannheim Road but that if there was any danz•er of the man getting in he would send it at once. She said there was no danger and the"man at, the desk told her he would send the caxi as soon as possible. She stated that the a car arrived about forty-five minutes later. She said that right after she called Mr. Joyner across the street at 543 Columbia came home with three other men and looked around the neighborhood. I checked with Mr. Joyner and he said he had a baby sitter with•his.children while he was ata meeting. The girl had heard a noise at a window and called Mr. Joyner on the phone. He came home with three other men but c,uld not locate anyone. He reported the prowler to the station the next day. Mrs. Wright said the man must have come from Joyners to her driveway. She says she has been bothered by the prowler many times when she has not notified us. /66- The 66 The motion was made by Alderman Johnson and seconded by Kehe to make the report a matter of record. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. Alderman Baines made his appearance at this time. LICENSE AND INSPECTION COMMITTEE. Alderman Wolf, Chairman of the License and Inspection Committee presented the following report.: Des Plaines, Illinois Dec. 3, 1945 To the Mayor and City Council -- Your committee on License and Inspection met with the various Heads of Administration. Inspection and Enforcement Department, and herewith submit the following statement♦= Receipts for the year -were $11,682.37 of this $810.00 was Tax on Theatre vending machines etc. and must go into the General Fund. $1,195.96 or 11% of the remainder must go to the Police and Firemen's Pension Fund, leaving a balance of $9,676.41. Disbursements Policemen and Firemen Salary Part Salary of Health Building & Electrical Inspectors Administrative Expense, office Supplies, Telephone Total Exp. Alderman Halverson, Chairr'an of the Water Committee, informed the Council he had recived a report from Consoer, Townsend and Adsociates which he desired the City Clerk to read. Mayor and City Council City of Des Plaines Des Plaines, Illinois Gentlemen: December 2, 1948 /6 7 In accordance with our contract for engineering services dated November P, 1948 we have made a preliminary check of the design and financial features of the proposed relief sewer installation. This work has been done in coop -ration with the City Engineer and representatives of the Eond Company financing the project. All sewer designs as shown in the February 16 Report appear to be adequate for the purposes of relief service to existing sewers. In some cases the proposed trunk sewers extend to the borders of the City to intercept waters from the outside which flow over the surface and inundate portions of the developed parts of the City during heavy rains. These extensions are capable of carrying only certain definite volumes of run-off. We recommend that on the file copies of the final sewer plans the :-definite run-offs and areas whichcan be accommodated be noted at each of these exterior locations. SVeh notation will serve as a guide to restrict future connections to areas and run-offs for which the entire sewer system has been designed and will assist in preventing abuse and overloading of the systems now being installed. The need for the relief sewers has been well presented in the February 16 Report. Pradtically all sewers in the City are presenttly inadequate for heavy storms and require reinforcement of existing capacitties. We hve recommended one change in the proposed'bond ordinance which we understand has been accepted. This change would' permit use of surplus funds in the sewer department to be used for minor sewer replacements or extensions which may become necessary, rather thanrestrict use of surplus funds to advance bond retirements. We have prepared and delivered to Mr. Fletcher pertinent copies of our standard specifications to be placed on file as reference material for the bond ordinance. Sewer revenue bonds have, in our experience, proved to be a very equitable and reliable method of financing both relief sewers and extension of new service sewers. The financial analysis outlined in the February 16 report and as modified October 15, 1948 appears to be accurate and conservative. The predicted revenue of $`'0,780.00 per year appears to be ample to cover bond interests retirement and maintenance expenses. We suggest that the connection rate set forth as $60.00 maximum per user be revised to a higher limland be based upon type and degree of service. For yourconsideration we Biggest the following: 1. The Clerk read the following letter: Chicago - November 15, 1948 136-49 The Mayor & City Council City of Des Plaines Municipal Building Des Plaines, Illinois Gentlemen: There has been called to my attention some work in the vicinity of our bridge No. 844-1/2 C, a 4 span pile bridge and at our bridge No. 845 a 35 Ft. deck plate girder span on concrete abutments, which has evidently/called the North Side Civic Association. been done by people in their vicility,evidentl Bridge No. 844-1/2 C is located jest south of Rand Road, supporting the track which used to serve et. Mary's Training Behoof. Bridge No. 845 is on our Valley line and is also located just'sduth of Rand Road. At the aforementioned bridge No. 844-1/2 C a dam has been constructed by this or some other outsider and some of the material used for this dam was removed from around the end of the bridge. This rip rap material, of course, was placed there to prevent damage by erosion and the placing of the dam could create the scouring of piles due to water action around the 2nd, 3rd, and 4th bents. This condition cannot remain as it is and action will :-ave to be taken immediately to have the dam destroyed and rip rep replaced in its original location. :Will you please advise what action will be taken by the City to see that the conditions mentioned above are rectified. During times of high water this condi- tion could become very serious , causing a washout at either one of the above bridges due to scouring that might be set up because of the obstructions pladed in the stream bed. CALL TO ORDER., The meeting was called to order by City Clerk, Otto Henrich (due to absence of the Mayor) with Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe, Baines, Harm, McKay, Halverson and Morava responding to roll call. The motion was made by Alderman Johnson,and seconded by McKay,to appoint Alder- man Henry Kehe Mayor pro tem. The Clerk put the question, and he called the roll with the following result: Ayes: Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe, Baines, Harm, McKay, Halverson and Morava. Nays: None. The Clerk thereupon declared the motion carried, and Alderman Kehe took the chair. COMMITTEE REPORTS. Alderman Halverson reported that the Sewer Committee desired to defer action on the second reading of the Relief Sewer Ordinance to January 17, 1949. The committee decided to hold three. public meetings on Janu- ary 10, 11, and 12. The committee intends to send post cards to the three water districts, informing these individuals about the meetings. The motion was made by Alderman Halverson, and seconded by McKay, to defer action on the second reading of the Relief Sewer Ordinance until January 17, 1949. The motion was voted upon by acclamation, whereupon the Mayor pro tem declared the motion carried. REZONING APPLICATION * GOLF & MOUNT PROSPECT ROAD. The rezoning appli- cation of Frank Zeimet had previously been referred to City Attorney, Frank Opeka. The attorney said that this application should be referred to the Zoning Board of Appeals, and he would then take action with that board. The motion was made by Hansen, and seconded by Harm, to refer the rezoning application to the Zoning Board of Appeals sitting as a Commission. The motion was voted upon by accla- mation, whereupon the Mayor pro tem declared the motion carried.
