MAC NEVIN MOTOR SALES, INC. SIGN. Building Inspector Scharringhausen
reported that representatives from the MacNevin Motor Sales, Inc. were present and would
like permission to present plans for a large sign on their building at Lee and Oakwood.
After study by the Council the motion was made by Alderman Kehe and seconded by Halverson
to permit the erection of the sign requested. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried.
ADJOURNMENT. The motion was made by Alderman Halverson and,seconded by
Hansen to adjourn. The motion was voted upon by acclamation whereupon the Mayor declared
the motion carried and the meeting regularly adjourned.

MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN -THE COUNCIL CHAMBERS,
MONDAY, NOVEMBER 15. 1948 AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by Mayor G. Walter
Pflughaupt who presided with Aldermen Johnson, Hansen, Vavrinek, Kehe, Baines,
McKay, Halverson, and Morava responding to roll call. Alderman Harm was absent.
OFFICIAL REPORTS. The City Clerk submitted the report of Treasurer
H. J. Ahbe for the month of October.
COMMITTEE REPORTS. Alderman Johnson, Chairman of the Public Protection
Committee,reported the following on traffic hazard on Willow and Harding Avenues:
That the Chief of Police has installed barricade at these intersections
for a 90 day trial and the Traffic Commission will made a recommendation at a later date.
The motion was made by Alderman Johnson and seconded by Hansen to concur in the report.
The motion was voted upon by acclamation, whereupon the Mayor declared the motion
carried.
Alderman McKay reported the Municipal Development Committee has studied
the plat of Mr. Liedberg for vacating one street and dedicating another street. On
Alderman McKays suggestion the Mayor declared a recess to allow the Council to study
the plat. After reconvening the motion was made by Alderman McKay and seconded by
Morava to approve the vacating of River Drive and dedicating another piece of land for
a new River Drive as shwon on the plat with the agreement of Attorney K. Meyer to
produce separate plats for vacating and dedicAing River Drive showing set—back lines
which plats will be satisfactory to City Attorney Opeka. The motion was voted upon
by acclamation, whereupon the Mayor declared the motion carried. Alderman Wolf made
his appearance at this time.
TRAFFIC COMMISSION LET'T'ER FOR SPECIAL POLICE AT PROSPECT AND MANNHEIM RDS.
The Clerk read the following letter:

Dear Mr. Henrich:
We recommend that the City Council place a civilian guard with special
plice power at the intersection of Prospect and Mannheim during such hours as are
necessary to protect the school ehildren when going to and from school at that location,
and that in their 1949 appropriation they provide for one or more similar assistants
to the *ice department for this purpose.

the rules and place the proposed ordinance on passage. The Mayor put the question and

Vavtinek, Wolf, Kehe, Baines, McKay, Halverson, and Morava. Nayes: None. The Mayor
thereupon declared the motion carried the rules suspended and the proposed ordinance

LETTER FROM RESIDENTS OF CUMBERLAND TERRACE AcOUT PROWLER. The Clerk read
the following letter:

Gentlemen:
In reading the letter that accompanied the tickets for the policemen's
ball, I was struck by the irony of the words, "Ye shall receive." Although it
refers to more tickets, I couldn't help but think of the phrase from which it is taken,
"Give and ye shall receive."
.Every year we and hundreds of others give whether we go or not, It is a
worthy cause and our duty to doso, besides we just want to give to our own policeman.
But I feel this same department we so willingly give to is not doing its part of the
bargain. Theyare letting us down. There are many neighbors who feel the same way.
Why?
Ever since last summer we have been plagued with a prowler. At first
an effort was made to oateh him, but now the matter seems to be forgotten, and it seems
that people who complain have hallucinations. However, where there is smoke, there is
fire. The last time it was repotted, a squad car came out hours later. Why bother
then? He could have been out of the state.
Those of us with young daughters are particularly disturbed. I for
one have stayed -home Saturday nights for fear of leaving the children, even though
we,have a good watch dog. - •

PETITION ABOUT HUNTING ON C. & N. W. RWY. PROPERTY. The Clerk read
the following petition signed by 61 residents of Cumberland Terraces -
To Magor & City Council, Des Plaines, I11.
,The Northwestern Railroad property south of Washington Streets, and
east -of Wolf and, Woodbridge Roads, which has been leased as ,farm land is again being
used by hundiers this year., This property is owned by the railroad, and is considered
county property, although it is within the city limits. The danger to the children
who, live along these str.:ets or other children who come here, can readily be appreci-
ated. A shot toward these, streets besides damaging houses could very readily cripple
or blind a child. The Northwestern Railroad has. been contacted as well as the -county
police, and both are in sympathy with the situation.
We the undersigned therefore are petitioning a request to the City of
Des, Plaines, in which we live, that they contact. the Northwestern Railroad to take
the, necessary steps in covering this area with "No Hunting" signs and request the
Coupty police to patrol the area, during the hunting season to enforce this restriction.
We request that immediate action be taken before a careless hunter
has a maimed or blinded child on his conscience., This will not only reflect on the
person but on the City of Des Plaines as well. The letter to the Railroad should
also request this action take care of the situation in the following years.
The Mayor instucted the City Clerk to write a letter to the C. & N, W.
rwy. to request them to stop people 'from hunting on the railroad,'s property east
and south ajoining Cumberland Terrace. Also to write the Cook County Police requesting
them to patrol this property.

APPROVE OWNER'S DIVISION PLAT. The City Clerk presented a plat of Owner's
Division which had been approved by the Plan Commission. After a short recess declared
by the Mayor the motion was made by Alderman Hansen and seconded by Morava to approve
the plat. The motion was voted upon by acclamation whereupon the Mayor declared the
motion carried. The Mayor introduced former Alderman Walter Dopheide of the third ward
who now recides in Chicago.

APPROVAL OF MINUTES. The motion was made by Alderman Hansen and seconded
by Halverson to approve the minutes of the November 1, meeting and the adjourned meeting
of November 8, 1948. The motion was voted ,upon by acclamation whereupon the Mayor declared
