HENRICH, CITY CLERK MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, MONDAY, NOVEMBER 1, 1948 AT 8:00 P. M. CALL TO ORDER. The meeting was called to order by Mayor G. Walter Pflughaupt, who presided with Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe, Baines, Harm, Halverson and Morava responding to roll call. Alderman McKay was absent. OFFICIAL REPORTS. The City Clerk submitted his report of receipts for October. He also submitted the reports of Building Inspector, Frank Scharringhausen and Electrical Inspector, Arthur Rieck. City Attorney, Frank Opeka, made a verbal report of having attended a meeting of the Cook County Board of Commissioners. This meeting was in regard to the Nebel Trailer Camp zoning. Mayor Pflughaupt and Kenneth Meyer, attorney of the School Board,and a representative of the Illinois Experimental Station also attended as objectors. However, action on the recommendation for rezoning was deferred to a later date. COMMITTEE REPORTS. Alderman Harm, Chairman of the Public Relation Com- mittee, made a verbal report on what had been done in regard to the bus service for the north side. A one month test for bus service to Junior High, Catholic and Lutheran Schools is being made, after which time a complete report will be given. The Motor Coach Company stated that any other service was too costly for the six - tenths of a mile. Alderman Hansen, vice-chairman of the Municipal Development Committee, reported the following: Your Committee on Municipal Development has investigated the above and has found: Request to vacate alley in Block 2, Shaw's Riverview Addition per petition submitted appears reasonable and recommends that the City Attorney prepare' necessary ordinance to vacate, protecting the public in all its rights, and providing for a ten foot easement at rear of or 'adjacent to all lots involved, and with the understanding that petitioners and any others benefiting will pay proper share of all costs. PASS REZONING ORDINANCE * "RAND AND MINER." The Clerk read the follow- ing letter: Mayor and City Council, Des Plaines, Illinois. November 1, 1948. Gentlemen: You have referred to me the objections filed by certain property owners protesting the re -zoning from Commeroa41 to B Residence area certain properties in the Phillipine Ahbe Subdivision on Miner and Rand Roads. From an examination of the written objections filed, I find that the objections constitute more than 20% of the frontage proposed to be re -zoned. It will, therefore, be necessary when the ordinance comes up for final passage, to have a two-thirds vote of the council. That means that it will require 7 votes in favor of the passage of the ordinance to make the change recommended by the Zoning Board of Appeals. FMO*AGH entitled: Very truly yours, Frank M. October 25, 1948 Honorable Mayor and City Council City of Des Plaines, Illinois Gentlemen: Calling your attention to violation of City Ordinances in allowing owners of property to fence in City property. That is, the fences are erected beyond the private property and up to the sidewalk. This can be serious, as the City would be liable for any injury to a pedestrian should this happen on City owned property. This is in violation of Re- vised Ordinances of the City of Des,Plaines, 1928, Chapter #8,Article#2, Section 223-227 inclusive. Recommend publicity and enforcement of this Ordinance. ALAN COMMISSION RECOMMENDATION TO CHANGE LA GRANGE STREET TO SCOTT STREET. The Clerk read the following letter: October 20, 1948 City Council City Hall Des Plaines, Illinois Gentlemen: North of Touhy Avenue and west of Des Plaines Avenue, there is a short street named La Grange Street. The continuation of this street further south is known as Scott Street, however. The Des Plaines Plan Commission therefore suggests that La Grange Street be changed to Scott Street, so as not to cause confusion. OWJH:k City Attorney, Frank M. On behalf of my client I efer $25.00 for a quit claim deed from the City of Des Plaines for its interest acquired under these two tax deeds, which run to the Village of Des Plaines.
