CALL TO ORDER. The meeting was called to order by Mayor G. Walter Pflughaupt, who presided, with Aldermen Johnson, Hansen, Vavrinek, Kehe, McKay, Halverson, and Morava responding to roll call. Aldermen Baines, Harm, and Wolf were absent. OFFICIAL REPORTS. The City Clerk submitted the monthly report of Treasurer H. J. Abbe and the nine months report of receipts and disbursements of the City Clerk. City Engineer E. N. Fletcher reported of new sidewalk having been installed on Ellinwood Street at Pearson St. This was part of the high walk and the new walk was lowered with the understanding that the owner of the property where the balance of high walk remains will some time in the future lower that portion. COMMITTEE REPORTS. Alderman McKay, Chairman of the Municipal Develop- ment Committee reported on letter received from Cook County Zoning Board, that they have recommended the rezoning of Louis Nebel property on Oakton St. that it may be used for a trailor camp. After some discussion the motion was made by Alderman McKay and seconded by Halverson that a letter of protest be written to the Secretary of the County Board of Commissioners and a copy be sent to the Cook County Zoning Board of Appeals. The motion was voted upon by acclamation whereupon the Mayor declared the motion carried. It was suggested that the Council have a representative attend the County Board meeting and Mayor Pflughaupt requested City Attorney Opeka to attend. APPROVAL OF BILLS. Gallup of October 5th, with reference to blocking Wolf Road and Thacker Street crossings from 8:05 P.M. to 8:55 P.M. on Sept. 16, 1948, .was turned over to me for handling. I have investigated this delay and find on this particular date and time, that one of our trains had a car that became bad order and it was necessary to set the car out even before the crossing was cut. Gentlemen: During the past year we wrote to you and so far have not received a reply concerning the following items. 1 - Our letter June 12th, pertaining to placing a speed limit sign of 18 MPH on the following streets, Center, White, Thacker, Algonquin, Lee and River Road at North School. 2 - Our letter September 14th, furnishing scotehlite tape to all children when they purchase their bicycle license. 3 - At our September 1348 meeting officer Hackmeister reported a meeting was held with Mr. Smaage, Superintendent of Schools and principal Mr. Rudiger and Chief Becker in regard to putting a cross walk across the Soo Line tracks at Mannheim and Everett St. There are twenty-eight children that have to walk to Prospect Avenue to cross the tracks. So far nothing has been done about it and we wondered if the City Council could not have this done. Kindly let us hear from you in regard to the above. Alderman McKay reported of poor condition of Woodbridge &-i Cumberland Parkwy. The Mayor referred the matter to the Streets Committee. Alderman McKay reported that the Junk Dealer picking up the Boy Scouts collection of old newspapers had been stopped by the police and after some discussion Alderman Halverson suggested that the City Clerk write a letter to Byron Foote, officer of Scout organization informing him that the Scouts should get permission of the City Council whenever they have a paper drive to avoid a misunderstanding with the junk dealer. SANITARY DISTRICT PERMIT VETERANS HOUSING. The Clerk read the following letter: October 6, 1948 Mr. E. N. The petition was signed by ten property owners. The' Mayor referred the petition to the City Attorney and Municipal Development Committee. BOARD OF HEALTH LETTER REGARBING POLLUTION OF WELLER CREEK. The Clerk read the following letter: October 18, 1948 Honorable G. Walter Pflughaupt, Mayor Members of the City Council Des Plaines, Illinois Honorable Gentlemen: Many Complaints by the Citizens of Des Plaines have been made to the Department of Health', regarding the polluted condition of Weller Creek. The Creek is in a most unsanitary and unhealthful condition, and therefore constitutes a serious health hazard to our City. The Des Plaines Board of Health requests the Mayor and the City Council of Des Plaines to take steps to cause Weller Creek to be cleaned up and then kept so. PASS ORDINANCE VACATING STREETS IN OLIVER SALINGER & COMPANYS SUBDIVISION. The Clerk read for first reading the following proposed ordinance entitled; AN ORDINANCE VACATING PORTIONS OF BIRCH STREET, LOCUST STREET, BIRCHWOOD AVENUE, AND JARVIS AVENUE IN THE CITY OF HES PLAINES, ILLINOIS. 1 The motion was made by Halverson and seconded by Morava to suspend the rules and place the proposed ordinance on passage. The Mayor put the question and the Clerk called the roll with the following result: Ayes: Aldermen Johnson, Hansen, Vavrinek, Hehe, McKehe, Halverson and Morava. Nayes: None. The Mayor thereupon declared the motion carried, the rules suspended and the proposed ordinance before the Cpuncil for final passage. The motion was then made by Alderman Kehe and seconded by Halverson to pass the proposed ordinance. The City Clerk submitted the plat of West Welwyn which had been approved by the Des Plaines Plan Commission. The meeting was called to order by Mayor G. Walter Pflughaupt, who presided with Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe, Baines, Harm, Halverson and Morava responding to roll call. Alderman McKay was absent. OFFICIAL REPORTS. The City Clerk submitted his report of receipts for October. He also submitted the reports of Building Inspector, Frank Scharringhausen and Electrical Inspector, Arthur Rieck. City Attorney, Frank Opeka, made a verbal report of having attended a meeting of the Cook County Board of Commissioners. This meeting was in regard to the Nebel Trailer Camp zoning. Mayor Pflughaupt and Kenneth Meyer, attorney of the School Board,and a representative of the Illinois Experimental Station also attended as objectors. However, action on the recommendation for rezoning was deferred to a later date. COMMITTEE REPORTS. Alderman Harm, Chairman of the Public Relation Com- mittee, made a verbal report on what had been -done in regard to the bus service for the north side. A one month test for bus service to Junior High, Catholic and Lutheran Schools is being made, after which time a complete report will be given. The Motor Coach Company stated that any other service was too costly for the six - tenths of a mile. Alderman Hansen, vice-chairman of the Municipal Development Committee, reported the following: Your Committee on Municipal Development has investigated the above and has found: Request to vacate alley in Block 2, Shaw's Riverview Addition per petition submitted appears reasonable and recommends that the City Attorney prepare necessary ordinance to vacate, protecting the public in all its rights, and providing for a ten foot easement at rear of or adjacent to all lots involved, and with the understanding that petitioners and any others benefiting will pay proper share of all costs.
