The motion was made by Aldermen Morava and seconded by Harm to suspend the
rules and place the proposed ordinance on passage. The Mayor put the question and the
Clerk called the roll with the following result: Ayes: Aldermen Johnson, Hansen,
Vavrinek, Kehe, Harm, McKay, Halverson, and Morava. The Mayor declared a recess that
the Council might study the proposed ordinance with Building Inspector Sc,arringhausen.
Alderman '"'olf made his appearance during the recess. After the Council reconvened
Alderman Kehe made the motion which was seconded by Morava to pass the porposed ordinance.
The Mayor put the question and the Clerk called the roll with the following result:
Ayes: Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe, Harm, McKay, Halverson, and Morava.
Nayes: None. The Mayor thereupon declared the motion carried and the proposed ordinance

ILLINOIS, HELD IN THE COUNCIL CHAMBERS,
MONDAY, OCTOBER 4. 1948, AT 8:00 P.M.
CALL TO ORDER. The Mayor being in consultation with the Plan Commission
requested City Clerk Henrich to call the meeting to order during his absence, with
Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe, Harm, McKay, and Morava responding
to roll call. The motion was then made by Alderman Johnson and seconded by Alderman
Morava to appoint Alderman H. Kehe Mayor pro tem. The Clerk put the question and
called the roll with the following result: Ayes: Aldermen Johnson, Hansen, Vavrinek,
Wolf, Kehe, Harm, McKay, and Morava. Nayes: None. The Clerk thereupon declared the
motion carried and Alderman Kehe took the Chair.
MR. P. J. LUGEY REPRESENTING RESSURECTION HOSPITAL. Mayor pro tem Kehe
informed the Council Mr. Lucey representing Ressurection Hospital desired to speak
regarding the plans for a new hospital. Mr. Lacey said they would like permission
for solicitation for money and also a proclamation issued by the Mayor at the time
they were prepared to solicitate. Mr. Lucey then introduced Mr. Jon M. Jonkel who
explained about the proposed new hospital. Mayor por tem Kehe said the Mayor would

with Mr. Lucey in this solicitation.

OFFICIAL REPORTS: The City Clerk submitted the reports of Inspectors
F. Scharringhausen and A. Rieck, also the City Clerk's report of receipts for
September. Supt. Wernicke reported the reflector signs had been placed on Algonquin
Road cross streets. City Attorney Opeka reported that there would be an increase
of fares by C. & N. W. Railroad pending a decision of the State Commerce Commission.

Pursuant to law, your Zoning Board of Appeals, sitting as a commission,
held a public meeting at the hour of 8 o'clock, daylight saving time, on the 14th,
day of September, A.D. 1946, in the Council Chambers, Municipal Bldg. Des Plaines,
Illinois.
The property involved is as follows:
All of lot one, that part of Lotsz2 and 3, lying
northerly of a line drawn at right angles to the
westerly line of said Lot 3, and passing the angle.
corner in the easterly line of said Lot 3 to the
angle corner in the easterly line of said Lot 2,
the east one hundred and thirty-seven feet of Lot 5,
and all the Lots 6 and 7, all in the Phillippine Ahbe's
Subdivision of part of sections 16 and 21, Township
forty-one North, Range 12, East of the Third Principal
Meridian, in Cook County, Illinois.
The purpose of this meeting was to hear a petition to have the above
described property rezoned from Class C commercial area to Area District B, multiple -
family residence. At the particular meeting the petitioners were represented by
legal council, and the objectors, (of which there were two) who present, one being •
an owner, and the other a realestate representative of the parcel of property involved.
Your Zoning Board has given careful consideration to all evidence submitted,
at the hearing, We are outlining herewith the facts that were brought forth at our
Zoging meeting.

ZONING BOARD RECOMMENDATION LETTER, CONT'D.
1. While this property has been zoned commercial for a considerable number of
years, there has been no activity from a commercial standpoint, and all improvements
in this neighborhood have been in the form of residential buildings.
011i's Tavern is the only commercial establishment in this area, and there have
been no improvement in this property in the past 15 years.
3. Lot No. 1, which is the corner lot, has two trunk line highways, — one on
each side of the property, and under traffic donditions on both of these highways,
commercial establishments in this area would produce a traffic hazard.
4. Corner Lot known as the Tallent's property, has no sidewalk on the Rand Road
side, and in order to accommodate commercial property approximately 6 ft. of this
side of the lot would have to"be used for sidewalk purposed, as otherwise it would
create quite a hazard on such a highway as Rand Road. Further, business property,
in accordance with our latest ordinances; would have to be set back 5 feet from
the lot line, and not more than 90% of the lot occupied for commercial use. This
would materially reduce the size of the corner lot.
5. The Forest Preserve, who owns considerable property in this neighborhood, are
very much interested in keeping this property as a residential section.
Drawing our conclusion from this evidence, it is the recommendation of
this body that the petition be granted, and that the property involved be reclassi—
fied from Commercial Area C to residential districtArea B.

BLOCKING WOLF'RROAD - C. & N. W. RWY. Alderman McKay reported that on
September 16, 1948 a C. & N. W. freight train blocked Wolf Road and'Thacker Street
crossing from 8:05 P.M. to 8:55 P.M. Police were called at 8:30 P.M. blit train did
move until 8:55 P.M. The motion was made by Alderman McKay and seconded by Harm
that the City Clerk write the C. & N. W. Rwy. regarding the blocking of crossings
and informing them in the future the police department has been ordered to enforce
the City ordinances and prosecute the violater. The motion was voted upon by
acclamation whereupon the Mayor declared the motion carried.. Alderman Morava
reported of complaints regarding the crossing hazard at Mannheim and Prospect for
school children. The Mayor informed the Alderman the traffic commission has that
item under study and would report on same.

Regarding the street lighting system, located at Oakton Street and Mannheim Road.
The contractor, in erecting those new homes, has damaged the present street lighting
cable in several locations when installing the water service and sewer lines.

has been no street lights burning in this area.
We would appreciate having you advise us on this work before the bad weather
and frost sets in.

LEASE ASSIGNMENT OF PARKINGIOTS ON CENTER STREET. The City Attorney informed
the City Council he had received the assignment of lease on Center Greet parking lots
before the meeting and would have to check the lease. The motion was made by
Alderman Johnson and seconded by Hansen to refer the lease to the Public Protection
Committee for study. The motion was voted upon by acclamation whereupon the Mayor
declared the motion carried.
Alderman McKay said he had inquired regarding the rezoning of the Louis
'Nebel property and was told the County Zoning Board had made no decision to date.
He said that the City received no report from the County Zoning Board regarding
decisions on reaoning and would
like to have the City Clerk write to that Board requesting that they inform the Council
on Rezoning decisions.
APPROVAL OF MINUTES. The motion was made by Alderman Johnson and seconded
by Hansen to approve the minutes of the Sept. 20, 1948, and the Special meeting
of Sept. 27, 1948.
The motion was voted upon by acclamation whereupon the Mayor declared
the motion carried.

' CALL TO ORDER,. The meeting was called to order" by Mayor G. Walter
Pflughaupt, who presided, with Aldermen Johnson, Hansen, Vavrinek, Kehe, McKay,
Halverson, and Morava responding to roll call. Aldermen Baines, Harm, and
Wolf were absent.
OFFICIAL REPORTS. The City Clerk submitted the monthly report of
Treasurer H. J. Ahbe and the nine months- report of receipts and disbursements
of the City Clerk. City Engineer E. N. Fletcher reported of new sidewalk having
been installed on Ellinwood Street at Pearson St. This was part of the high walk
and the new walk was lowered with the understanding that the owner of the property
where the balance of high walk remains will some time in the future lower that
portion.
COMMITTEE REPORTS. Alderman McKay, Chairman of the Municipal Develop-
ment Committee reported on letter received from Cook County Zoning Board, that
they have recommended the rezoning of Louis Nebel property on Oakton St. that it
may be used for a trailor camp. After some discussion the motion was made by
Alderman McKay and seconded by Halverson that a letter of protest be written
to the Secretary of the County Board of Commissioners and a copy be sent to the
Cook County Zoning Board of Appeals. The motion was voted upon by acclamation
whereupon the Mayor declared the motion carried. It was suggested that the Council
have a representative attend the County Board meeting and Mayor Pflughaupt
requested City Attorney Opeka to attend.
