RESOLUTION OF THE ILLINOIS COMMERCE COMMISSION: The Clerk informed the
Council that he had received a copy of a Resolution from the Illinois Commerce Com-
mission, granting permission to change the protection at the grade on the Chicago and
Northwestern Rand Road crossing.
LETTER FROM ROBERT EKVALL REGARDING STREET DANCE: The Clerk read the
following letter:

Gentlemen:
On the evening of September 11th, 1948, the residents of the Northwest
section of Des Plaines bounded roughly by Rand Road, Alles Street, Harding Avenue,
and Laurel Street on the west, are planning an outdoor meeting that will include en-
tertainment in the form of street dancing.
This event is to take place on Evergreen Avenue between Graceland and
Laurel after the dinner hour for the balance of the evening.
At this writing we do not have an official name for the association but,
the undersigned, acting as Secretary for the group does hereby petition the members
of the Council to grant permission to have Evergreen Street closed to traffic for
that evening only during the time of the meeting and entertainment in order that the
street may be used for the dancing.
Your favorable action is anticipated and the members of the group
authorize me,to extend their sincere thanks for your courtesy.

The motion was voted upon by acclamation whereupon the Mayor declared it parried.
Alderman Kehe spoke regarding the traffic hazard on Willd►w and Harding
where automobiles turn off Rand Road to avoid the traffic lights. Mr. Norman Amberg,
321 Graceland Avenue, asked for permission to speak and was granted it. He told of
checking the speeding on those streets and said they were going to petition the
Council for more safety for children on the streets in that section. The Mayor referred
the matter to the Public Protection Committee, suggesting that Willow Street be bar-
ricaded on Sundays.
APPROVAL OF `MINUTES: The motion was made by Alderman Halverson and
seconded by Morava to approve the minutes of the meeting of August 16, 148. The
motion was voted upon by acclamation whereupon the Mayor declared it carried.
ADJOURNMENT: The motion was made by Alderman Wolf and seconded by
Baines to adjourn. The motion was voted upon by acclamation whereupon the Mayor de-
clared the motion carried and the meeting regularly adjourned.

ILLINOIS, HELD IN THE COUNCIL CHAMBERS,
MONDAY, SEPTEMBER 20, 1948, AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by Mayor G. Walter Pflughaupt
who presided with Aldermen Johnson, Hansen, Kehe, Baines, Harm, McKay, Halverson, and
Morava. Alderman Vavrinek and 'Alderman Wolf were absent for the entire meeting.
OFFICIAL REPORTS. City Engineer Fletcher reported that the Motor Fuel Tax
Project for street lights on Mannheim Road "S" curve will be completed in October.
Alderman Halverson requested that the Council meet as a committee, Monday,
September 27, 1948. The Mayor instructed the Clerk to inform Aldermen Vavrinek and
Wolf.

This is in reply to your letter of June 22, 1948 in which you again
referred to the intersection of Mannheim Road and Touhy Avenue. Our reply has been
delayed in order that we might conduct another investigation which has now been
completed.
A twelve hour traffic volume count made just recently showed that the
volume of traffic which enters the intersection from Touhy Avenue is still less than
half of that required under the Department's pLicy. We could justify a four way
stop here if volumes on Touhy Avenue were in the neighborhood of 40 per cent of the
total volume which entered the intersection, but in all of our counts which were
made here, the ratio was approximately 20 percent.
An examination of the County police report of the fatal accident referred
to in your letter showed that the accident occurred during hours of daylight and that
the vehicle on Touhy disregarded the stop sign. We cannot logically penalize the
much larger percentage of traffic on Mannheim Road in order to prevent accidents
such as these when they are caused by a violation of thelaw.
It is our plan to conduct traffic oounts at regular intervals at this
intersection and, as soon as the volume of traffic on Touhy Avenue increases so as.
to approach the minimum required, we will place a four way stop regulation in effect.

PASS ZONING ORDINANCE.(LOT 10). The Clerk read for second reading the
following proposed ordinance entitled:

The motion was made by Alderman Johnson and seconded by Halverson to pass the pro-
posed ordinance. The Mayor put the question and the Clerk called the Roll with the
following results: Ayes: Aldermen Johnson, Hansen, Kehe, Baines, Harm, McKay,
Halverson, and Morava. Nayesc none. The Mayor thereupon declared the motion
carried and the proposed ordinance passed.
The motion was made by Alderman Hansen and seconded by Johnson to pub-
lish the ordinance in.the Des Plaines Suburban Times. The motion -was voted upon
by acclamation whereupon the Mayor declared the motion carried.
SAFETY COUNCIL LETTERS. The Clerk read the following letters:

shop.
We understand from the citizens in this sector that this is going to
be followed up by a petition for this much needed service and the safety council
is very much in favor of having t pis.service provided for the safety of the children
and the convenience of the people for shopping .
Will appreciate any action that you may take to help provide this service.

Recently the Cook Co. Housing Authorities purchased 3 blocks, Blocks
4, 5, & 6, of property from me in the above sub. and turned same over to the Des
Plaines Veterans Housing Corp. who have since re -sub. in to larger lots and changed
the Streets from North and South to East and West.
I own the adjoining 3 blocks - namely blocks 1, 2, & 3, rounded on the
West by Maple Avenue and on the North by Birchwood Avenue. I would like to re -sub.
these 3 blocks from 40 ft. lots to 50 ft. lots and also change the streets so there
would be two streets continuing East & West from the present new streets now in the
Veterans project adjoining to the East of lots 1, 2, & 3.
Mr. Ira Bach of the Cook County Housing Authority made a plan both of
blocks 4, 5, & 6 and 1, 2, & 3 showing the re -sub. as I would like to re -subdivide
it. I will submit this plan on September 20th, Council meeting or ;you may see said
plan in Mr. E. N. Fletcher's office.
I will be out of town the remainder of this week but I will be at the
Council meeting Septemier 20th.
May I ask you to arrange to have ray request brcught before the Council
at its next meeting.
