Streets Committee - Alderman Vavrinek reported of having inspected the wood guard rail on Wolf Road and thought it adequate, But that it did not have as nice appearance as the iron guard rail. VETERANS HOUSING. Alderman Morava reported on the veteran housing meeting that they are progressing and hope to have one of the homes constructed: soon. CITY ATTORNEY. The Clerk read the following letter: Mayor and City Council City of Des Plaines, Illinois Gentlemen: July 19, 1948 Request is made for an additional two weeks to render my report and opinion in the matter of *the sufficiency of the written portest in connection with the rezoning of the North Western Railroad property. I have just received a memorandum and brief from the Legal Department of the North Western Railroad and in justice and fairness, it is necessary that I study the contents and also submit it to Mr. Howard W. Clement, Attorney for the objectors. The Clerk read the following letter: - July 19, 1948 To Honorable Mayor and City Council City of Des Plaines, Illinois Gentlemen: Attached hereto are lists of corrected house numbers for the various streets within the City limits. They have been corrected as per request of the City Council in compliance with the City Ordinance, Chapter 8, Sections 213-222. The corrections were compiled from an atlas numbering system which was prepared by Carter Jenkins, Engineer, David Maloney, Attorney, and Chas. Hammerl, Mayor, Fayette O. Merrill, City Clerk in 1930. ' Since this atlas was prepared, there have been changes made in some sections to correct to comply with atlas numbering, although there were many sections that were not corrected. Therefore, we prepared the numbering based on the 1930 atlas, and made the corrections covering all sections not previously' corrected., These sheets were prepared by E. N. Fletcher and F. F. Scharringhausen, and make corrections at 1,223 locations. Recommend that one hundred (100) copies of each of twenty-four (24) lists be printed, and that the notices of changes be sent with list to those effected by this change; also that a complete list be sent to Public Service, U. Side Building line on Lots 24 and 25 20 ft. Building line on Lots 26 to 32 The small strip of land on the east side of River Drive and the lots west of the Drive are two separate subdivisions and it is the desire of the Plan Commission to resubdivide and place the property in one subdivision. Meyer the action on Annexation Ordinance was held over to this Council meeting. The motion was made by Alderman McKay and seconded by Johnson to pass..to`proposed ordinance. The Mayor put the question and after considerable discussion regarding the problem of streets the Clerk called the roll with the following results: Ayer Aldermen Johnson, Hansen, Baines, McKay, Halverson, and Morava. After checking the State Statute the City Attorney informed Alderman Wolf he was correct. The Mayor thereupon reversed his decision and said that the ordinance not having received the required two thirds majority failed passage. The Mayor thereupon declared the motion carried and proposed ordinance passed. ZONING BOARD ALLOW VARIATION * 1699 VAN BUREN STREET. The Clerk read the following letter: July 12, 1948 Des Plaines City Council Des Plaines, Illinois Sirs: The Des Plaines Zoning Board of Appeals issued an order under date of July 7, 1947 on the James P. Vlastnik property at 1699 Van Buren Avenue, Des Plaines, Illinois. Mr. Vlastnik asked for a variation of the zoning ordinance to permit him to erect a proposed stairway on the west side of his Building on the following described property: Lot 32, block 6 in Arthur McIntosh & Co., Des Plaines Heights known as 1699 Van Buren Avenue. The reason for this variation was to allow egress to the second floor apartment by erecting an enclosed stairway so that the apartment would conform to the fire code. In our recommendation of July 7 we did not allow the variation, and since that time f the matter has been brought to our attention again. The Zoning Board of Appeals decided to reconsider the matter, and since the neighborhood in general did not object to this variation, nor would it change the outside appearance of the house, they have decided to reconsider their recommendation of July 7, 1947 and. allow this variation. Therefore, we are sending a copy of this letter to the Building Commissioner III and asking him to issue a permit to James P. Vlastnik to carry out his remodeling. The general housing situation in Des Plaines had considerable bearing on this recommendation. By order of the Des Plaines Zoning Board of Appeals of Alvah H. James, Seceetary. Henrich City Clerk, City of Des Plaines Qty Hall, Des Plaines, Ill. Re: Des Plaines Unit Tank Dear Mr. Henrich: — This letter is to acknowledge receipt of your inquiry of June 16th, 1948 relative to pumps for Des Plaines Unit Tank Section. The delay in replying to your inquiry is due to delay in receiving information relative to delivery of the pumps. Preliminary work on the project will start about July 15th 1948. The new pumps are scheduled for delivery about Sept. 1st, 1948. Piping and valves have been requisitioned and we are promised delivery in 90 days. One of the present sewage pumps must remain in service.until the first of the new pumps is placed in operation. As soon as the first new pump is placed in operation, installation of the second new pump will be made. After discussion the motion was withdrawn and a new motion made by Alderman Johnson which was seconded by Hansen that the Mayor and City Clerk be authorized to execute on behalf of the City of Des Plaines, a sub -lease from the Chamber of Commerce for a period of one year for a consideaation of $1.00 per year covering the two lots for, parking vehicles located at: No. 1 - - On the northeast corner Center St. and Prairie Ave. No. 2.- - On the Alley southeast corner on Center St. between Prairie Avenue and Ellinwood St. The Mayor put the question and being unable to decide by voice vote the Clerk was instructed to call the roll, and got the following results: Ayes: Aldermen Johnson, Hansen, Halverson, and Morava. June 21st, 1948 • Honorable Walter Pflughaupt, Mayor City of Des Plaines Des Plaines, Illinois Dear Mayor Pflughaupt: Des Plaines Post No. 36, recognizing the serious need fon emergency ambulance service and spurred by the generous offer of the Loyal Order of The Moose, to contribute toward such a venture, if a sponsoring organization was created, wish to inform you' of their willingness to accept such an assignment and contribute as well. The post members approved a recommendation of their Executive Committee to take some initiative in this venture and a committee led by the Past Commander of the 9th D istrict, Lee Van'Aradale, and composed of legionnaires Emil Note, Paul Stein, Lommen Eley, Reinhardt, Wolf and Bob Ornberg were appointed to take charge of such a fund raising drive. We should like to feel that we have your approval, and that of our City government, as we undertake the task of organiaing , promoting and producing a fund to provide the City of Des Plaines, with suitable emergency equipment to handle cases such as the recent unfortunate a incident in the heartof town. This committee intends to study the feasability of such a venture and will endeavor to help in recommending the type of equipment to be turned over to the community. They plan to invite all interested organizations and individuals to meet with them in the very pear future to plan the course of operation. We ,sincerely hope that you, and such of your assistants and advisors as you may wish to include, will join us at that time in organizing this worthy civic fenture. BUILDING PERMITS AT METHODIST CAMP GROUNDS. The Clerk read the following letter: IIITo the Honorable Mayor and City Council City'of Des Plaines, Illinois Gentlemen: July 19, 1948 We have received a reply from the City Attorney regarding our inquiry as to building and electrical control on construction at the Methodist Camp Grounds, Des Plaines, Illinois. The Attorney's reply is as follows: In reply to your letter dated May 24th, requesting an opinion as'to whether or not permits for electrical and building construction at the Methodist Camp Grounds came under the provisions of the Ordinances of Des Plaines, please be advised that the camp grounds are located within the Ila LETTER CONCERNING BUILDING PERMITS AT METHODIST CAMP GROUNDS CONT'D. corporate limits and are therefore subject to all the ordinances of the City. Specifically, no building construction or electrical work should be done uOless a permit shall have first been obtained. The fact thatthis Camp is maintained by the Methodist Church, a religious institution, does not exempt it from the provisions of building inspection and control. In your experiences you have, no doubt, come across permits for the construction of churches, schools, etc. Those permits were secured for the same reason that others must comply with the City requirements. In the instant case, I understand that the buildings are privately owned and so not belong to the religious organization that sponsors the camp. That is an additional reason why permits are required. I am unable to say whether or not the Camp Ground Association knows that permits are required by them the same as any other citizen and would suggest that - either you or Mr. Scharringhausen write a letter to the Manager of the Camp advising him that permits are required for any electrical installation or building construction. Wouldappreciateif through the City Council that a letter be written to the management of the Des Plaines Methodist Camp Grounds advising them that they would have to comply with all of the Ordinances of the City of Des Plaines, including the Building, Electrical, Fire, Plumbing, codes, etc. Respectfully, F.
