City Engineer Fletcher reported the sidewalk was being constructed at the Zoo Railroad on Algonquin St. west of the railroad. DIVISION OF HIGHWAY LETTER ON GUARD RAIL AT WELLER CREEK. The clerk read the following letter: June 22,1948 City of Des Plaines City Hall • Des Plaines, Illinois Gentlemen: In your letter of June 12, 1948 you enclosed a letter from the Des Plaines Safety Council relative to providing a handrail on the culvert on the east side of Wolf Road at Weller Creek. Please be advised that we have deemed it advisable not to install a pipe handrail as suggested, but a wooden type guard fence, three feet in from the head- wall, which will provide all the protection necessary.' The Clerk read for second reading an ordinance entitled - AN ORDINANCE 4#4 Mr. Kenneth Meyer representing the parties who requested the annexation asked the Mayor Pro Tem Kehe to defer any action on ordinance until the next Council meeting due to the fact there were only eight Aldermen present. The request was granted. 1 PASS ORDINANCE AMENDING ZONING ORDINANCE. The Clerk read for second reading the following ordinance entitled - AN ORDINANCE4,2 The motion was made by Alderman Baines and seconded by Halverson to pass the proposed ordinance. Dear Mr. Mayor: July 2, 1948 Re; People of the State of Illinois -vs- Frank'Rowley, Jr., 19 yrs. I am writing you concerning a case which was tried before me in the Criminal Court, involving a defendant known as Frank Rowley, Jr., of Crystal Lake, Illinois. He was arrested by Police Officers Fred Cheever and Arthur Hintz of the Des Plaines Police Department. Chief H. A. Becker worked on the case and he and the other officers followed it through to a successful termination in my court. The capture of defendant Rowley and the fine, intelligent investigation conducted by Chief Becker and his associates, which also resulted in the uncovering of other offenses this defendant has committed, reflects the highest type of police work and these officers are indeed a credit to the Police Department of your community. When police officers risk their lives and perform good services, I feel the presiding Judge of a Court who tries these cases should give due recognition to those officers and call attention to the people of the community the splendid work they are doing. *********************** I personally congratulated Chief H. Waterman and has reference, among other items, to oiling of our tracks. I am glad to advise you that we have made preparation for our 1948 oiling program, and it is hoped to get started at this work on or about July 1. The territory will include Des Plaines. The influence of Mr. John Gallup is always good, and I am sure that he will be helpful in alleviating the steam and smoke nuisance about which you have received complaints. The Clerk informed the Council, the Mayor, City Attorney and City Clerk had received notice of action at law against the City of Des Plaines due to injury from fall on sidewalk east side of Lee Street, between alley and Miner Street. PARK RIDGE REQUEST FOR GARBAGE INCINERATION. Alderman Vavrinek informed the COuncil that the City of Park Ridge desired to know if Des Plaines Council would take care of their garbage again, if they had to quit dumping at Glenview. Alderman Vavrinek then made the motion which was seconded by Baines that if the City of Park Ridge requested to have their garbage incinerated, that the Sanitation Committee grant that request and have the City attorney, Frank Opeka draft a contract. Streets Committee - Alderman Vavrinek reported of having inspected the wood guard rail on Wolf Road and thought it adequate* But that it did not have as nice appearance as the iron guard rail. VETERANS HOUSING. Alderman Morava reported on the veteran housing meeting that they are progressing and hope to have one of the homes constructed soon. CITY ATTORNEY. The Clerk read the following letter: Mayor and City Council City of Des Plaines, Illinois Gentlemen: July 19, 1948 Request is made for an additional two weeks to render my report and opinion in the matter of'the sufficiency of the written portest in connection with the re ring of the North Western Railroad property.' I have just received a memorandum and brief from the Legal Department of the North Western Railroad and in justice and fairness, it is necessary that I study the contents and also submit it to Mr. Howard W. Clement, Attorney for the objectors. After every one concerned has been given a full opportunity to express their views on the law and subject matter, I shall be in a position to submit my written report at the August 2nd meeting.
