CALL ,TO ORDER. The meeting was called to order by Mayor G. Walter
Pflughaupt, who presided with Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe,
McKay, Harm, Halverson, and Morava responding to roll call.
REPORTS OF CITY OFFICIALS. Mayor Pflughaupt inquired of Engineer,
E. N. Fletcher, if he had a report on the Storm Sewer. Mr. Fletcher said that
he was working on data in regard to this subject. He also stated that he would
complete and give a report on the Storm Sewer by August 15th.
COMMITTEE REPORTS. Public Protection. Alderman Johnson reported that the
matter of individual parking space for doctors had been considered many times -before,
and that the committee recommended that no change be made. The motion was made by
Alderman Johnson, and seconded by Hansen, to concur in the report. The motion was
- voted upon by acclamation, although Alderman Wolf of the committee voted "non
MUNICIPAL DEVELOPMENT COMMITTEE. Alderman McKay reported the following on
the annexation of Westfield Gardens:
Your Committee on Municipal Development has investigated and given con-
sideration to the responsibilities which will accrue to the City upon annexation
of this subdivision, also the advantjges. We were particularly concerned on the
matter of water supply, and upon our request Messrs. W. L. Plew and Company have
submitted a letter agreeing to purchase at least one-third of the special assess-
ment bonds to be issued to defray cost of water main construction in the subdivi-
sion proposed to be annexed. Letter attached hereto. In view of this co-operation
and all the circumstances, favorable and otherwise, we are inclined to view the
petition to annex as reasonable and recommend that the Council take favorable action
on the ordinance,with the understanding that our City Attorney approves the wording ;

Gentlemen:
We understand that the majority of the property owners owning property in
Westfield Gardens Subdivision have petitioned your Honorable body to annex said
territory to the City of Des Plaines, and we understand that the Municipal Develop-
ment Committee is about to recommend to the Council that the annexation ordinance
be adopted.
We also understand that owners of the property in said Subdivision are
anxious to obtain water serviee'and are desirous that special assessment proceed-
ings be instituted after said territory is annexed in order to install the neces-
sary water mains, and that the special assessment bonds to be issued are to be
paid serially.
This letter is to inform you that we guaranty to purchase at least
one-third of the special assessment bonds that must be issued to defray the cost
of constructing the water mains in said Subdivision. ,
This offer shall be binding upon us for a period of six months after
annexation has been legally completed. If bonds are not offered to us within
this period of time, this offer is then to become void.

he thought the streets should have curbing and be black -topped. City Attorney,
Frank M. Opeka, informed the Council that the plat had been previously approved
by the Council, and that the City could not insist on the paving of streets. The
Mayor (not being able to determine by voice vote) instructed the Clerk to call
the roll. Thus, the following result: Ayes: Aldermen Johnson, Hansen, Harm,
McKay, Halverson, and Morava. Nays: Aldermen Vavrinek, Wolf, and Kehe. The
Mayor thereupon declared the motion carried.

CITY ATTORNEY OPEKA'S LETTER OF MIDDLE.STATES TELEPHONE COMPANY INCREASE
OF RATES. The Clerk read the following letter:

Gentlemen:
I wish to advise that under date of June 8, 1948, the Illinois Commerce
Commission issued and entered an order permitting the Middle States Telephone Com-
pany to file its tariff with rates increased as per application on file, with the
exception of the four party lines and PBX extension, which were reduced.
Vender said order the toll charges between Des Plaines and Park Ridge are
eliminated as are also charges for cradle phone rentals and discounts heretofore
allowed. The order is to become effective immediately upon the filing of the
tariff and I presume the new rates are now in effect.
The order further provides that the Telephone Company is authorized by
the Commission to enter immediately upon the Four Million Dollar expansion program
which includes the conversion to the dial system. As previo#sly reported to you,
unless the management of the Telephone Company exhibits within 30 days signed
contracts for the construction of their new building and a signed order for the
manufacture of automatic dial equipment, showing date of completion and delivery
of equipment, than the City has a right to file a petition for a re -hearing, which
will then re -open the entire matter.
The increases per month on residence phones varies from seventy-five cents
to one dollar. The increase on office or business phones is increased from $1.75
to $2.00, depending on the type of 'service. In the four party lines, the increase
asked for was $1.00 but the commission allowed only ninety cents.
The Commission reserved the right under said order to follow thru on the
construction angle so that the conversion to dial phones may be completed in the
year 1950, which is an advancement from 1951 as originally requested. The order
contains numerous. findings of fact, among which appears the statement that the
Attorneys for the City of Des Plaines and Park Ridge participated in the hearing
and co-operated with the Commission in this regard.

ORDINANCE. The Clerk read the following letter:

Gentlemen:
attention has been called to the letter which Mr. Otto W. J. Henrich,
City Clerk of the City of Des Plaines, addressed to Mr. Howard S. Larimer, Land
Commissioner of Chicago and North Western Railway Company, under date of June 10th,
concerning the action taken by the City Council on June 7th with reference to the
Railway Company's petition for rezoning of its property in the vicinity of Thacker
Street and Wolf Road in Des Plaines.
Attached is a blue print (Scale 1" equals 100') of the property included
in the company's application for rezoning. On this blue print you will find in-
dicated in black ink the length in feet of each side•of the company's property.
The frontage of this property, which is obtained by adding together all sides,
is 4,392 feet. Twenty per cent of this frontage is 878 feet.
The protest executed by certain property owners on June 4, 1948, which
was presented to the City Council, in order to have required a two-thirds vote of
the Council to pass the ordinance to rezone should have been executed by not less
than twenty per cent of all abutting property owners. According to our computation
the protestants' ownership fell short of the necessary twenty per cent. That being
true, the protest was ineffective for the purpose of requiring a two-thirds vote.
We respectfully request you to reconsider the action taken at the meeting
on June 7th and to take a new vote on the application of the Railway Company for
the desired rezoning of the property.

LETTER OF CLARKE OUTDOOR SPRAYING COMPANY. The Clerk read the following

Dear Mrs. Walton:
Answering your request for information concerning mosquito and flycontrol,
I submit a bid of $580 for fogging the City of Des Plaines, (approximately 3+ sq.
miles) with a 10% DDT oil solution.
This work will be done at night under proper weather conditions to insure
the best results -- a dense fog which will move into foliage throughout the city.
The fog machine will be operated along every north and south or east and west street,
depending upon wind direction, traveling at the rate of 5 miles per hour.
We shall expect full co-operation from the Police Department in the
matter of traffic control, immediately after the fog is liberated, as sometimes
persons follow the fog machine as one would follow a fire engine, resulting in
traffic congestion. The fog clears within several minutes, insofar as visual
discernment is concerned, but countless particles of ten to twenty microns in
diameter continue to float and come in contact with insects for several hours
thereafter, although they are not visible to the eye.
Our experience has been that an application such as described kills
approximately 806 of the flies and mosquitoes present at the time of spraying;
and inasmuch as mosquito production is at a very low ebb at this time, very
satisfactory results may be obtained.
' I might add that mosquito annoyance is now on the decline and annoy-
ance such as has prevailed for the past three weeks will not occur until twenty
days after a long wet spell, such as 6 inches of rainfall within a period of one
week. Then, of course, a new brood of mosquitoes will invade the city, and another
fog treatment is indicated.

for the spraying. He thought that perhaps if enough people were interested,
funds could be provided from outside sources.

are not conforming to the laws, as to the oper-
ation of the vehicle, also whether they have the
necessary license plates and driver's license.
Will you please refer this matter to the proper
department for enforcement.
2 - Have Police Department check speeding at Cumber-
land Station.
3 - Would like for you to arrange and enforce a speed
limit of 18 miles per'hour on the following streets -
Center, White, Thacker, Algonquin, Lee and River
Road at North School.
4 - Arrange for the signs marked PSLOW SCHOOL" to be
- repainted on the streets at the various schools,
prior to their opening in the fall.
