Year Reported floodings 1948 725 1947 349 1946 254 1945 129 1944 103 1943 41 1942 23 The attached map portrays graphically the location of flooded base- ments as represented by replies from the card survey made larch 1948. It is inter- esting to note that the basement flooding is a city-wide problem of the entire community with certain sections experiencing wide -spread flooding. The March flooding provoked a number of public meetings at which citizens of Des Plaines described property losses and hazards to the health of their families. Repeated assertions were made that failure to alleviate basement flooding will result in removals from the community. Such actions would cause lowering of property values. The foregoing data evidences the need for consideration by the City Council of the problem of relief sewers. The increasing frequency of basement flooding will, if permitted to continue, jeopardize the growth of the City of Des Plaines. The motion was made by Alderman Halverson, and seconded by Wolf, to concur in the report. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. Alderman Halverson suggested that both weekly papers publish the report. ALBERT PIEPER REAPPOINTED TO TRAFFIC COMMISSION. On motion by Alder- man Johnson, and second by Baines, the Council approved the appointment of Albert Pieper to.the five-year term as member of the Traffic Commission. ARTHUR W. KAPHEN REAPPOINTED TO THE ZONING BOARD OF APPEALS. On motion by Alderman McKay, and second by Halverson, Arthur W. Kaphen was reappointed to a five-year term as member of the Zoning Board of Appeals. APPROVAL OF MINUTES. The motion was made by Alderman Hansen, and seconded by Vavrinek, to approve the minutes of April 19, 1948. Walter Pflughaupt, who presided with Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe, McKay, Halverson, and Morava responding to roll call. Aldermen Baines and Harm were absent. REPORTS OF CITY OFFICIALS. The City Clerk submitted the report of City Treasurer, H. J. Ahbe for the month of April. Superintendent of Public Works, E. R. Warnicke, reported that fence barricades had been placed around all of the Bennett Construction Company's founda- tions. City Attorney, Frank M. Opeka,,reported that he had attended the Middle States Telephone hearing which concerned the increase of rates. He said that several persons had promised to appear as witnesses,' but they failed to attend. (The hearing was continued to May 25, 1948.) 1 COMMITTEE REPORTS. Alderman Vavrinek, Chairman of the Streets Committee, reported the following: Des Plaines, Illinois, May 14, 1948 Your Committee on Streets has investigated the above and has found: The request of the Middle States Telephone Company and Brown -Orth reasonable and in keeping with the city plan of continuing Prairie Avenue east of Pearson Street at a later date. The improvement will not add any expense to the city. , We, your Committee on Streets, therefore recommend: That this request be granted as outlined in the attached letter, of the Middle States Telephone Company and Brown -Orth dated May 3, 1945, with the one exception, that the crushed stone base be 7" deep instead of 6" deep. The Clerk read the following report: Mayor & City Council Des Plaines, Illinois Gentlemen: May 17, 1948 With reference to the letter addressed to you by Mrs. George Rugen relative to injuries sustained as a result of a fall on the sidewalk on Ellinwood Street, I have made a detailed study of the facts regarding the condition of the sidewalk and find that while there was a slight indentation, it was not of such a character as to become readily known to the City, which is one of the elements necessary to establish liability. Further, my investigation discloses no complaints about the condition of this walk nor were there any reports of any other accidents. The condition complained of was a repair conditon prior to the date of the accident and the material used had no doubt been worn down by the constant traffic over it. The break in the sidewalk has been repaired. From all information made available you are advised that there is no liability on the part of the City in connection with this accident. May 17, 1948 Mayor and City Council Des Plaines, Illinois Gentlemen: With reference to the letter of Arthur Kopczynski relative to sewer and water in Dexter Acres, I wish to advise that if the applicant in the areas out- side of the cities and villages comply with the County and State Health require- ments in the installation of septic tanks and wells, there is nothing that the City can do to prevent such activity. It is true that our Health Ordinance extend one-half mile beyond the corporate limits. However, they are not effective with reference to the construction and use of septic tanks and wells. The Clerk Des Plaines, Illinois May 13, 1948 Pursuant to law, your Zoning Board of Appeals sitting as a commission, held a public meeting at the hour of 8 o'clock p.m. on the 12th day of April, 1948 in the Council Chambers, Municipal Building, Des Plaines, Illinois. The purpose of this meeting was to hear a discussion on the proposed change in the following described property, from Class A residential to Area Dis- trict I, light industrial. Except that part of extra width right-of-way of Railroad Company located easterly of the main_track of the Des Plaines Valley Line cross -hatched in black ink, consisting of a strip 680 feet long by 50 feet wide beginning at the center line of Thacker Street and running in a north- easterly direction 680 feet. At the public meeting, April 12, 1948 the North Western Railroad was represented by Counsel and the residents in the neighborhood of this property were given the opportunity of expressing themselves. 67 ZONING BOARD REPORT, CONT'D. We are attaching herewith the petition signed by residents in this district, opposing the rezoning. At a meeting of' the Zoning Board of -Appeals, after careful consider- ation of all facts involved, including the fact that at the present time there is a bulk oil storage tank on the property involved, as well as a building and material yard and a coal yard. This property has been under this use for a good many years. It is our understanding that the property will be maintained for the same usage except more intensively. In fact, the present usage of this property has been the same before any residences were built on Rose Avenue or in Cumberland Terrace. Further, we understand one of the concerns that is involved in the lease of this property from the North Western Railroad is going to irprove it by putting a cement road from the property out to Wolf Road. Since we find from the evidence submitted that there will be no change in the activities of this property from what now exists, we recommend that the petition be granted for the rezoning of this property from Class A residential to Class I light industrial. Cornell's Cumberland Subdivision was originally platted, lots facing on Wolf Road in Block 10 were with 40 foot frontages and indicated for use for Class "B" residences. Consequently a 16 foot alley was dedicated be- tween Wolf and Stratford Roads running south from Drake Street approximately one block. All property abutting on this alley has now been zoned for Class "A" residence and the need for an alley completely eliminated. This alley has not been improved nor is it used except for a short distance at the north end. The one user of the alley has now completed arrange- ments to acquire additional frontage for the purpose of providing a front drive from Stratford Road. Weller Creek flows under Wolf Road near Columbia Avenue in Cumberland Terrace, and the west side of Wolf Road is properly protected by an iron railing, but the east side is not. There is a sidewalk leading from Harvey Avenue to the creek where there is a wooden blockade, across the creek another sidewalk which has a blockade, but there is no protection between the two, and a person could walk or fall into the creek from the street. As a safety measure, we would like to see an iron railing placed on this side, same as the west side of Wolf Road. Please advise what action you will take. CITY ENGINEER'S REPORT'S The Clerk read the following report: June 7, 1948 Honorable Mayor and City Council Des Plaines, Illinois Gentlemen, On June 3rd your City Engineer and Superintendent of Public Works attended a special meeting of City Engineers and Superintendents of Public Works at Springfield, Illinois. This meeting was called by Mr. Sargent, the Executive Director of the League, for the purpose of discussing problems of mutual interest to Cities and Villages and to form a State Association of Engineers and Superintendents act- ing in connection with the Municipal League. House Bill #592, passed July 9, 1947, created a "Commission to in- vestigate, study and formulate a road and bridge program for the State. This commission has asked each municipality to make a study of its own street program, listing all improvements that should be made during the next ten years to adequately serve the public. Some two weeks ago, each municipality received a formidable look- ing volume of forms to be filled out and returned to the State Highway Department listing all needed improvements. The compiling of the necessary information was one of the subjects discussed at the meeting. At the last meeting of the State Legislature,two bills were introduced. One bill would take a part of the Motor Fuel Tax now given to the Municipalities and give it to, the rural areas for farm to market roads. The second bill provided for an additional one cent a gallon on gasoline,all of which would be used for farm to market roads. These bills did not reach passage, but will, no doubt, be presented again at the next meeting. There is a definite need for better farm to market roads, however, the need for street improvements in municipalities*pay more than 50% of the motor fuel taxes. Under the present equal distribution of the three cent tax between the State, Counties and Municipalities we pay in more than 50% and get back one-third. The State has paved some highways within our city limits and in Cook County the County has paved streets within corporate limits. Very few counties do this. The Federal Government has allocated considerable money to'the states for the improvement of Federal Aid roads. A certain amount of this money was to be used for the improvement of urban streets; streets in municipalities of over 5,000 population. In Illinois more than nine million dollars was to have been spent on urban roads. To -date not a single city or village has received one cent of this money, and the prospect of getting any of it appears very remote. • These and many other problems were discussed. An association of Engineers and Superintendents was formed and officers elected to serve until the * is also great and the municipalities
