03291948REZONING APPLICATION, CONT'D. The motion was made by Alderman Halverson, and seconded by McKay, to refer the application to the Zoning Board of Appeals. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. MAYOR PFLUGHAUPT informed the Council that City Engineer, E. N. Fletcher, was out of town, due to the death of his sister. Mayor Pflughaupt also stated that the Council would meet as a Board of Local Improvements in the Mayor's Office, Monday, March 22, 1948. ALDERMAN HARM reported about the parking and signs (regarding parking at Prairie and Second Avenue). The Mayor asked the chairmanof the Public Protection Committee to have this situation checked. Alderman Harm also reported on the mud_ holes at the bus stand on Ellinwood Street and other holes in the various streets. -- The Mayor informed the Alderman that plans are being made for the repair of all streets damaged by the winter weather. The motion was made by Alderman Wolf,and seconded by McKay, that the City Clerk write the. Motor Coach Company in regard to placing some crushed stone in the mud hole at the bus stand. APPROVAL OF MINUTES. The motion was made by Alderman Hansen, and - seconded by Johnson, to approve the minutes of the regular meeting of March 1, 1948. Walter Pflughaupt suggested that one representative speak for separate organizations or groups, because it would be impossible for all to speak. After the Mayor and City Engineer, E. N. Fletcher answered the questions from the people desiring to be heard, Mr. Edward Benjamin was introduced. Mr. Benjamin informed them of the survey being made and the publicity being given regarding the financing of Revenue Bonds. Engineer Fletcher had plats showing the present sanitary sewer and proposed sanitary relief sewer for the section from Forest Avenu0 south to the City Limits. Mr. Benjamin also stated that his organization would try to present all the informa- tion concerning the flood to the City Council within thirty days if possible. All questions having been answered satisfactorily, the Mayor said that the motion was in order to adjourn. --The motion was made by McKay, and seconded by Morava to adjourn. HENRICH CITY CLERK 32 MINUTES OF THE REGULAR MEETING OF THE CITY,COUNCIL OF THE CITY OF DES PLAINES HELD IN THE COUNCIL CHAMBERS, MONDAY EVENING. APRIL 5, 1948, AT 8:30 P. M. CALL TO ORDER. The meeting was called to order by Mayor G. Walter Pflughaupt, who presided with Alderman Johnson, Hansen, Vavrinek, Wolf, Kehe, Baines, Harm, McKay, Halverson, and Morava responding to roll call. REPORTS OF CITY OFFICIALS. The Clerk submitted the reports of Building Inspector, Frank.Scharringhausen and Electrical Inspector, Arthur Rieck. The Clerk also gave the report of the cash receipts for March. City Engineer, E. N. Fletcher, made a verbal report in regard to the railroad crossings being installed. I Superintendent of Public Works, E. R. Wernicke, reported on the com- pletion of the repair of City streets in need of grading and crushed stone. Mr. Wernicke also stated that the alleys and other streets would soon be repaired, hydrants are being flushed, and a check had been made on drains and sewers to see which needed cleaning. COMMITTEE REPORTS. Alderman Halverson, Chairman of the Water Committee, reported that the State Department had approved the plans of improving the City water system. Alderman Halverson theimade the motion, which was seconded by Vavrinek, that the plans and specifications for feeder mains and addition to water mains and also the storage and repair shop be accepted. The motion was voted upon by acclamation, whereupon the Mayor declared the motion carried. Alderman Morava reported his attending the meeting of the City Officials at Elmhurst regarding the National Guard. (Des Plaines is in Zone nine, which also in- cludes Park Ridge, Niles, and Morton Grove.) The Federal government desires to erect. a building of which they will furnish eighty per cent of the funds --the other cities to pay the balance. MRS. MICHAEL HUCK'S LETTER. The Clerk read the following letter: April 2, 1948 City Hall Des Plaines, Illinois Gentlemen: Re: Your letter 3/30/48 Subject: The Widening of Prairie Ave. I do not believe I am responsible for the "parking problem" in front of my property on Prairie Avenue, because: 1- The area is city and public property 2- It is a business district 3- Business taxes are being paid 4- Business licenses are being paid This is a city "parking problem" just as is any other "parking problem" in any other part of the city, downtown city business district, and scattered business districts. Therefore, if any widening of the street is to be done, it is definitely the city's responsibility and expense not mine.
