motion was made by Alderman Johnson, and seconded by Hansen, that the City Clerk
inform the Police and Fire Commission to certify the appointment of one policeman
and one fireman, for which appropriation has been made for the year of 1948. The
motion was voted upon by acclamation, whereupon the T!ayor declared the motion carried.
APPROVAL OF MINUTES. The motion was made by Alderman Halverson, and
seconded by Baines, to approve the minutes of January 5, 1948. The motion was voted
upon by acclamation, whereupon the Mayor declared the motion carried.

CALL TO ORDER. The meeting was called to order by Mayor G. Walter
Pflughaupt, who presided with Aldermen Johnson, Hansen, Wolf, Kehe, Baines, Harm,
McKay, Halverson, and Morava responding to roll. call. (Alderman Vavrinek was
absent due to a business trip to New York.)
OFFICIAL REPORTS. The City Clerk submitted the reports of Building
Inspector, Frank Scharringhausen and Electrical Inspector, Arthur Rieck and City
Clerk, Otto Henrich for the month of January. The Clerk, Otto Henrich, also gave
the annual report of Secretary B. C. Foote for the Board of Trustees of the Police
Pension Fund.

Kindly refer to our exchange of correspondence regarding the possi-
bility of the City of Des Plaines being interested in the purchase of property owned
by the Wisconsin Central Railway Company on thebanks of the Des Plaines River, for-
merly used by the Wisconsin Central as a pump house site.
On September 30, 1947, you advised that this matter had been referred
to the Finance Committee and that I would probably hear from this Finance Committee
within a few days. We have had nothing further on the matter .since that time, and I
do not feel that we should hold the matter open any longer unless the City expresses
some interest in it. If I do not hear something within the next ten days, we will
proceed to dispose of the property elsewhere.

Cumberland Terrace sewer system of the City of Des Plaines.
The Mechanical Design Section informs me that the form of contract
has now been completed and will be submitted to the Board of Trustees at its next
meeting.
When we have obtained from the Contractor the approximate date of delivery
of the pumps, we will forward this information to you.
This letter is in reply to your request of January 20, 1948.

OPEN BIDS ON NEW AUTO FOR WATER DEPARTIENT. The motion was made by
Alderman Halverson, and seconded by Morava, that the City Clerk open the bids on the
auto. The Mayor inquired if there were any more bids to be turned in. He then put
the question, and the motion being voted upon by:acclamation, the Mayor declared the
motion carried.

After reconvening, the motion was made by Alderman Halverson, and
seconded by Hansen, that the Des Plaines Motor Sales, Inc. be awarded the bid of
$1,267.06. The Mayor put the question, and the Clerk called the roll with the
following result: Ayes: Alderman Johnson, Hansen, Wolf, Kehe, Baines, Harm, McKay,
Halverson, and Morava. Nays: None. The Mayor thereupon declared the motion carried.
INCREASE TREASURER'S BOND. Alderman Kehe, Chairman of the Finance
Committee, requested that the City Attorney amend the ordinance increasing the
Treasurer's Bond to $50,000.00.
APPROVAL OF MINUTES. The motion was made by Alderman Baines, and
seconded by Hansen, to approve the minutes of January 19, 1948. The motion was
voted upon by acclamation, whereupon the Mayor declared the motion carried.

CALL TO ORDER. The meeting -was called to order by Mayor G. Walter

and Halverson responding to roll call. (Aldermen Vavrinek, Harm, and Morava were
absent.)
PARKING METER ORDINANCE. The Clerk read for first reading the Park-
ing Meter Ordinance. The :-potion was made by Alderman McKay, and seconded by Johnson,
to suspend the rules and pass the proposed ordinance. The Mayor put the question,
and the Clerk called the roll with the following result: Ayes: Aldermen Johnson,
Hansen, Wolf, Kehe, Baines, McKay, and Halverson. Nays: None. The Mayor thereupon
declared the motion carried and the proposed ordinance before the Council for final
passage. The motion was made by Alderman Johnson, and seconded by Hansen, to pass
the proposed ordinance. The Mayor put the question. After about one hour of dis-
cussion, Alderman Baines inquired if it was necessary to pass the ordinance at this
meeting. The Mayor informed the Alderman that the -intention was to discuss the
proposed ordinance at this meeting and pass same at a future Council meeting. The
motion was then made by Alderman Halverson, and seconded by Kehe, to refer the
proposed ordinance to the Public Protection Committee. The motion was voted upon
by acclamation, whereupon the Mayor declared the motion carried.
WISCONSIN CENTRAL RAILWAY LAND. Alderman Kehe said he had been
investigating for some time regarding the piece of land north of the pumphouse on
Des Plaines Avenue (which is the property of the Wisconsin Central Railway, and
which they desire to sell at a price of $1140.00 to the City.) The Mayor informed
the Alderman that he thought the City should purchase the land, as it adjoins the
City property and is the only access the citizens have to the river except the
Forest Preserve. The Clerk was instructed to write the company that the Council
may consider purchasing but desired further investigation (and to see where funds
may be received for the purchase.)
THREE HOUR PARKING S. W. CORNER OF PEARSON AND PARK PLACE. Alderman
Johnson reported that the gentleman in charge of the Des Plaines Bowling Palace,
namely, Mr. Carlman, desired three hour parking on the south side of Park Place
from Pearson west to end of building where Park Place had been widened by the
owner of the Bowling Palace. At present, cars are parking all day. The motion was
made by Alderman Johnson, and seconded by Halverson, that the City Attorney, draw
up an ordinance for three hour parking on south side Park Place from Pearson to
the end of the Bowling Palace. The motion was voted upon by acclamation, whereupon
the Mayor declared the motion carried.
ADJOURNMENT. The motion was made by Alderman Halverson, and
seconded by McKay to adjourn. The motion was voted upon by acclamation, whereupon
the Mayor declared the motion carried and the Council regularly adjourned.
