CITY COUNCIL OF,THE CITY OF DES PLAINES
HELD IN THE COUNCIL CHAMBERS, MONDAY
EVENING, JANUARY 19, 1948 AT 8:20 P.M.
CALL TO ORDER. The meeting was called to order by Mayor G. Walter.
Pflughaupt, who presided with Aldermen Johnson, Hansen, Wolf, Vavrinek, Kehe, Baines,
McKay, Halverson, and Morava. (Alderman Harm was absent.)
OFFICIAL REPORTS. The City Clerk submitted the report of the Treasurer,
H. J. Ahbe for December, and the annual report of the Des Plaines Fire Department. The
Mayor commented on the Fire Department's report and requested the City Clerk to write
to the Fire Department, commending the report.
City Engineer, E. N. Fletcher, reported that he made up a report with
Superintendent E. R. Warnicke for the past year, and that a copy had been placed on
each official's desk.
City Attorney, Frank M. Opeka, reported the foreclosure on Homerican
Villas was nearly completed and that the subdivision would soon be back on the tax roll.
COMMITTEE REPORTS. Alderman Halverson reported on a large water leak
since last week. Thgrhope to find this leak within the next few hours.
PUBLIC PROTECTION COMMITTEE. Alderman Johnson reported the following
on the "check up" of speeding on Northwest Highway at the Cumberland Station and also
reported on the removing of the white line on Bittersweet Court:
"Your committee on Public Protection referred the two
items mentioned to the Police Department. On item
No. 2, a check by two different officers found traffic
moving at a normal rate of speed. Their reports are
attached.
"Item No. 3, the white line on Bittersweet Court will
be removed as soon as the weather permits.
"We your committee on Public Protection, therefore
recommend that this report be made a matter of record,
and that the Safety Council be advised of the action
taken."

The motion was then made by Alderman Johnson, and seconded by Hansen,
to concur in the report. The motion was voted upon by acclamation, whereupon the
Mayor declared the motion carried.
Alderman Johnson reported the following on parking meters:.
"Your committee on Public Protection has investigated
the above and has found that in our opinion the Miller
Manual Parking Meter is, from the standpoint of depend-
able service and economical maintenance, the meter that
should be installed in Des Plaines.
"We, your committee on Publid Protection, therefore
recommend that the Mayor and City Clerk be authorized
to enter into an agreement (having the approval of the
City Attorney) with the Duncan Meter Corporation,
Chicago,. Illinois., for the purchase of 400 meters,
more or less, at $$79.50 per meter installed. Payment
for same to be made from parking meter receipts, 50%
until fully paid for."

The motion was made by Alderman Johnson, and seconded by Wolf,
to concur in the report. The motion was voted upon by acclamation, whereupon the Mayor
declared the motioncarried.

presented the following proposed resolution:

The motion was then made by Alderman Kehe, and seconded by Halverson,
to adopt the proposed resolution. The Mayor put the question, and the Clerk called
the roll with the following result: Ayes: Aldermen Johnson, Hansen, Vavrinek, Wolf,
Kehe,. Baines, McKay, Halverson, and 'Iorava. Nays: None. The Mayor thereupon de-
clared the motion carried and said resolution adopted.
Alderman McKay requested that the City Clerk again write Mr. W. H.Irinkaus,
Chief Engineer of the Sanitary District, regarding new pumps for Imhoff tank.
PASS ORDINANCE REPEALING SECTION 18 OF LICENSE ORDINANCE. The City Clerk
read for second reading the following proposed ordinance entitled:

OF AN ORDINANCE ENTITLED "AN ORDI-
NANCE AMENDING CERTAIN SECTIONS AND
CHAPTERS OF THE REVISED ORDINANCES
OF THE CITY OF DES PLAINES OF 1928
RELATING TO LICENSES" passed
December 15. 1947.
The motion was made by Alderman Kehe, and seconded by Baines, to pass
the proposed ordinance. The Mayor put the question, and the Clerk called the roll
with the following result: Ayes: Aldermen Johnson, Hansen, Vavrinek, Wolf, Kehe,
Baines, McKay, Halverson, and 'orava. Nays: None. The Mayor thereupon declared
the.motion carried and the proposed ordinance passed.
SAFETY COUNCIL LETTER. The Clerk read the following letter:

Gentlemen: --
At our safety council meeting last Tuesday night, it was recommended
that the City Council issue an order that no trees or shrubbery be planted on the
parkway at the "S" curve on Mannheim Road as it'will be a hazard to motorists.
Also, install a flood light on Miner Street opposite depot, same as
is on Ellinwood Street for the pedestrians and motorists to see policeman on duty
directing traffic.

SALVATION ARMY REQUEST FOR DOUGHNUT TAG DAY. The Clerk read the
following letter: .

Gentlemen:
January 13, 1948
PETITION
For more than sixty-six years,.The Salvation Army has given spiritual
.and material.aid to the unfortunate of metropolitan Chicago.. In 1948, thirty-one
institutions and corps are serving troubled individuals of every race, creed and
.color throughout this area.
The Salvation Army's annual Doughnut Day was inaugurated by the
.Salvation Army's Women's Board to raise funds.for the support of a fresh air camp
,for slum mothers and children, clinics serving the underprivileged, day nurseries
.for the children of working mothers and many other activities which benefit the
people of this geographical'area.
The Salvation Army requests permission to sell Doughnut Day Tags
in the City of Des Plaines on Tuesday, June 15, 1948, as part of the metropolitan
tag effort.
In the event that inclement weather makes it impossible to tag on
.Tuesday, June 15, 1948, the Salvation Army further requests permission to conduct
.its tag day effort in the City of Des Plaines,one week later, or on Tuesday, June 22, 1948.
We respectfully ask the co-operation of the City Council in this matter.

me to get permission from the City Council in regard to the following matter.
I would like to buy half interest in Frank Pantano's cab business.
Mr. Pantano has two cabs and two licenses, and with the City Council's permission,
I would like to buy and operate one of his cabs here in Des Plaines.
If the City Clerk can find it convenient, I would appreciate an
early reply to this request.

COUNTY ZONING LETTER. The Clerk read a Legal Notice of a Hearing of
the County Zoning Board to be held in Arlington Heights (regarding a lot in Forest
River Subdivision.) The Mayor ordered it placed on file.
CONTRACT ON (FOR) SERVICING CITY ELECTRIC LIGHTS AWARDED TO
H. H. ELECTRIC CO. Alderman Vavrinek informed the Council that during the past
year, the servicing of the City Electric Lights was done without a contract by the
Monroe Electric Company. He thought it would be better to let it out on contract
and that the H. H. Electric Company (previously having a contract anddoing satisfactory
work) that they be given a contract. This company services many cities and villages
in this district and has equipment to do such work. The Clerk was requested to read
the contract.

CONTRACT
THIS AGREEMENT Made and entered into this 1st day of February, 1948, by
and between H. HORKAN, doing business as H. H. Electric Co., of Chicago, Illinois,
hereinafter referred to as the Contractor, party of the first part, and THE CITY OF
DES PLAINES, a municipal corporation in Cook County, Illinois, hereinafter referred
to as the City, party of the second part, WITNESSETH:
WHEREAS, the contractor is willing to render labor and services nec-
essary to maintain the City street lighting system, including the traffic signal lights,
of the City of Des Plaines, and the City is desirous of securing such services, now,
therefore:
For and in consideration of the premises and in consideration of the
covenants and agreements hereinafter set forth, it is mutually agreed as follows:
The Contractor agrees to furnish services and labor necessary for the
maintenance of the City street lighting system, including traffic signal lights, con-
trollers and transformers as follows:
1. To replace burned out lamps on street lights
2. To check transformers once each month.
3. To wash out and clean street lights twice in

the following locations:
a- One signal controller and one Railroad
Timer controller at Miner and Lee Streets.
b- One signal controller and one Railroad
Timer controller at Miner Street and
Des Plaines Avenue.
5. To employ electrical workers from the Electrical Union for
said electrical work.
6. To at all times carry Workmens Compensation Insurance, and
such other insurance as may be necessary for his men and
equipment, and to indemnify and keep harmless the City of
Des Plaines for any damages arising out of such work.
The City agrees to pay to the contractor for such services and labor,
the sum of Three Hundred ($300.00) Dollars for each and every month during the term
of this contract, or upon any ettension thereof.
It is further mutually agreed that in the event of any major breakdown
or knockdown, such items are to be replaced by the contractor on a time and material
cost basis.

in each and any succeeding year shall be considered as assent of the said City to renew
this contract for the appropriable year. This agreement may be terminated by either
party upon giving notice in writing at least ninety (90) days prior to the termination
of any one year period.
IN 'FITNESS WHEREOF, the Contractor has affixed his hand and seal hereto,
and the City of Des Plaines, (pursuant to authority of the City Council directing the '
execution of this agreement), has caused these presents to be signed by the Mayor,
and attested by the City Clerk who affixes the official seal hereon, on the day and
year first above written.

The motion was then made by Alderman Baines, and seconded by Morava,
to award the contract to the H. H. Electric Company as of February 1, 1948, and that
the Mayor and City Clerk be authorized to execute the contract. The Mayor put the
question and the Clerk called the roll with the following result: Ayes: Aldermen
Johnson, Hansen, Vavrinek, Wolf, Kehe, Baines, McKay, Halverson, and Morava. Nays: None.
The Mayor thereupon declared the motion carried.
ARTHUR RIECK REAPPOINTED AS ASSISTANT BUILDING AND ELECTRICAL INSPECTOR.
On motion by Alderman Johnson, and second by Wolf, Arthur Rieck was reappointed Assis-
tant Building and Electrical Inspector.
POLICE AND FIRE COMMISSION TO APPOINT A FIREMANAND POLICEMAN. The
motion was made by Alderman Johnson, and seconded by Hansen, that the City Clerk
inform the Police and Fire Commission to certify the appointment of one policeman
and one fireman, for which appropriation has been made for the year of 1948. The
motion was voted upon by acclamation, whereupon the i.Iayor declared the motion carried.
APPROVAL OF MINUTES. The motion was made by Alderman Halverson, and
seconded by Baines, to approve the minutes of January 5, 1948. The motion was voted
upon by acclamation, whereupon the Mayor declared the motion carried.
ADJOURNMENT. The motion was made by Alderman Vavrinek, and seconded
by Wolf, to adjourn. The motion was voted upon by acclam^tion, whereupon the Mayor
declared the motion carried and the Council regularly adjourned.

absent due to a business trip to New York.)
OFFICIAL REPORTS. The City Clerk submitted the reports of Building
Inspector, Frank Scharringhausen and Electrical Inspector, Arthur Rieck and City
Clerk, Otto Henrich for the month of January. The Clerk, Otto Henrich, also gave
the annual report of Secretary B. C. Foote for the Board of Trustees of the Police
Pension Fund.

Kindly refer to our exchange of correspondence regarding the possi-
bility of the City of Des Plaines being interested in the purchase of property owned
by the Wisconsin Central Railway Company on thebanks of the Des Plaines River, for-
merly used by the Wisconsin Central as a pump house site.
On September 30, 1947, you advised that this matter had been referred
to the Finance Committee and that I would probably hear from this Finance Committee
within a few days. We have had nothing further on the matter since that time, and I
do not feel that we should hold the matter open any longer unless the City expresses
some interest in it. If I do not hear something within the next ten days, we will
proceed to dispose of the property elsewhere.
