MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, DECEMBER S, 1994 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor Ted Sherwood at 7:01 p.m. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, December 5, 1994. ROLL CALL: Roll call indicated the following aldermen present: Christiansen, Elstner, Kisslinger, Curley, Sarlo, Chiropolos, Haupt. Alderman Beauvais was absent. Also present were: City Treasurer Fredricks, City Manager Douthwaite, City Comptroller Peters, Police Chief Sturlini, Fire Chief Farinella, Community Development Director D'Onofrio, City Engineer Oakley, Emergency Communications Director Ornberg, Human Resources and Services Department Director Merriman, and City Attorney Wiltse. PRAYER AND PLEDGE: PRESENTATION: PUBLIC HEARING: CALL TO ORDER: DISCUSSION: CONSENT AGENDA: The opening prayer was given by City Clerk McAllister, followed by the Pledge of Allegiance to the Flag. Fire Chief Farinella introduced Dr. Stanley Zydlo, Project Medical Director, Northwest Community Hospital Paramedic System, who gave a brief overview of Des Plaines' involvement in the Paramedic Program for the past 2 o years. Dr. Zydlo introduced Connie Mattera, Administrative Director -Northwest Community Hospital Emergency Medical Services; Marge Kostick, Mobile Intensive Care Coordinator, Holy Family Medical Center; and Dr. Paul Neskow, Project Medical Director, Holy Family Medical Center. Ms. Matera presented Mayor Sherwood a Plaque of Appreciation to the City of Des Plaines for the outstanding contribution by its Paramedics to the citizens of Des Plaines and to the Northwest Community Hospital System. MINUTES OF THE PUBLIC HEARING HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, DECEMBER 5, 1994 Mayor Sherwood called the Public Hearing to order at 7:13 p.m. The Public Hearing was held pursuant to legal notice to give citizens the opportunity to comment on the Proposed 1995 Budget and Appropriations Ordinance for fiscal year beginning January 1, 1995. Comptroller Peters gave a brief overview . Mayor Sherwood asked for public comment. There was none. Public Hearing adjourned at 7:16 p.m. The City Council reconvened at 7:17 p.m. Alderman Kisslinger requested that Items 4 and 4a be removed from the Consent Agenda. BUILDING CODE Alderman Christiansen, Chair Moved by Elstner, seconded by Curley, to concur with Staff recommendation and recommend to the City Council that Ordinance M-50-94, adopted by the City Council on July 18, 1994, be revised to reflect substantial changes to the numbering system as well as some language changes; and Ordinance M-50-94 as revised be adopted at appropriate time this evening. Moved by Elstner, seconded by Chiropolos, to concur with Staff recommendation and recommend to the City Council to grant request for variation to permit erection of 6 1 high fence, instead of required 8' high fence, setback approximately 40 1 from abutting residentially zoned property, on property located at 2514 Ballard Road, contingent upon payment of double permit fee and a fine of $25. 00 for erecting the fence without a permit. LEGAL & LICENSING Alderman Kisslinger, Chair Moved by Kisslinger, seconded by Chiroplos, to concur with Staff recommendation and recommend to the City Council to approve proposed ordinance that would add a new section to the City Code pertaining to installation of antennas, satellite dishes and other communication devices, to conform to current Illinois State law. Moved by Chiropolos, seconded by Elstner, to concur with recommendation of Des Plaines Plan Commission, Zoning Board of Appeals and Staff, and recommend to the City Council to grant request re Zoning Case 94-55-SU for Special Use to permit installation of a mechanical car wash in existing gasoline filling station facility in C-2 Commercial District on property located at 2380 s. Des Plaines/River Road; and Ordinance Z-18-94 be adopted at appropriate time this evening. Motion declared carried. PUBLIC SAFETY Alderman Elstner, Chair Moved by Chiropolos, seconded by Curley, to strike Section 7-18-3:C. from proposed ordinance imposing an ambulance transport fee for non-residents. FINANCE & ADMINISTRATION Alderman Haupt, Chair Mr. Douglas Decker, 904 S. Golf Cul-de-Sac, addressed the City Council regarding the sale of West School and recommended that this property be returned to School District #62. Moved by Elstner, seconded by Chiropolos, to concur with Staff recommendation and recommend to the City Council that inasmuch as no bids were received for the sale of West School, at a minimum required price of $688,000 (80% of appraised value) on November 22, 1994, that Staff be authorized to implement alternative means of selling surplus property as provided for in the State statutes, which is: City pass an ordinance directing the sale of West School without requiring a minimum bid, and notice of the proposed sale be advertised for three successive weeks in a local newspaper. Prospect Roads, addressed the City Council regarding the proposed implementation of $.01 per gallon gasoline tax, and the negative impact this would have on his business. Station owner Aron Sloan addressed the City Council and spoke in opposition of this proposed gasoline tax. Mobile Gas Station owner at Central and Wolf Roads addressed the City Council and spoke in opposition of this proposed gasoline tax. Moved by Haupt, seconded by Elstner, to recommend to the City Council that City implement a locally collected $. 01 Gasoline Tax, effective January 1, 1995, and Ordinance M-87-94 be placed on First Reading at appropriate time this evening.
