MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, NOVEMBER 21, 1994 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor Ted Sherwood at 7:01 p.m. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, November 21, 1994. ROLL CALL: Roll call indicated the following aldermen present: Beauvais, Christiansen, Elstner, Kisslinger, Sarlo, Chiropolos, Haupt. Alderman Curley was absent. Also present were: city Manager Douthwaite, City Comptroller Peters, Police Captain Ron Diehl, Fire Chief Farinella, Director of Public Works Shirley, Community Development Director D'Onofrio, City Engineer Oakley, Emergency Communications Director Ornberg, Human Resources and Services Department Director Merriman, and City Attorney Wiltse. Fire Chief Farinella presented a Plaque of Appreciation to Earl Boesenberg, outgoing Emergency Management Agency Coordinator, for his faithful and loyal service to the City. Also, Fire Chief Farinella introduced soon-to-be- appointed EMA Coordinator Don Meseth and soon-to-be- appointed Deputy Coordinators Stan Walgreen, Mac Hickman and Dan Wilson. Moved by Elstner, seconded by Christiansen, to waive the two week waiting period and concur with Mayor Sherwood's appointment of Don Meseth as Coordinator of the Emergency Management Agency, effective September 30, 1994, and the appointments of Stan Walgreen, Mac Hickman and Dan Wilson as Deputy Coordinators of EMA. Motion declared carried. Mayor Ted Sherwood declared that the city council was now resolved into a Committee of the Whole. FINANCE & ADMINISTRATION Alderman Haupt, Chair Moved by Haupt, seconded by Chiropolos, to take from the table (tabled on September 19, 1994) the matter of amending Ordinance M-51-94, adopted on July 18, 1994, re eliminating longevity pay for certain new employees, to include omitted Articles III and V from final description in Section 2 and changing the word "hired" to "employed" in both the text of the amendment and at the base of each schedule; and to place on First Reading Ordinance M-51-94 (as amended). Motion declared carried. President Scott Williams, Des Plaines Fire Command Officers Association, addressed the City Council and stated that the Assocation is still opposed to this ordinance and requested that this matter be held for further study. Mr. Williams was advised that the amendments before the City Council this evening did not relate to his objections, and it was suggested that he put his recommended changes in writing to the City Council for their consideration. Moved by Sarlo, seconded by Chiropolos, to concur with Staff recommendation and recommend to the City Council that City Comptroller be authorized to transfer the fund balance of approximately $231,000 in the 1977 Corporate Refunding General Obligation Bonds Fund Balance to the General Fund; and Resolution R-73-94 be adopted at appropriate time this evening. Moved by Sarlo, seconded by Chiropolos, to concur with Staff recommendation and recommend to the City Council that the 1994 Aggregate Tax Levy be determined at $10,253,931; and Resolution R-74-94 be adopted at appropriate time this evening. Moved by Sarlo, seconded by Chiropolos, to concur with Staff recommendation and recommend to the City Council approval of November 21, 1994 Warrant Register in the amount of $3,607,636.68; and Resolution R-75-94 be adopted at appropriate time this evening. ENGINEERING COMMITTEE Alderman Chiropolos, Chair Moved by Christiansen, seconded by Sarlo, to concur with Staff recommendation and recommend to the City Council to accept proposal from Graef Anholt Schloemer & Associates, Inc. (GAS), 8501 W. Higgins Road, Suite 280, Chicago, IL 60631, to prepare design plans/specifications and provide construction engineering services for the removal of contaminated soils on property located at 1274 Rand Road (Maine Scrap) pursuant to corrective action plan, at a fee not-to-exceed $35, 136/Risk Management Fund; and Mayor be authorized to execute amendment to existing Agreement with GAS pertaining to this project to reflect these additional services. Milwaukee Avenue, Chicago, IL 60641, on October 17, 1994, for Custodial Cleaning Contract for the Des Plaines Transit Center, because contractor failed to provided the required current Certificate of Insurance showing the City as additional insured; and further recommend that the bid be awarded to the second lowest bidder, Advanced Janitorial Systems, P.O. Box 1264, Des Plaines, in the amount of $985 per month for one year. Motion declared carried. LEGAL & LICENSING Alderman Kisslinger, Chair Mr. Vince Powers, 862 Webster Lane, addressed the City Council regarding this matter and asked several questions about the proposed ordinance, i.e. if there is a conflict, which ordinance would prevail -City or State,? would license holders be allowed to operate from their homes? Moved by Haupt, seconded by Elstner, to concur with Staff recommendation and recommend to the City Council to approve proposed ordinance establishing a license for the retail sale of firearms which would permit identification and control of retail sales, and also preempt the Cook County ordinance thus allowing the City to receive the licensing fees .
