MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, NOVEMBER 4 1 1991 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor D. Michael Albrecht at 8:17 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, November 4, 1991. ROLL CALL: Roll call indicated the following aldermen present: Childers, Christiansen, Healy, Schneck, Hardiman, Sarlo, Chiropolos, Haupt. Also present were: City Treasurer Fredricks, City Manager Asaro, City Comptroller Peters, Commissioner of Public Works Matula, Fire Chief Clark, Police Chief Storm, Community Development Department Director Pagones, Human Resources and Services Department Director Panouses, City Engineer Oakley, and City Attorney Kolman. PRAYER AND PLEDGE: PRESENTATION: RECESS: MINUTES: POSITION CLASSIFICA- TIONS: CENTREX CONTRACT AMENDMENT: The opening prayer was given by Pastor David Shim, Sae Krwang United Presbyterian Church, followed by the Pledge of Allegiance to the Flag. Fire Department Captain Charles Provenzano gave an over- view of a new 3-step program as part of "Operation Life Safety." The Des Plaines Firemen's Association is sponsoring and fully funding this program which offers a free smoke detector to the first 150 Des Plaines residents who take advantage of a free Home Fire Safety Check-Up; provide free installation of smoke detectors for those residents who are unable to install them due to age, disability or other reasonable cause; and provide free replacement batteries for smoke detectors, with a limit of two batteries per household. Mayor Albrecht presented retiring Police Reserve Officer Sergeant Vernon D.Van Vleet with a plaque of appreciation for his 35 years of faithful and loyal service to the City of Des Plaines and its residents. Mayor Albrecht called for a recess at 8:31 p.m. Council reconvened at 8:45 p.m. Moved by Sarlo, seconded by Chiropolos, to approve minutes of regular meeting of the City Council held October 21, 1991, as published. Moved by Schneck, seconded by Sarlo, to adopt recommendation of Finance Committee to add the following positions to the salary ordinance: Data Processing Manager, Data Processing Computer Operator, Development Specialist; and approve re-evaluation of Permit Coordinator; and City Attorney be authorized to draft necessary ordinance. Moved by Chiropolos, seconded by Christiansen, to adopt recommendation of Engineering Committee to approve Change Order #1 to contract with Joel Kennedy Construction Corporation, 83 Ambrogio, Unit J, Gurnee, IL 60031, for construction of Oakwood Avenue Storm Sewer, to remove and replace all sidewalks along Oakwood Avenue between Des Plaines-River Road and Center Street, in the amount of $27,875/1988 Sewer Bond Funds. Moved by Chiropolos, seconded by Christiansen, to adopt recommendation of Engineering Committee to approve Change Order #1 to contract with Abbott Contractors, Inc., 1890 Techny Road, Northbrook, IL 60062, for reconstruction of Walnut Avenue pavement (Jeannette Street to Graceland Avenue) as part of the 1991 Street Reconstruction Project, to replace approximately 350 lineal feet of 1511 sanitary sewer on a force account basis in accordance with the Standard Specifications for the project, at a cost not to exceed $20, 000/1990 Street Bond Account which will be abated with MFT Funds when the work is completed. Moved by Christiansen, seconded by Schneck, to adopt recommendation of Building Code Committee, to grant request for 3' high cedar rail fence for property located at 1881 Big Bend Drive.
