MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, NOVEMBER 2, 1992 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor D. Michael Albrecht at a:15 p.m. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, November 2, 1992. ROLL CALL: Roll call indicated the following aldermen present: Childers, Christiansen, Healy, Schneck, Hardiman, Sarlo, Chiropolos, Haupt. Also present were: City Treasurer Fredricks, Acting City Manager/Comptroller Peters, Police Chief Storm, Fire Chief Clark, Public Works Commissioner Matula, Community Development Director Pagones, City Engineer Oakley, Public Safety Communications Coordinator Ornberg, and Interim City Attorney Delort. PRAYER AND PLEDGE: MINUTES: BILLS PAYABLE: BUSINESS DEVELOPMENT AGREEMENT/ WAL-MART: WARD REDIST. MAP: The opening prayer was given by City Clerk McAllister, followed by the Pledge of Allegiance to the Flag. There was also a moment of silence in memory of Fire Lieutenant Gary Hausler who passed away on November 1, 1992. Moved by Sarlo, seconded by Healy, to approve minutes of special meeting of the City Council held September 2a, 1992, as published. Corrections: Page One, Fourth Paragraph, margin heading should read: INSURANCE/EMPLOYEE & RETIREE; Line Five after the word "rates" add "for employees:;" Line Seven should read: "Two Single rates $31a.50." Upon roll call on the minutes as corrected, the vote was: AYES: a-Childers, Christiansen, Healy, Schneck, Hardiman, Sarlo, Chriopolos, Haupt NAYS: 0-None ABSENT: 0-None Motion declared carried. Moved by Sarlo, seconded by Healy, to approve minutes of regular meeting of the City Council held October 19, 1992, as published. Motion declared carried. Moved by Sarlo, seconded by Schneck, to approve minutes of Executive Session of the City Council held October 19, 1992. Motion declared carried. Moved by Schneck, seconded by Sarlo, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $1,543,546.64. Upon roll call, the vote was: AYES: a-Childers, Christiansen, Healy, Schneck, Hardiman, Sarlo, Chiropolos, Haupt NAYS: 0-None ABSENT: 0-None Motion declared carried. Moved by Schneck, seconded by Sarlo, to adopt the recommendation of Finance Committee that City enter into a sales tax incentive Business Development Agreement with Wal-Mart, Inc.; the Mayor and City Clerk be authorized to execute necessary documents; and Ordinance M-4a-92 be adopted at appropriate time this evening. Motion declared carried. Alderman Haupt abstained. Moved by Haupt, seconded by Healy, to adopt the recommendation of Committee of the Whole to accept Map "C" as drawn by Alderman Healy with Ward numbering changes subject to review by the Interim City Attorney and City Clerk. ,...... Moved by Haupt, seconded by Childers, to adopt the recommendation of License & Judicial Committee that the Legal Department's Quarterly Report be approved and requested action be taken on several of the cases as directed in executive session of committee. Motion declared carried. Moved by Hardiman, seconded by Chiropolos, to adopt the recommendation of Public Safety Committee that the loading and unloading of automobiles in C-4 Central Business District and R-5 Central Core Multiple Family District be prohibited, and Interim City Attorney be authorized to draft necessary ordinance. Motion declared carried. Moved by Hardiman, seconded by Chiropolos, to adopt the recommendation of Public Safety Committee that City Clerk be authorized to advertise for bids to sell one (1) 1982 Ford Econoline E-350 Box Van, returnable by 3:00 p.m., Friday, December 4, 1992. Moved by Childers, seconded by Christiansen, to adopt Ordinance M-46-92, AN ORDINANCE ACCEPTING THE DEDICATION OF THE WESTERLY 33 FEET OF HAWTHORNE LANE, 17 FEET NORTH OF THE NORTHERLY LINE OF RAND ROAD, EXTENDING 153 FEET. Upon roll call, the vote was: AYES: 8-Childers, Christiansen, Healy, Schneck, Hardiman, Sarlo, Chiropolos, Haupt NAYS: 0-None ABSENT: 0-None Motion declared carried.
