CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor Ted
Sherwood at 7:01 p.m. in the Eleanor Rohrbach
Memorial Council Chambers, Des Plaines Civic Center on
Monday, October 17, 1994.
ROLL CALL: Roll call indicated the following aldermen present:
Beauvais, Elstner, Curley, Sarlo, Chiropolos, Haupt.
Alderman Kisslinger was absent. Alderman Kisslinger
arrived at 7:05 p.m.
Also present were: City Treasurer Fredricks, City Manager Douthwaite,
City Comptroller Peters, Police Captain Meese, Fire Chief Farinella,
Director of Public Works Shirley, Community Development Director
D'Onofrio, City Engineer Oakley, Human Resources and Services Department
Director Merriman, and City Attorney Wiltse.

followed by the Pledge of Allegiance to the Flag.
Mayor Sherwood requested that Item 10 be removed from the
Consent Agenda.
Moved by Sarlo, seconded by Chiropolos, to establish a
Consent Agenda except for Item 10. Motion declared
carried.
Moved by Sarlo, seconded by Chiropolos, to approve the
Consent Agenda. Upon roll call, the vote was:

Moved by Haupt, seconded by Sarlo, to concur with Staff
recommendation and recommend to the City Council approval
of October 17, 1994 Warrant Register in the amount of
$1,851,053.14, and Resolution R-68-94 be adopted at
appropriate time this evening. Motion declared carried.
BUILDING CODE Alderman Christiansen, Chair
Mr. Vince Powers, 862 Webster Lane, addressed the City
Council stating that the City has a very good ordinance
in effect now regarding this matter which should be
enforced; he cautioned the aldermen to carefully review
the proposed amendments.
Mr. Dick Reddington, 546 s. Fifth Avenue, addressed the
City Council urging the aldermen to not pass the proposed
amendments but to consider his proposed alternatives.
Moved by Elstner, seconded by Curley, that the proposed
amendments to the inspection of residential property
ordinance to: 1) eliminate the requirement that owner-
occupied, single-family residences be inspected prior to
sale; 2) provide for annual inspections of common areas,
mechanical rooms, and so on (but not individual units)

to grant request for Fence Variation to permit
construction of 50 feet of 6' high fence southerly with
the northerly 25 feet being 3 1/2' high on property
located at 1173 Walnut Street. Motion declared carried.
Petitioner Jeff Beauvais addressed the City Council
regarding this matter.
Moved by Sarlo, seconded by Chiropolos, to concur with
Staff recommendation and recommend to the City Council
to permit construction of a 6' high solid opaque wood
fence along the entire east property line (60') and then
continue west along the front property line (Devon
Avenue) approximately 110' and at the corner between the
south and east property line the fence be pulled back at
least 10' then run at a 45 degree angle to that portion
of the fence along Devon Avenue, on property located at
2184 Devon Avenue. Motion declared carried (Alderman
Beauvais abstained -conflict of interest) .
COMMUNITY DEVELOPMENT Alderman Sarlo, Chair
Moved by Chiropolos, seconded by Haupt, to concur with
Staff recommendation and recommend to the City Council
that contract with Land Design Collaborative, Inc., 1563
Sherman Avenue, Evanston, IL 60201 (approved on April 18,
1994) , to provide Streetscape Design Services, be amended
to add Phases III and IV which will include Design
Development and Preparation of Plans and Specifications
for bidding, in the amount of $83,500 (TIF Tax Allocation
#1 Fund). Motion declared carried.

Staff recommendation and recommend to the City Council
that City Code be amended to require property owners to
cut the grass in the parkway immediately adjacent to
their front or side yard, as necessary, so that the grass
does not exceed six ( 6) inches in height. Motion
declared carried (final action on this matter will come
under Consent Agenda on November 7, 1994).
