CIVIC CENTER, MONDAY, OCTOBER 5 1 1992
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor D.
Michael Albrecht at 8:25 p.m. in the Eleanor Rohrbach
Memorial Council Chambers, Des Plaines Civic Center on
Monday, October 5, 1992.
ROLL CALL: Roll call indicated the following aldermen present:
Childers, Christiansen, Healy, Schneck, Hardiman, Sarlo,
Chiropolos, Haupt.
Also present were: City Treasurer Fredricks, Police Chief Storm, Fire
Chief Clark, Public Works Commissioner Matula, Community Development
Director Pagones, Assistant City Engineer Machut, Human Resources and
Services Department Director Panouses, Public Safety Communications
Coordinator Ornberg, and Interim City Attorney Delort.

The opening prayer was given by Father Thomas Hoffman,
St. Zachary Catholic Church, followed by the Pledge of
Allegiance to the Flag.
Moved by Sarlo, seconded by Schneck, to approve minutes
of regular meeting of the City Council held September 21,
1992, as published. Correction: Page Four, Paragraph
Six, Line Five, should read: AYES: 5-Childers,
Christiansen, Healy, Schneck, Albrecht. Following
correction, motion declared carried.
Moved by Sarlo, seconded by Healy, to approve minutes of
Executive Session of the City Council held September 21,
1992. Motion declared carried.
Moved by Sarlo, seconded by Childers, to hold minutes of
special meeting of the City Council held September 28,
1992, for further review. Motion declared carried.
Moved by Schneck, seconded by Sarlo, to adopt the
following resolution: BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND
ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total:
$1,580,212.14. Upon roll call, the vote was:
AYES: 8-Childers, Christiansen, Healy, Schneck,
Hardiman, Chiropolos, Haupt

Moved by Childers, seconded by Healy, to adopt the
recommendation of Municipal Development Committee to
concur with recommendation of Des Plaines Plan
Commission, to approve dedication of 33' of northwest
corner of Hawthorne Lane at Rand Road, as 1/2 of the
street, and Interim City Attorney be authorized to draft
necessary ordinance. Motion declared carried.
Moved by Childers, seconded by Healy, to adopt the
recommendation of Municipal Development Committee to
accept public improvements of detention pond, storm
sewer, sanitary sewer, water main and curb and gutter,
for Symons Corporation Subdivision, 250 E. Touhy Avenue,
and Surety Bond in the amount of $83,007.50 be released.
Upon roll call, the vote was:

Moved by Chiropolos, seconded by Hardiman, to adopt the
recommendation of Engineering Committee that City Clerk
be authorized to bid for Ira Brown Subdivision Water Main
Improvements, returnable by 10: 00 a. m. on Monday, October
19, 1992. Motion declared carried.
Moved by Chiropolos, seconded by Christiansen, to adopt
recommendation of Engineering Committee to purchase 100
Liberty Pumps from Liberty Pumps, 7303 Lake Road, Bergen,
NY 14416, at a cost of $130 per pump, to be offered to
homeowners who received stormwater infiltration violation
notices at no cost providing they install the pumps
themselves. Upon roll call, the vote was:

Moved by Childers, seconded by Sarlo, to adopt the
recommendation of Public Works Committee, to award
contract for Preventive Maintenance of Heating and Air
Conditioning Systems to low bidder, Raeco, Inc., 1240
Rand Road, Des Plaines, as follows: Civic Center -
$6,740; Police Building, $1,000; Public Works Facility,
$980; Transit Center, $660; for a total yearly cost of
$9,380, plus hourly rate--business hours of $48.00 and
hourly rate--non-business hours of $72.00; and bid
bonds/checks be returned to unsuccessful bidders. Upon
roll call, the vote was:

Hardiman, Sarlo, Chiropolos, Haupt

Moved by Childers, seconded by Sarlo, to adopt the
recommendation of Public Works Committee to concur with
recommendation of Public Works Commissioner to pay bill
to Bertholds Nursery, 434 E. Devon Avenue, Elk Grove, IL
60007, in the amount of $1, 267. 20 for replacement of
stolen plants; and in the future Police reports must be
filed for stolen City-owned property. Upon roll call,
the vote was:

Hardiman, Sarlo, Chiropolos, Haupt

Moved by Childers, seconded by Haupt, to adopt the
recommendation of Public Works Committee to keep the
present system in the second year of City's Waste Hauling
Contract with the contracted increase of $.23 ($8.04 to
$8.27), effective March 1, 1993. Upon roll call, the
vote was:

Hardiman, Sarlo, Chiropolos, Haupt

Moved by Christiansen, seconded by Schneck, to adopt the
recommendation of Building Code Committee that various
changes be made to the Building Code regarding sump pumps
and Ordinance B-4-92, with revisions as outlined in memo
from Louis M. Pagones, Director of Community Development,
to Interim City Attorney Mat Delort, dated October 1,
1992, be adopted at appropriate time this evening.

send a letter to the Solid Waste Agency of Northern Cook
County (SWANCC) requesting copies of all their executive
meeting minutes from September 28, 1989 to the present
(previously requested by Alderman Chiropolos in his
letter to SWANCC of September 28, 1992) , and Interim City
Attorney be authorized to research what legal options the
City has if SWANCC does not respond within seven ( 7)
days. Motion declared carried.
Mayor Albrecht referred the refunding of building permit
bond for 707 Greenview Avenue to the Building Code
Committee.
Moved by Haupt, seconded by Chiropolos, to go into
Executive Session to discuss pending litigation,
collective bargaining and employment of an employee.
Upon roll call, the vote was:

City Attorney be authorized to proceed with pending
litigation as discussed in executive session. Motion

the proposed 9-1-1 Dispatchers contract, and Interim City
Attorney be authorized to prepare necessary resolution.
