MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, SEPTEMBER 28, 1992 CALL TO ORDER: The Special Meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor D. Michael Albrecht at 7:10 p.m. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, September 28, 1992. ROLL CALL: Roll call indicated the following aldermen present: Childers, Christiansen, Healy, Schneck, Hardiman, Chiropolos, Haupt. Alderman Sarlo was absent. Also present were: Acting City Manager Peters, Human Resources and Services Department Director Panouses, Interim City Attorney Delort, Insurance Consultant James Goodman. PURPOSE: SUSPEND THE RULES: INSURANCE RETIRED ELECTED OFFICIALS: INSURANCE/ EMPLOYEE~ RETIREE:/)11_ Mayor Albrecht announced that the purpose of the Special Meeting was to discuss Employee-Retiree Health Insurance. Moved by Childers, seconded by Christianson to suspend the rules and allow the public to speak on the matter for a period of five ( 5) minutes each. Motion declared carried. Seven (7) persons spoke before Council for a total of forty-five (45) minutes, those being: Thomas Farinella, Chairman of Employee Insurance Committee; Linda Laffey, representative of Retiree's Association; Richard Arthur, President of Retiree's Association; Daniel Kisslinger, former Des Plaines Alderman; Charles Scott, former Public Works employee; William Prim, Secretary-Treasurer Combined Counties Police Association; Thomas Barrett, President Professional Fire Fighters Association. Moved by Chiropolos, seconded by Schneck, that there be no change in benefits for retired elected officials. Motion declared carried. Moved by Schneck, seconded by Chiropolos, to accept proposal for health insurance and life insurance benefits to become effective October 1, 1992: Blue Cross-Blue Shield for administration of city PPO Health Insurance Program at the followin rates· Single rate $161.72; ~~ily rate $457.65. Blue Cross-Blue Shield for u"'('CJ.-\-~ Retirees: Single rate $165.50; Two Single rates $331.~~-· fcil-Family rate $445. 4 7; Medicare Supplement $119. 32; Two Medicare Supplements $@ 38 6~; One (1) Single and (1) Medicare ~-ff>'»J&J, J'f 'IS;n~. ·3;;;..,~ j)m_ 11318.J~ In addition, Delta Dental of Illinois, Inc. will be ~ retained with a two-year rate of $8.97 for single and $19.82 for family coverage. Also to accept proposal from Fort Dearborn Life Insurance Company to provide full term life insurance coverage at a rate of $.304/thousand; $.04/thousand for Accidental Death and Dismemberment Coverage. A phase-in period for increased cost of Retiree's two (2) Medicare Supplements and one (1) HMO Family coverage will be provided over a nine (9) month period; and, established Employee-Retiree Committee will remain in tact. Moved by Childers, seconded by Christiansen, to recess until call of the chair. Motion declared carried. Alderman Chiropolos and Haupt voted no. Council recessed at 8:23 p.m. Council reconvened at 8:28 p.m. INSURANCE EMPLOYEE- RETIREE: (can't) ADJOURNMENT: 266. 9/28/92 PAGE TWO Upon roll call, the vote was: AYES: 7-Childers, Christiansen, Healy, Schneck, Hardiman, Chiropolos, Haupt NAYS: 0-None ABSENT: 0-Sarlo Motion declared carried. Moved by Healy, seconded by Schneck, to accept proposal from American Drug Stores, Inc. to provide for prescription drug services through their OSCO stores at rate of $12.50. Upon roll call the vote was: AYES: 6-Childers, Christiansen, Healy, Schneck, Hardiman, Chiropolos NAYS: 0-None ABSENT: 0-Sarlo ABSTAIN:l-Haupt Motion declared carried. Moved by Childers, seconded by Christiansen, that the Special Meeting of the City Council adjourn. Motion declared carried. Meeting adjourned at 8:32 p.m. Joanne M.
