MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, TUESDAY, AUGUST 31, 1993 CALL TO ORDER: The Special Meeting of the City Council of the City of Des Plaines was called to order by Mayor Ted Sherwood at 7:01 p.m. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Ci vie Center on Tuesday, August 31, 1993. ROLL CALL: Roll call indicated the following aldermen present: Beauvais, Christiansen, Elstner, Curley, Sarlo, Chiropolos, Haupt. Alderman Kisslinger was absent. Also present was: City Manager Douthwaite, City Comptroller Peters, Deputy Police Chief Randolph, Fire Chief Clark, City Engineer Oakley, and Human Resources and Services Department Director Panouses. PURPOSE: CONSENT AGENDA: BID AWARD/ BIRCH ST.- KENNICOTT ST. RECONSTRUC.: Consent Agenda BID AWARD/ IRA BROWN PHASE II IMPROVEMENTS: Consent Agenda CHANGE ORDER #1/180 E. THACKER REMEDIATION PROJECT: consent Agenda Mayor Sherwood announced that the purpose of the Special Meeting was: a. Consent Agent (various bid items previously approved under Committee of the Whole on August 16, 1993) b. Appointment of Fire Chief c. Provisions of Public Health Services d. Capital Improvements Program Moved by Sarlo, Consent Agenda. seconded by Curley, to Motion declared carried. establish a Moved by Beauvais, seconded by Christiansen, to approve the Consent Agenda. Upon roll call, the vote was: AYES: 7-Beauvais, Christiansen, Elstner, Curley, Sarlo, Chiropolos, Haupt NAYS: 0-None ABSENT: 1-Kisslinger Motion declared carried. Moved by Beauvais, seconded by Christiansen, to concur with recommendation of Committee of the Whole on August 16, 1993, and award bid for Birch Street and Kennicott Court Street Reconstruction to the lowest bidder, DiPaolo Company, 4350 DiPaolo Center, Glenview, IL 60025, in the amount of $385,385/Street and Water Bond Funds. Motion declared carried as approved unanimously under Consent Agenda. Moved by Beauvais, seconded by Christiansen, to concur with recommendation of Committee of the Whole on August 16, 1993, and award bid for Ira Brown Phase II Water System Improvements to the lowest bidder, Swallow Construction Corporation, 312 E. 18th Street, Lombard, IL 60148, in the amount of $359,161/Water Funds. Motion declared carried as approved unanimously under Consent Agenda. Moved by Beauvais, seconded by Christiansen, to concur with recommendation of Committee of the Whole on August 16, 1993, and approve Change Order #1 to contract with Plote, Inc., 1000 Brandt Drive, Elgin, IL 60120, for 180 E. Thacker Street Remediation Project, for removal and disposal of additional special waste below the limits of excavation shown on contract plans, in the amount of $115,976; and approve addition to contract with construction engineers, Patrick Engineering, 346 Taft Avenue, Glen Ellyn, IL 60137, to provide additional inspection and surveying services to supervise and document this work, in the amount of $3,600; source of funding is Sewer Bonds and Water Fund. Motion declared carried as approved unanimously under Consent Agenda. APPOINTMENT OF FIRE CHIEF: PUBLIC HEALTH SVS. : PRESENTATION OF PLAQUE/ FIRE CHIEF CLARK: CAPITAL IMPROVEMENTS NEEDS ASSESSMENT: 3 1 • 8/31/93 PAGE TWO Moved by Sarlo, seconded by Chiropolos, to concur with Mayor Sherwood's appointment of Deputy Fire Chief Tom Farinella as Fire Chief (Fire Chief David Clark will retire on September 3, 1993). Motion declared carried. Human Resources and Services Department Director Panouses reviewed her memo to Mayor Sherwood of August 10, 1993, regarding her City Public Health Service Study. After discussion, it was the consensus of the aldermen that more information is needed regarding this matter. Director Panouses was directed to: a. Contact School District #62 to see why they don't provide various health services to the parochial schools in Des Plaines. b. Do a survey of all communities in the northwest suburbs to see if they have a nurse and/or what health services they provide. c. Contact Cook County to see why they don't provide the same health services to Cook County suburbs as they do to Chicago. Moved by Curley, seconded by Christiansen, to suspend the rules to permit the public to address the Council for two minutes. Motion declared carried. Mr. Joe Pittner, 825 Center Street, addressed the Council expressing his displeasure at the unethical way the City health nurse was discharged without adequate public notification. Director Panouses stated that the City health nurse resigned and only gave two weeks notice, so extensive notification was not possible. Mr. Jack Flynn, 1271 Fargo Avenue, addressed the Council questioning whether the City health nurse had reimbursed the City for a future seminar registration fee. Director Panouses stated that there was a reimbursement made to the City. Mayor Sherwood presented retiring Fire Chief David Clark with a plaque of appreciation for his 31 years of faithful and devoted service to the City of Des Plaines. City Manaqer Douthwaite reviewed his memo to the Mayor and City Council of August 19, 1993, regarding his Capital Improvement Needs Assessment. Following discussion, it was the consensus of the aldermen that several meetings are necessary to thoroughly discuss this matter. Alderman Haupt, as Chairman of the Finance Committee, called for three Committee of the Whole meetings -September 9, September 16, and a Special Meeting of the City Council on September 27 (later changed to Committee of the Whole meetings on September 13 and September 22 and Special Meeting of the City Council on September 27). Moved by Chiropolos, seconded by Sarlo, to suspend the rules to permit the public to address the Council. Motion declared carried. Mr. Jack Flynn, 1271 Fargo Avenue, addressed the Council urging them not to rush into any decisions on the revenue alternatives. Mr. Richard Ahlman, 314 Columbia Avenue, addressed the Council stating that revenue enhancements are much needed; something has got to be done to fund the capital improvement project. Mr. Carl Gully, 1408 Wedgewood Avenue, addressed the Council stating that he didn't hear anything about tax cuts; we should be reducing taxes not raising them. ~ CAPITAL IMPROVEMENTS (Cont'd.) Moved by Beauvais, seconded by Sarlo, that the Special meeting of the City Council adjourn. Motion declared carried.
