The regular meeting of the City Council of the City
of Des Plaines, Illinois, was called to order by
Mayor D. Michael Albrecht at 8:24 p.m. in the
Eleanor Rohrbach Memorial Council Chambers,
Des Plaines Civic Center on Monday, August 19, 1991.
Roll call indicated the following aldermen present:
Childers, Christiansen, Healy, Schneck, Hardiman,
Sarlo, Chiropolos, Haupt.
Also present were: City Treasurer Fredricks, City Manager Asaro, City
Comptroller Peters, Commissioner of Public Works Matula, Fire Chief
Clark, Police Chief Storm, Community Development Director Pagones, City
Engineer Oakley, Human Resources and Services Liaison Boho, and Corporate
Attorney Odelson.

Moved by Sarlo, seconded by Chiropolos, to approve
minutes of regular meeting of the City Council held
August 5, 1991, as published. Motion declared carried.
Moved by Schneck, seconded by Sarlo, to adopt the
following resolution: BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING
BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY
CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR
SAME. Total: $1,728,715.28. Upon roll call, the vote

and one (1) 2032B Copier for a total of $29,424, plus
$5,279 for yearly maintenance agreement, contingent
upon cost comparisons from written proposals received
from other copier companies for like equipment. Upon
roll call, the vote was:

sticker discounts to disabled American veterans at a
fee of $3.00; only one (1) vehicle discount per veteran;
proof of veteran's disability be submitted at time of
first application; and City Attorney be authorized to
draft necessary ordinance. Motion declared carried.
Moved by Schneck, seconded by Sarlo, to adopt the
recommendation of Finance Committee that Mayor and City
Clerk be authorized to execute agreement with Illinois
Department of Central Management Services to allow
City's ESDA (Emergency Services Disaster Agency) to
purchase surplus equipment as needed through the FederaJ
Assistance Program. Upon roll call, the vote was:

Treasurer $3,600 and then 5% increase in 1994,
1995, and 1996
City Clerk $37,400 and then 5% increase in 1994,
1995, and 1996
Mayor $53,000 plus $2,500 and then 5%
increase in 1994, 1995, and 1996
And City Attorney be authorized to draft necessary
ordinance.

motion be deferred and the Administration survey
communities in the northwest suburbs to determine the
salaries of their elected officials.
Moved by Sarlo, seconded by Childers, to adopt the
recommendation of Municipal Development Committee to
concur with recommendation of Des Plaines Zoning Board
of Appeals re Case 91-28-V that request for variation
to allow oversized detached garage on property located
at 60 E. Fletcher Drive be denied. Motion declared
carried.
Moved by Sarlo, seconded by Childers, to adopt the
recommendation of Municipal Development Committee to
concur with recommendation of Des Plaines Zoning Board
of Appeals re Case 91-29-A that a text amendment be
made to the Zoning Ordinance to permit ground level
flammable fuel storage tanks as a special use only with
a maximum of 2,500 gallons, and City Attorney be
authorized to draft necessary ordinance. Motion
declared carried.

recommendation of Municipal Development Committee that
the public improvement surety for the 14th Addition
to the McKay-Nealis Subdivision, 2250-2256 Sprucewood
Avenue, be reduced by $8,331.94, leaving a balance of
$6,147.81 to cover the second driveway and drainage
swale grading. Upon roll call, the vote was:

$83,169, and bid bonds/checks be returned to unsuccess-

3-4-24 -Water Use Restrictions and Penalty, of the
City Code be amended to add: "Specifically exempt from
the requirements are hand held hoses or sprinkling
cans," and Ordinance M-35-91 be adopted at appropriate
time this evening. Motion declared carried.

recommendation of Public Works Committee that Section
8-4-10 -Garbage, Yard Waste and Composition, of the
City Code be amended to read in Subsection (A):
"with four (4) or less units," and City Attorney be
authorized to draft necessary ordinance. Motion

Moved by Childers, seconded by Sarlo, to adopt the
recommendation of Public Works Committee to accept
proposal from Southern Refrigeration Heating & Air
Conditioning, 22 Washington Court, Streamwood, IL
60107, for air conditioning maintenance contract for
Civic Center and Police Department, in the amount of
$11,190 per year, and Purchase Order #69824 be
ratified. Upon roll call, the vote was:

recommendation of Public Safety Committee that Section
10-5-17 -Parking Prohibited in Designated Places,
of the City Code be amended as follows: "no parking on
the north side of Algonquin Road, Southeast Place to
Wisconsin Central Railroad tracks" to read "no parking
on north side of Algonquin Road, Third Avenue to
Wisconsin Central Railroad tracks," and City Attorney
be authorized to draft necessary ordinance. Motion

recommendation of Public Safety Committee that Section
10-5-5 (G) -Restricted Parking -Various Hours, of
the City Code be amended to change no parking on north
side of Lee Street, 225' north of Touhy Avenue to
Howard Street from 10 p.m. to 9 a.m. daily, to no
parking on north side of Lee Street, 225' north of
Touhy Avenue to Howard Street from 10 p.m. to 6 a.m.,
and City Attorney be authorized to draft necessary
ordinance. Motion declared carried.

recommendation of Public Safety Committee to rescind
parking exemption for motor homes, campers, recreation-
al vehicles from overnight parking on residential
streets over 8,100 lbs and exceeding tweniy7one fee t in
length and City Attorney be authorized to draft
necessary ordinance. Motion declared carried.

recommendation of Public Safety Committee that Perry
Street from Lee Street to Graceland Avenue be changed
from one-way to two-way traffic and appropriate stop
signs be installed, and City Attorney be authorized
to draft necessary ordinance. Motion declared
carried.
