IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL
CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY,
AUGUST 1, 1994
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor
Ted Sherwood at 7:00 p.m. in the Eleanor Rohrbach
Memorial Council Chambers, Des Plaines Civic Center on
Monday, August 1, 1994.
ROLL CALL: Roll call indicated the following aldermen present:
Beauvais, Elstner, Kisslinger, Curley, Sarlo, Chiropolos,
Haupt. Alderman Christiansen was absent.
Also present were: City Manager Douthwaite, City Comptroller Peters,
Police Chief Sturlini, Fire Chief Farinella, Director of Public Works
Shirley, Community Development Director D'Onofrio, Sr. Civil Engineer
Kaszuba, Human Resources and Services Department Director Merriman ,

The opening prayer was given by City Clerk McAllister,
followed by the Pledge of Allegiance to the Flag.
Moved by Sarlo, seconded by Elstner, to adopt Resolution
R-46-94, expressing the gratitude and deep appreciation
to Police Chief Jack Storm for his exemplary and
unparalleled record of dedicated service and wishing him
best wishes for his good health and happiness upon his
retirement on August 5, 1994. Motion declared carried.
Mayor Sherwood presented Police Chief Jack Storm with a
plaque and expressed the City's appreciation for his
dedication and loyalty for the past 33 years of service.
Alderman Chiropolos requested that Items 4 and 4a be
removed from the Consent Agenda.
Moved by Sarlo, seconded by Beauvais, to establish a
Consent Agenda except for Items 4 and 4a. Motion
declared carried.
Moved by Beauvais, seconded by Elstner, to approve the
Consent Agenda. Upon roll call, the vote was:

The minutes are approved. The Staff recommendations and
requests are approved; Ordinances T-6-94 and Z-9-94 are
placed on First Reading; and Resolution R-47-94 is
adopted.

minutes of regular meeting of the City Council held July
18, 1994, as published. Motion declared carried as
approved unanimously under Consent Agenda.
Moved by Sarlo, seconded by Chiropolos, to approve
minutes of special meeting of the City Council held July
19, 1994, as published. Motion declared carried as
approved unanimously under Consent Agenda.

At the request of Alderman Chiropolos, Chairman of the
Engineering Committee, the request for no parking along
north side of Stone Street from Wolf Road to 125 1 west
of Wolf Road and the placing on First Reading of
Ordinance T-7-94, AN ORDINANCE AMENDING SCHEDULE I, OF
SECTION 10-5-17 "PARKING PROHIBITED IN DESIGNATED
PLACES," OF THE CITY CODE OF DES PLAINES, TO ADD THERETO
"STONE STREET, FROM WOLF ROAD WEST 125 FEET, NO PARKING
NORTH SIDE OF STREET," was put on hold and will appear
under the Consent Agenda on August 15, 1994.
Moved by Beauvais, seconded by Elstner, to concur with
Staff recommendation and approve 1994-95 Community
Development Block Grant Budget in the amount of $355,000
as presented at a Public Hearing held on July 18, 1994.
Motion declared carried as approved unanimously under
Consent Agenda.
Moved by Beauvais, seconded by Elstner, to concur with
Staff recommendation and authorize Mayor to sign 1994
Community Development Block Grant (CDBG) application and
its attached certifications and submit same to U.S.
Department of Housing and Urban Development (HUD); and
further recommend to adopt Resolution R-47-94, A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DES
PLAINES, authorizing this action. Motion declared
carried as approved unanimously under Consent Agenda.
Moved by Beauvais, seconded by Elstner, to concur with
Staff recommendation and grant request for two variations
to permit construction of 17' x 31' patio at rear of
property located at 1020 Carlow Drive, as follows: 1)
permit patio to extend 17 1 from building (code permits
a maximum of 15'); and 2) permit a 527 sq. ft. patio
(code permits a maximum of 344 sq. ft.). Motion declared
carried as approved unanimously under Consent Agenda.
Moved by Beauvais, seconded by Elstner, to concur with
Staff recommendation and accept 65% of public
improvements for Gawrylczyk Resubdivision, 2145 Douglas
Avenue, which would cover the water service, driveway
approaches, sewer construction, trench backfill, and
parkway restoration; and $37, 767. 44 be released from
Letter of Credit, leaving a balance of $20,336.31.
Motion declared carried as approved unanimously under
Consent Agenda.
Moved by Beauvais, seconded by Elstner, to concur with
Staff recommendation and award bid for Perry Street-
Westgate Road Water System Improvements to the lowest
bidder, Trine Construction Corporation, 1 S 420 Shaffner
Road, Wheaton, IL 60187, in the amount of
$349,687.65/Water Fund. Motion declared carried as ~

VARIATION TO SECTIONS 3.2.4.2, 3.2.4.3, AND 3.2.4.4 OF
THE CITY OF DES PLAINES ZONING ORDINANCE, TO PERMIT THE
CONSTRUCTION OF A ROOM ADDITION WHICH WILL RESULT IN A
1.94 FOOT SIDE YARD (INCLUDING 3 FOOT EAVE) INSTEAD OF
THE REQUIRED 5 FOOT SIDE YARD; A 21.2 FOOT REAR YARD,
INSTEAD OF THE REQUIRED 22 .1 FOOT REAR YARD; AND LOT
COVERAGE OF 32. 6 PERCENT INSTEAD OF THE MAXIMUM ALLOWABLE

Mayor Sherwood declared that the City Council was now
resolved into a Committee of the Whole.
FINANCE & ADMINISTRATION Alderman Haupt, Chair
Moved by Haupt, seconded by Sarlo, to concur with Staff
recommendation and recommend to the City Council approval
of August 1, 1994 Warrant Register in the amount of
$1, 684, 981.13, and Resolution R-48-94 be adopted at
appropriate time this evening. Motion declared carried.
COMMUNITY DEVELOPMENT Alderman Sarlo, Chair
Petitioner Michael Bozzi addressed the City Council
regarding this matter.
Moved by Beauvais, seconded by Chiropolos, to concur with
recommendation of Des Plaines Plan Commission and Zoning
Board of Appeals and recommend to the City Council re
Zoning Case 94-27-SU to grant request for Special Use to
permit a quick oil change facility at 1263 s. Elmhurst
Road in a C-2 Commercial Zoning District, subject to the
following conditions:
1. All stored and/or unlicensed vehicles are to be
removed from the property. Vehicle storage is not a
permitted use under this Special Use permit. Staff will
recommend revocation of this permit in the event vehicles
are stored on the property;
2. The driveway is to be reconstructed with a radii of
twenty (20) feet and with a width of twenty-four (24)
feet, in accordance with current !DOT geometric and
Bureau of Traffic permit standards;
3. The entire hard surf ace of the parking area and
access lanes is to be resurfaced as to be capable of
being maintained in a broom clean condition without
potholes;
4. A continuous Combination Concrete Curb and Gutter,
type B-6.12 is to be installed around the entire
perimeter of the parking lot;
5. The parking lot resurfacing and curb and gutter
installation may require connection to the City's storm
sewer system, as well as approved drainage plans;
6. On the north, south and east sides, there is to be
a 3.5 foot landscaped strip between the curb and gutter
and the property lines;
7. The striped parking spaces directly south of the
building are to be eliminated;
8. All parking spaces, access aisles, and ingress and
egress lanes must be clearly designated and/or striped
in accordance with Section 9.1.8.4.1 of the Des Plaines
Zoning Ordinance;

council back in session.

recommendation of Committee of the Whole to adopt
Resolution R-48-94, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND
ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total:
$1,684,981.13. Upon roll call, the vote was:
