MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, JULY 15, 1991 The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor D. Michael Albrecht at 8:17 p.m. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, July 15, 1991. Roll call indicated the following aldermen present: Childers, Christiansen, Healy, Schneck, Hardiman, Sarlo, Chiropolos, Haupt. Also present were: City Treasurer Fredricks, City Manager Asaro, City Comptroller Peters, Commissioner of Public Works Matula, Fire Chief Clark, Police Chief Storm, Community Development Director Pagones, Human Resources and Services Director Panouses, and City Attorney Kolman. PRAYER AND PLEDGE: MINUTES: BILLS PAYABLE: ZONING CASE 91-15-A TEXT AMEND.: AMENDMENTS/ Z-4-91 800 S. D.P.- RIVER ROAD: The opening prayer was given byFatherJoseph McGinnity, St. Zachary's Church, followed by the Pledge of Allegiance to the Flag. Moved by Childers, seconded by Sarlo, to approve minutes of regular meeting of the City Council held July 1, 1991, as published. Motion declared carried. Moved by Schneck, seconded by Christiansen, to adoptthe following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR 1 SAME. Moved by Sarlo, seconded by Childers, to adopt the recommendation of Municipal ·Development Committee to concur with recommendation of Des Plaines Zoning Board of Appeals re Case 91-15-A to approve text amendment to permit a children's indoor amusement park with rides, games and restaurant in C-3 Commercial Regional Shopping District as a Special Use only, and Ordinance Z-8-91 be adopted at appropriate time this evening. Motion declared carried. Moved by Sarlo, seconded by Childers, to adopt the recommendation of Municipal Development Committee to amend Ordinance Z-4-91 (adopted by the City Council on April 1, 1991), i.e. remove wording indicating a minimum rent for the complex, a clause forbidding the dispensation of drugs at the complex, new wording to require security at the complex, and omit wording that residents shall not pay for utilities; and Ordinance Z-4-91, as amended, be adopted at appropriate time this evening. Motion declared carried. ENVIRONMENTAL CONSULTANT/ WEST SCHOOL: FENCES/NORTH & SOUTH GOLF CUL-DE-SACS: STATE OF ILLINOIS STREET MAINTENANCE AGREEMENT: LEASE EXTENSION/ U.S. DEPT. OF LABOR: JURISDICTION TRANSFER/DEVON AVE.-HIGGINS TO RIVER: PAGE TWO . 81. 7/15/91 Moved by Childers, seconded by Sarlo, to adopt the recommendation of Public Works Committee to accept proposal from Turnkey Environmental Consultants, Inc., 500 W. Central Road, Mt. Prospect, IL 60056, to conduct a Phase I Environmental Assessment of the West School building and property, Second Avenue and Thacker Street, for a fee of $1,800, contingent upon acknowledgement from School District #62 that they would hold the City harmless for any removal of environmental hazards. Adopt resolution appropriating the City's share of the construction cost, which is $629,250/1987 Sewer Bond account. 2. Adopt ordinance prohibiting parking along Touhy Avenue within the limits of the improvement. 3. Adopt ordinance prohibiting the discharge of sanitary or industrial waste into any storm sewer constructed as a part of the improvement. 4. Moved by Christiansen, seconded by Hardiman, to adopt recommendation of Building Code Committee that Section 33.1-1 (Page 206C) of the Building Code be amended to suspend enforcement of cited Rule 211.3 a 4 of ANSI (American National Standards Institute), as it applies to existing elevators only, for a period of seven (7) years beginning July 15, 1991; this seven (7) year suspension shall be reviewed by the Building Code Committee no later than three (3) years after July 15, 1991, and in the meantime, Staff to research procedures conducted by other municipal- ities; and City Attorney to draft necessary ordinance.
