CIVIC CENTER, MONDAY, JULY 15, 1991
The regular meeting of the City Council of the City
of Des Plaines, Illinois, was called to order by
Mayor D. Michael Albrecht at 8:17 p.m. in the
Eleanor Rohrbach Memorial Council Chambers,
Des Plaines Civic Center on Monday, July 15, 1991.
Roll call indicated the following aldermen present:
Childers, Christiansen, Healy, Schneck, Hardiman,
Sarlo, Chiropolos, Haupt.
Also present were: City Treasurer Fredricks, City Manager Asaro, City
Comptroller Peters, Commissioner of Public Works Matula, Fire Chief
Clark, Police Chief Storm, Community Development Director Pagones, Human
Resources and Services Director Panouses, and City Attorney Kolman.

recommendation of Municipal ·Development Committee to
concur with recommendation of Des Plaines Zoning Board
of Appeals re Case 91-15-A to approve text amendment
to permit a children's indoor amusement park with
rides, games and restaurant in C-3 Commercial Regional
Shopping District as a Special Use only, and Ordinance
Z-8-91 be adopted at appropriate time this evening.

Moved by Sarlo, seconded by Childers, to adopt the
recommendation of Municipal Development Committee to
amend Ordinance Z-4-91 (adopted by the City Council
on April 1, 1991), i.e. remove wording indicating a
minimum rent for the complex, a clause forbidding the
dispensation of drugs at the complex, new wording
to require security at the complex, and omit wording
that residents shall not pay for utilities; and
Ordinance Z-4-91, as amended, be adopted at appropriate
time this evening. Motion declared carried.

recommendation of Public Works Committee to accept
proposal from Turnkey Environmental Consultants, Inc.,
500 W. Central Road, Mt. Prospect, IL 60056, to
conduct a Phase I Environmental Assessment of the
West School building and property, Second Avenue and
Thacker Street, for a fee of $1,800, contingent upon
acknowledgement from School District #62 that they
would hold the City harmless for any removal of
environmental hazards. Upon roll call, the vote was:

approximately 600 lineal feet (exact amount to be
determined by surveyor) of 6' high chain link fence
on City right-of-way along railroad on North and South I
Golf Cul-de-Sacs, in the amount of $10.30 per lineal i
foot. Upon roll call, the vote was:

amount of $39,411, and Mayor and City Clerk be
authorized to execute necessary documents. Upon roll
call, the vote was:

U.S. Department of Labor future leases. Upon roll
call, the vote was:

River Road); Mayor and City Clerk be authorized to
execute Letter of Agreement; and City Attorney be
authorized to draft necessary ordinance.

Moved by Chiropolos, seconded by Hardiman, to
adopt recommendation of Engineering Committee that
Mayor and City Clerk be authorized to execute agree-
ment with Illinois Department of Transportation (IDOT)
accepting jurisdiction and maintenance responsibili-
ties for Wolf Road from Touhy Avenue south to the
City's corporate limits, and the following action be
taken:
1. Adopt resolution appropriating the City's share
of the construction cost, which is $629,250/1987
Sewer Bond account.
2. Adopt ordinance prohibiting parking along Touhy
Avenue within the limits of the improvement.
3. Adopt ordinance prohibiting the discharge of
sanitary or industrial waste into any storm sewer
constructed as a part of the improvement.
4. Adopt ordinance prohibiting encroachments within
the limits of the improvement.
City Attorney be authorized to draft necessary

to unsuccessful bidders. Upon roll call, the vote

recommendation of Building Code Committee that
Section 33.1-1 (Page 206C) of the Building Code be
amended to suspend enforcement of cited Rule 211.3 a
4 of ANSI (American National Standards Institute),
as it applies to existing elevators only, for a
period of seven (7) years beginning July 15, 1991;
this seven (7) year suspension shall be reviewed by
the Building Code Committee no later than three (3)
years after July 15, 1991, and in the meantime, Staff
to research procedures conducted by other municipal-
ities; and City Attorney to draft necessary ordinance.

recommendation of Building Code Committee to grant
request for 4' high picket fence, 2' off sidewalk on
north property line, l' off sidewalk on east property 1
line and slopped to 2-1/2' high at front building
line, for property located at 680 Nelson Lane.

recommendation of Building Code Committee to grant
request for 2-1/2' high split rail fence, l' off
sidewalk, for property located at 1356 E. Wicke
