CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor D.
Michael Albrecht at 8:15 p.m. in the Eleanor Rohrbach
Memorial Council Chambers, Des Plaines Civic Center on
Monday, July 6, 1992.
ROLL CALL: Roll call indicated the following aldermen present:
Childers, Christiansen, Healy, Schneck, Hardiman, Sarlo,
Haupt. Alderman Chiropolos was absent.
Also present were: Acting City Manager/City Attorney Kolman, Assistant
Comptroller Placko, Public Works Commissioner Matula, Fire Chief Clark,
Police Chief Storm, Community Development Director Pagones, City Engineer
Oakley, Human Resources and Services Department Director Panouses, and
Public Safety Communications Coordinator Ornberg.

to the Flag.
Moved by Sarlo, seconded by Childers, to approve minutes
of regular meeting of the City Council held June 15,
1992, as published. Correction: Page Three, Paragraph
Two, Line Four, should read: "it would be in the
builders' best interest." Following correction, motion
declared carried.

Executive Session of the City Council held June 15, 1992.

$14, 855, and bid bonds/checks be returned to unsuccessful
bidders. Upon roll call, the vote was:

Attorney for the petitioner, Robert Di Leonardi, addressed
the Council and stated that there were no objectors at
the hearing and the use is appropriate for the area.

recommendation of License & Judicial Committee that
City's legal counsel proceed with litigation, as directed
in Executive Session of committee meeting, regarding
Richard vs. City and Pollari vs. City. Motion declared

recommendation of License & Judicial Committee that City
pass a resolution supporting use of West School site for
proposed expanded Library; City place a referendum on the
November 3, 1992 General Election Ballot for approval by
the voters of Des Plaines of the $12,000,000 bond issue
to build a new Library e~:the West 5choel site; and City
Attorney be authorized to draft necessary documents.

the Mayor that City accept proposal from Odelson & Sterk,

provide interim legal services at a rate of $65/hour for
20 hours per week ($1,300); time in excess of 20 hours
per week will be billed at a rate of $95/hour; and
interim legal services will be supervised by Acting City
Manager. Motion declared carried.

recommendation of Building Code Committee to grant
request to permit a 23' x 12' patio in front of the house
on property located at 1304 Campbell Avenue. Motion

Moved by Christiansen, seconded by Schneck, to adopt the
recommendation of Building Code Committee to grant
request for new 20' wide driveway on property located at
1241 Prospect Avenue. Motion declared carried.
Moved by Hardiman, seconded by Haupt, to adopt the
recommendation of Public Safety Committee to place, by
Police Order, stop signs at Oakwood Avenue for north and
south bound traffic on Second Avenue; and place, by
Police Order, 25 MPH speed signs, for a 90-day trial
period to determine effectiveness. Motion declared
carried.

recommendation of Public Safety Committee to award bid
for purchase of two ( 2) Microcomputers for Police Records
Department to lowest bidder to meet specifications,
Liberty Computer Centre, 1350 Oakwood Avenue, Des
Plaines, IL 60016, for the total amount of $5,698. Upon
roll call, the vote was:

R-31-92, A RESOLUTION AUTHORIZING THE CITY OF DES PLAINES
TO ENTER INTO A LICENSE AGREEMENT WITH NORTH SHORE GAS
COMPANY. Motion declared carried.
Moved by Childers, seconded by Sarlo, to reconsider the
following three motions adopted by the City Council on
Monday, June 15, 1992:
Moved by Schneck, seconded by Christiansen, to accept
proposal from Blue Cross/Blue Shield of Illinois, Inc.
and Delta Dental of Illinois, Inc. to provide City
employees' medical insurance for 1992/1993 as follows:
1. Single coverage: $153.00 plus $8.18 for dental;
2. Family coverage: $432.97 plus $8.18 for dental.
Contract to be effective August 1, 1992 thru July 31,
1993.
Moved by Schneck, seconded by Childers, to accept
proposal from American Drug Stores to provide
prescription drug coverage through their OSCO stores for
single and family coverage of $12.50 per month.
Moved by Schneck, seconded by Childers, that there be no
increase in the retirees' health insurance (except the
slight increase that would go into effect August 1, 1992
for the single coverage they presently have) until
February 1, 1993 and then there would be a phasing-in
policy implemented.

Upon roll call on reconsideration of these motions, the
vote was:

There was no further action on these motions and the
matter was referred back to the Finance Committe for
further review.
The City Clerk's Office will be advertising for bids for
Carpet Cleaning Services and Carpet Extractor, returnable
by 3:00 p.m. on Tuesday, July 28, 1992.
Moved by Healy, seconded by Childers, that a Committee
of the Whole Meeting be held on Monday, July 27, 1992 at
8:00 p.m. to review the resumes for the position of City
Manager. Motion declared carried.
Moved by Healy, seconded by Childers, to approve release
of certain Executive Session minutes as recommended by
the City Attorney in her memo of June 25, 1992. Upon
roll call, the vote was:
