CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor
Ted Sherwood at 7:00 p.m. in the Eleanor Rohrbach
Memorial Council Chambers, Des Plaines Civic Center on
Tuesday, July 5, 1994.

The opening prayer was given by Father Paul Brouilette,
St. Martin's Church, followed by the Pledge of Allegiance
to the Flag.
Alderman Elstner requested that Item 4 be removed from
the Consent Agenda, and the City Clerk announced that
Item 12 will appear under the Consent Agenda on July 18,
1994.
Moved by Sarlo, seconded by Haupt, to establish a Consent
Agenda except for Items 4 and 12. Motion declared
carried.
Moved by Beauvais, seconded by Elstner, to approve the
Consent Agenda. Upon roll call, the vote was:

The minutes are approved. The Staff recommendations and
requests are approved; Ordinances M-45-94, M-46-94, M-48-
94, and M-49-94 are adopted; Ordinances M-50-94, M-51-94,
M-52-94 and M-53-94 are placed on First Reading; and
Resolution R-41-94 is adopted.

minutes of regular meeting of the City Council held June
20, 1994, as published. Motion declared carried as
approved unanimously under Consent Agenda.
Moved by Beauvais, seconded by Elstner, to approve
minutes of Executive Session of the City Council held
June 20, 1994. Motion declared carried as approved
unanimously under Consent Agenda.
Moved by Beauvais, seconded by Elstner, to concur with
recommendation of Committee of the Whole on June 27,
1994, to adopt the 1990 B.O.C.A. (Building Officials &
Code Administrators) Code and Amendments as the City's
new Building Code, and further recommend to place on
First Reading Ordinance M-50-94, AN ORDINANCE AMENDING
TITLE IV "BUILDING REGULATIONS" OF THE CITY CODE OF DES
PLAINES TO ADD THERETO A NEW CHAPTER 7 "BUILDING CODE."

Moved by Chiropolos, seconded by Sarlo, to deny request
from Pine Plaines Townhouse Association for the
installation of two street lights along east side of Pine
Street south of Howard Avenue and four street lights in
the Association's parking lot adjacent to Chestnut Street
south of Howard Avenue at a total cost of $142.91 per
month and work to be performed by Commonwealth Edison.
Upon roll call, the vote was:

Mayor Sherwood ref erred this matter to the Engineering

Moved by Beauvais, seconded by Elstner, to concur with
Staff recommendation and award bid for Spot Combination
Concrete Curb and Gutter Removal-Replacement to the
lowest bidder, A. Lamp Concrete Contractors, Inc., 1308
E. Rand Road, Des Plaines, IL, in the amount of $9.73 per
lineal foot. Motion declared carried as approved
unanimously under Consent Agenda.
Moved by Beauvais, seconded by Elstner, to concur with
Staff recommendation and award bid for one ( 1) New
Exhaust Filtration System-Police Shooting Range (located
at the Public Works Facility) to the lowest bidder, Dial
One Aleyden, Inc., 1580 Cora Street, Des Plaines, IL, in
the amount of $12,481.25. Motion declared carried as
approved unanimously under Consent Agenda.
Moved by Beauvais, seconded by Elstner, to concur with
staff recommendation and authorize City Clerk to
advertise for bids for Perry Street and Westgate Road
Water System Improvements, returnable by 10:00 a.m.,
Thursday, July 21, 1994. Motion declared carried as
approved unanimously under Consent Agenda.
Moved by Beauvais, seconded by Elstner, to concur with
Mayor Sherwood's appointment of Barbara Ann Piazza to the
DES PLAINES YOUTH COMMISSION, term to expire December 31,
1995. Motion declared carried as approved unanimously
under Consent Agenda.
Moved by Beauvais, seconded by Elstner, to place on First
Reading Ordinance M-51-94, AN ORDINANCE AMENDING SECTIONS
1-15-4 {A) I 1-15-5 (D) OF CHAPTER 15 "POSITION
CLASSIFICATION AND COMPENSATION PLAN" OF TITLE I OF THE
CITY CODE OF DES PLAINES TO ELIMINATE LONGEVITY PAY FOR
CERTAIN NEW CITY EMPLOYEES. Motion declared carried as

Resolution R-41-94, A RESOLUTION SUPPORTING THE STATE-
WIDE ZERO-TOLERANCE LAW FOR DRIVERS UNDER THE AGE OF 21
YEARS (SENATE BILL 1730). Motion declared carried as
approved unanimously under Consent Agenda.
Mayor Sherwood declared that the City Council was now
resolved into a Committee of the Whole.
BUILDING CODE Alderman Christiansen, Chair
Petitioner Alan Mix addressed the City Council regarding
this matter.
Moved by Elstner, seconded by Chiropolos, to concur with
Staff recommendation and recommend to the City Council
to deny request for variation to permit installation of
Satellite Dish Antenna in side yard approximately one
foot from the house at a height of 22' plus 3 1/2' for
the dish (21' is the maximum permitted), on property
located at 279 Anderson Terrace. Motion declared carried
(final action on this matter will come under Consent
Agenda on July 18, 1994).
FINANCE & ADMINISTRATION Alderman Haupt, Chair
Moved by Sarlo, seconded by Chiropolos, to concur with
Staff recommendation and recommend to the City Council
approval of July 5, 1994 Warrant Register in the amount
of $1,666,765.13, and Resolution R-42-94 be adopted at
appropriate time this evening. Motion declared carried.~

Moved by Chiropolos, seconded by Haupt, to concur with
Staff recommendation and recommend to the City Council
that the City discontinue immediately the policy of
paying for a portion of telephone bills for those
employees not covered by union contract; and further
recommend that this issue be addressed in negotations
with the police union in early 1995.
Moved by Sarlo, seconded by Beauvais, to adopt a
substitute motion that the City do a survey to determine
what surrounding communities are doing regarding partial
payment of employees' telephone bills. Motion declared
failed.
Motion declared carried on the original motion. Aldermen
Beauvais and Sarlo voted no.
Mayor Sherwood assumed the chair, and declared the City
council back in session.
Moved by Haupt, seconded by Sarlo, to concur with
recommendation of Committee of the Whole to adopt
Resolution R-42-94, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND
ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total:
$1,666,765.13. Upon roll call, the vote was:

Moved by Sarlo, seconded by Beauvais, that City Clerk be
authorized to open single bid received on Friday, July
1, 1994, for Door Closures and Lever Locks (ADA
Requirement). Motion declared carried.
City Clerk announced that single bid was received from
Anderson Lock Company, 1801 Oakton Street, Des Plaines,
IL, in the amount of $10, 594 for furnishing of Door
Closures and $31,065.05 for furnishing and installation
of Door Locks and Levers. Bid was referred to Director
of Public Works Shirley for review and report.
