CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor D.
Michael Albrecht at 8:02 p.m. in the Eleanor Rohrbach
Memorial Council Chambers, Des Plaines Civic Center on
Monday, June 15, 1992.
ROLL CALL: Roll call indicated the following aldermen present:
Childers, Christiansen, Schneck, Hardiman, Sarlo,
Chiropolos, Haupt. Alderman Healy was absent.
Also present were: City Treasurer Fredricks, Acting City Manager/
Comptroller Peters, Public Works Administrative Assistant Tozzo, Fire
Chief Clark, Police Chief Storm, Community Development Director Pagones,
City Engineer Oakley, Public Safety Communications Coordinator Ornberg,
and City Attorney Kolman.

The opening prayer was given by Reverend Russell Carlson,
First Methodist Church, followed by the Pledge of
Allegiance to the Flag.
Mayor Albrecht welcomed the students from Maine West High
School who are participating in the City's Clinical
Government Program which is in its 17th year.
MINUTES OF THE PUBLIC HEARING HELD IN THE
ELEANOR ROHRBACH MEMORIAL COUNCIL
CHAMBERS, DES PLAINES CIVIC CENTER,
MONDAY, JUNE 15, 1992
Mayor Albrecht called the Public Hearing to order at 8:05
p.m. The Public Hearing was held pursuant to legal
notice to consider the proposed issuance by the City of
Des Plaines of its not-to-exceed $5, 500, 000 Economic
Development Revenue Bonds (LeFebvre Intergraphics, Inc.
Project), the proceeds of which will be loaned to
LeFebvre Intergraphics, Inc. to be used to finance the
costs of acquisition of a Heidelberg Harris web printing
press and construction of an approximately 10,000 square
foot addition to LeFebvre's plant located at 1701 South
Winthrop Drive .
Mayor Albrecht asked if there was any public input.
There being none, the Public Hearing adjourned at 8:06
p.m.
The City Council reconvened at 8:07 p.m.
President of the Des Plaines Library Board Charlotte
Storer and Library Administrator Bernard Oppenneer
presented an overview of the Des Plaines Library Board's
request for a new expanded library building on the old
West School property, Thacker Street and Second Avenue.
The Des Plaines Library Board is requesting the City to:
1 . Dedicate the West School property for the site of a
new library building; and
2. Consider a resolution to create municipal bonds as
a public works project in the amount of $12,000,000 so
that a new library could be built within the next two
years.
Mayor Albrecht referred the use of the West School
property for the new library to the License & Judicial
Committee.

Mayor Albrecht referred the entire matter of a new
library to the Community Services Committee with the
recommendation that it meet as a Committee of the Whole.
Moved by Childers, seconded by Christiansen, that a
Committee of the Whole meeting be held on June 25, 1992
to discuss a new library, and Alderman Haupt, Chairman
of the License & Judicial Committee, chair the meeting.
Upon roll call, the vote was:

personnel and Executive Session minutes. Upon roll call,

ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total:
$2,122,574.49. Upon roll call, the vote was:

recommendation of Finance Committee that a resolution be
sent to City's state and federal legislators showing the
estimated costs of various State and Federal Mandates
that will impact our City, and Resolution R-28-92, A
RESOLUTION CALLING FOR THE END TO UNFUNDED MANDATES ON
THE TAXPAYERS OF THE CITY OF DES PLAINES, be adopted.

Moved by Sarlo, seconded by Christiansen, to adopt
recommendation of Municipal Development Committee that
the current and subsequent owner or owners of Parcels 5
and 10 of Lot 3 in the G.T.E. Resubdivision, 1798-1800
Busse Highway, shall be permitted to sell, transfer,
mortgage, lease or otherwise convey Parcels 5 and 10 of
Lot 3 or any interest therein and the City shall issue
the appropriate transfer tax stamps by the adoption of
an ordinance exemption from City's Transfer Tax Stamp
Ordinance, and Ordinance M-22-92 be adopted at
appropriate time this evening. Motion declared carried.

recommendation of Engineering Committee to accept
proposal from Alvord, Burdick & Howson, 20 N. Wacker
Drive, Suite 140, Chicago, IL 60606, to prepare design

recommendation of License & Judicial Committee that Board
of Fire and Police Commissioners be authorized to hold
public meetings/hearings, at various locations and times
so that all can attend, to present and discuss the
Board's proposed changes to their rules and regulations.

Moved by Haupt, seconded by Childers, to adopt the
recommendation of License & Judicial Committee to accept
the revised rules and regulations for implementation of
the Freedom of Information Act with special emphasis on
Section 7 regarding fees to be reduced or waived if in
the public interest, and Resolution R-24-92 be adopted
at appropriate time this evening. Motion declared
carried.
Moved by Haupt, seconded by Childers, to adopt the
recommendation of License & Judicial Committee that any
further settlement discussions re Universal vs. City
await the decision of the Appellate Court expected in the
next two to three months. Motion declared carried.
Moved by Childers, seconded by Haupt, to adopt the
recommendation of Public Works Committee that before the
bid for repair of the north elevator in the Civic Center
is awarded, the Commissioner of Public Works submit a
list of line items with budgeted amounts from Building
& Grounds and a recommendation of where the $15,000 will
be found in order to pay for the repair. Motion declared
carried.
Moved by Childers, seconded by Haupt, to adopt
recommendation of Public Works Committee to grant request
from Des Plaines Chamber of Commerce & Industry to hold
their 36th annual city-wide Sidewalk Sale Days, August
13-16, 1992; use of Behrel Parking Deck (first two
levels), north side of Ellinwood Street between Lee
Street and Pearson Street and North Mall parking lot;
permission to place promotional banners on Behrel Parking
Deck beginning August 1, 1992; permission to place
portable toilets on hard surfaces only (not grass); and
Chamber to provide necessary certificate of insurance to
hold City harmless. Motion declared carried.

The City Clerk's Office will be advertising for bids for
replacement of windows, Fire Station #1 and #3,
returnable by 3:00 p.m. on Wednesday, July 15, 1992.

Mayor Albrecht's reappointment of Louis Weber, Beverly
Becker and Richard Luckritz to the Cable Commission, all
terms to expire April 30, 1995. Motion declared carried.

and Delta Dental of Illinois, Inc. to provide City
employees' medical insurance for 1992/1993 as follows:
1. Single coverage: $153.00 plus $8.18 for dental;
2. Family coverage: $432.97 plus $8.18 for dental.
Contract to be effective August 1, 1992 thru July 31,

Alderman Haupt advised the Council that the Committee of
the Whole meeting, scheduled earlier in the evening to
be held on June 25, 1992 to discuss a new library, will
be held on Tuesday, June 23, 1992.

meeting of the City Council adjourn. Motion declared
carried. Meeting adjourned at 10:34 p.m.
