MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL ·CHAMBERS, DES PLAINES CIVIC CENTER? MONDAY, MAY 20, 1991. The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor D. Michael Albrecht at 8:01 p.m. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, May 20, 1991. Roll call indicated the following aldermen present: Childers, Christiansen 7 Healy, S~hneck, Hardiman, Sarlo, Haupt. Alderman Chiropolos was absent. Also present were: City Treasurer Fredricks, City Manager Asaro, City Comptroller Peters, Commissioner of Public Works Matula, Fire Chief Clark, Police Chief Storm, Municipal Development Director Pagones, City Engineer Oakley, Human Resources and Services Director Panouses and Corporate Attorney Delort. PRAYER AND PLEDGE: PRESENTATION: MINUTES: The opening prayer was given by Pastor J. W. Jackson of Christ United Church of Christ, followed by the Pledge of Allegiance to the Flag. Mayor Albrecht presented a plaque of appreciation to Ji:rr "Pops" Peontke of the Des Plaines Public Works Department for all the hard work and dedication in setting up the Mobile Education Unit for the Police Department. Mayor Albrecht showed copies of plaques that will be placed in the new Mobile Education Unit of the Police Department and the Fire Safety House of the Fire Department which were presented to Des Plaines by the Blowitz-Ridgeway Foundation in memory of Doc Wilson. Rob DiLeonardi, Administrator of the Blowitz-Ridgeway Foundation presented the keys to the two units to Mayor Albrecht. Pastor Jackson read a letter from the Wilson family which expressed their father's love for the Fire and Police Departments of the City of Des Plaines. Also contributing to these units were the Lions, Kiwanis, Rotary, Centel and Z-Frank. City Council recessed at 8:10 p.m. to view these two new units. Council reconvened at 8:35 p.m. Moved by Sarlo~ seconded by Christiansen 9 to approve minutes of the special meeting of the City Council held on May 2) 1991, as published. Motion declared carried. Moved by Schneck, seconded by Healy, to approve minutes of the executive session of the City Council held May 2, 1991. Correction: Third paragraph, "handicap" should read: disability. Following correction, motion declared carried. Moved by Schneck, seconded by Sarlo, to approve minutes of regular meeting of the City Council held May 6, 1991, as published. Motion declared carried. Moved by Sarlo, seconded by Healy, to approve minutes of special meeting of the City Council held Hay 11, 1991, as published. Motion declared carried. APPEARANCE CODE: COMPREHENSIVE PLAN: CUMBERLAND TERRACE WEST STORM SEWERS: MINER STREET LIGHTING: MUTUAL AID RESOLUTION: PAGE TWO 57. 5/20/91 Moved by Schneck, seconded by Sarlo, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $1,588,981.73. Upon roll call, the vote was: AYES: 7-Childers, Christiansen, Healy, Schneck, Hardiman, Sarlo, Haupt NAYS: 0-None ABSENT: 1-Chiropolos Motion declared carried. Moved by Schneck, seconded by Sarlo to adopt recommendation of Finance Committee to place ad in Chamber of Commerce book at cost of $3,000. Moved by Sarlo, seconded by Childers to adopt the recommendation of Municipal Development Committee to concur with recommendation of Des Plaines Plan Commission and Zoning Board of Appeals re Case 90-41-A/Group Hornes. City Attorney be authorized to draft necessary ordinance. Motion declared carried. Moved by Sarlo, sseconded by Childers to adopt the recommendation of Municipal Development Committee to concur with recommendation of Des Plaines Zoning Board of Appeals to deny Case 91-10-V. Motion declared carried. Moved by Sarlo, seconded by Childers to adopt the recommendation of Municipal Development Committee regarding revisions to the Appearance Code and Minimum Heat Requirements and City Attorney be authorized to draft necessary ordinance. Motion declared carried. Moved by Sarlo, seconded by Childers to continue with preliminary discussion and outline of Comprehensive Plan which will be to Aldermen within next four weeks. Moved by Christiansen, seconded by Hardiman to adopt recommendation of Engineering Committee that City Clerk be authorized to advertise for bids for Cumberland Terrace West Storm Sewer Project, returnable by 3:00 p.rn. on Thursday, June 13, 1991. Moved by Christiansen, seconded by Hardiman to adopt recommendation of Engineering Committee that City Clerk be authorized to advertise for bids for Miner Street Lighting, north side from River Road to Graceland Avenue, returnable by 3:00 p.rn. on Thursday, June 6, 1991, and City Clerk be authorized to sign Supplemental Resolution in amount of $40,000, MFT 89-00157-01-LP. Moved by Childers, seconded by Sarlo, to adopt recommendation of Public Works Committee that the City participate in the Northwest Municipal Conference Public Works Mutual Aid program providing voluntary area-wide mutual aid on an emergency and non-emergency basis and City Attorney be authorized to draft necessary resolution. Devon Avenue, Elk Grove, IL 60007, for Phase I Beautification of Northwest Highway from Mt.
