MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, MAY 17, 1993 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor Ted Sherwood at 8:03 p.m. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, May 17, 1993. Jack Flynn, 1271 Fargo Avenue, addressed the Council urging public review of the Register of Bills continue as has been done in the past, and also that the City does not need to pay their bills within 30 days; since there is no discount for early payment, bills could be paid in 45 or 60 days. Moved by Beauvais, seconded by Sarlo, to permit Vice President-Executive Director Pat Kotnaur, Des Plaines Chamber of Commerce & Industry, to address the Council. Motion declared carried. Mrs. Kotnaur gave a brief overview of the plans for the Parade, urging the Council not to change the date, time or route of the parade since bands have already been contracted for and participants confirmed. Motion declared carried on the original motion. Moved by Haupt, seconded by Christiansen, that the Administration form a committee as soon as possible to plan an appropriate City celebration in conjunction with the parade, i.e. fireworks (funding, location). Carlson, Vice President, Speer Financial, Inc., who gave a brief overview of the bid opening this morning covering $9,215,000 General Obligation Bonds, Series 1993, and recommended that the Bonds be awarded to Clayton Brown and Associates, Chicago, at a price of $9,123,303.65, plus accrued interest (net interest rate of 5.531100% based on final adjusted principal and interest rates). Moved by Haupt, seconded by Christiansen, to concur with the recommendation of Speer Financial, Inc., and adopt Ordinance M-15-93, AN ORDINANCE AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS, SERIES 1993, OF THE CITY OF DES PLAINES, ILLINOIS. Mayor Sherwood announced that he is withdrawing from consideration the appointment of Bob Cornelisen to the Des Plaines Plan Commission; presented to the Council on December 21, 1992, but never acted on.
