CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor
Ted Sherwood at 8:03 p.m. in the Eleanor Rohrbach
Memorial Council Chambers, Des Plaines Civic Center on
Monday, May 17, 1993.

Moved by Sarlo, seconded by Curley, to approve minutes
of regular meeting of the City Council held May 3, 1993,
as published. Motion declared carried.
Moved by Sarlo, seconded by Chiropolos, to approve
minutes of Executive Session of the City Council held May
3, 1993. Motion declared carried.

CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR

Jack Flynn, 1271 Fargo Avenue, addressed the Council
urging public review of the Register of Bills continue
as has been done in the past, and also that the City does
not need to pay their bills within 30 days; since there
is no discount for early payment, bills could be paid in
45 or 60 days.

OF THE SPECIAL USE PERMIT GRANTED TO PHILLIPS 66 COMPANY
FOR PROPERTY COMMONLY KNOWN AS 680 WOLF ROAD. Upon roll
call, the vote was:

recommendation of City Engineer and award contract for
Sewer Television Inspection to low bidder, American Power
Rodding, P.O. Box 421, Wauconda, IL 60084, in the amount
of $38,742.50, and bid bonds/checks be returned to

Corps competition to be held at Maine West High School
Stadium on August 1, 1993, and Public Works Department
to hang the banner provided by Cavalier Promotions.

Moved by Haupt, seconded by Sarlo, to concur with
recommendation of City Manager to grant request from Des
Plaines Chamber of Commerce & Industry for their Annual
Independence Day Parade to be held Saturday, July 3,
1993, beginning at 10:30 a.m, proceeding down Center
Street from Oakton Street to Prairie Avenue; Chamber to
provide necessary Certificate of Insurance.
Moved by Beauvais, seconded by Sarlo, to permit Vice
President-Executive Director Pat Kotnaur, Des Plaines
Chamber of Commerce & Industry, to address the Council.
Motion declared carried. Mrs. Kotnaur gave a brief
overview of the plans for the Parade, urging the Council
not to change the date, time or route of the parade since
bands have already been contracted for and participants
confirmed.
Motion declared carried on the original motion.
Moved by Haupt, seconded by Christiansen, that the
Administration form a committee as soon as possible to
plan an appropriate City celebration in conjunction with
the parade, i.e. fireworks (funding, location). Upon

recommendation of City Manager to grant request from Des
Plaines Chamber of Commerce & Industry and Des Plaines
Historical Society for use of the Behrel Parking Deck for
Historical Society's 22nd Annual Antique Fair & Flea
Market and the Chamber of Commerce's 2nd Annual Arts &
Crafts Show on Sunday, September 12, 1993, from 9 a.m.
to 4 p.m.; that Parking Deck and Satellite Lot be closed
to parking at 12: 01 a. m. on September 12, 1993; that
Ellinwood Street be closed to vehicular traffic; allow
placement of dumpster and temporary toilet facilites in
Satellite Lot (not on grass); that promotional banners

Reading Ordinance T-2-93, AN ORDINANCE AMENDING SECTION
10-5-17, SCHEDULE I, OF THE CITY CODE OF DES PLAINES TO
ADD "PROSPECT AVENUE, FROM WHITE STREET WEST TO PARK
PROPERTY, SOUTH SIDE OF STREET." Motion declared

City Comptroller Peters introduced Susan L. Carlson, Vice
President, Speer Financial, Inc., who gave a brief
overview of the bid opening this morning covering
$9,215,000 General Obligation Bonds, Series 1993, and
recommended that the Bonds be awarded to Clayton Brown
and Associates, Chicago, at a price of $9,123,303.65,
plus accrued interest (net interest rate of 5.531100%
based on final adjusted principal and interest rates).

the recommendation of Speer Financial, Inc., and adopt
Ordinance M-15-93, AN ORDINANCE AUTHORIZING THE ISSUANCE

his execution of a general release; and Interim City
Attorney be authorized to prepare necessary documents.
