MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN ROOM 102, DES PLAINES CIVIC CENTER, TUESDAY, MAY 12, 1992 CALL TO ORDER: The Special Meeting of the City Council of the City of Des Plaines was called to order by City Clerk Donna McAllister at 7:23 p.m. in Room 102, Des Plaines Civic Center, on Tuesday, May 12, 1992. ROLL CALL: Roll call indicated the following Aldermen present: Christiansen, Healy, Schneck, Sarlo, Chiropolos, Haupt. Aldermen Childers and Hardiman were absent. Also present were: City Manager Asaro, City Attorney Kolman, and City Comptoller Peters. ELECTION OF MAYOR PRO TEM: PURPOSE: DISCUSSION: COMMITTEE REPORT: ORDINANCE M-15-92 IMPOSITION OF SALES TAX: ORDINANCE M-16-92 USE OF SALES TAX: Moved by Healy, seconded by Sarlo, Schneck as Mayor Pro Tero in the Albrecht. Motion declared carried. to elect Alderman absence of Mayor Mayor Pro Tero Schneck announced that the purpose of the special meeting was to discuss imposition and use of a home rule sales tax, Ordinance M-15-92 and Ordinance M- 16-92. Mayor Pro Tern Schneck stated that the Finance Committee had met on this matter on May 6, 1992 and agreed that a Home Rule Municipal Retailers' Occupation Tax of 1/2% is needed to fund the street, storm sewer, sidewalk and other capital improvements so necessary in our aging City. A general discussion followed. Mayor Albrecht arrived at 7:28 p.m. and assumed the Chair. Moved by Sarlo, seconded by Chiropolos, to suspend the rules to allow public comment. Motion declared carried. Carl Gulley, 1408 Wedgewood Avenue, spoke in opposition to this tax increase. Also speaking in opposition were Alderman Haupt and Mayor Albrecht. Moved by Schneck, seconded by Sarlo, to adopt recommendation of Finance Committee that City impose a 1/2% Home Rule Municipal Retailers' Occupation Tax to fund street, storm sewer, sidewalk and other capital improvements, and Ordinance M-15-92 and Ordinance M-16-92 be placed on First Reading .this evening. Upon roll call, the vote was: AYES: 5-Christiansen, Healy, Schneck, Sarlo, Chiropolos NAYS: 1-Haupt ABSENT: 2-Childers, Hardiman Motion declared carried. Placed on First Reading was Ordinance M-15-92, AN ORDINANCE PROVIDING FOR THE IMPOSITION OF A HOME RULE MUNICIPAL RETAILERS' AND SERVICE OCCUPATION TAX. Placed on First Reading was Ordinance M-16-92, AN ORDINANCE PROVIDING FOR THE USE OF THE HOME RULE MUNICIPAL RETAILERS' AND SERVICE OCCUPATION TAX.
