CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor D.
Michael Albrecht at 7:30 p.m. in the Eleanor Rohrbach
Memorial Council Chambers, Des Plaines Civic Center on
Monday, May 3, 1993.

The opening prayer was given by City Clerk McAllister,
followed by the Pledge of Allegiance to the Flag.
Moved by Sarlo, seconded by Childers, to approve minutes
of regular meeting of the City Council held April 19,
1993, as published. Motion declared carried.
Moved by Schneck, seconded by Sarlo, to adopt the
following resolution: BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND
ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total:
$1,487,102.32. Upon roll call, the vote was:
AYES: 8-Childers, Christiansen, Iwanski, Schneck,
Hardiman, Sarlo, Chiropolos, Haupt

Moved by Hardiman, seconded by Chiropolos, to adopt the
recommendation of Public Safety Committee that the Police
Department be authorized to sell seven (7) used municipal
vehicles to the automobile dealer making the best offer,
and Ordinance M-22-93 be adopted at appropriate time this
evening. Motion declared carried.
Moved by Hardiman, seconded by Chiropolos, to adopt the
recommendation of Public Safety Committee that the City
be authorized to sell by auction through the Northwest
Municipal Conference seven (7) municipal vehicles, and
Ordinance M-23-93 be adopted at appropriate time this
evening. Motion declared carried.
Moved by Childers, seconded by Christiansen, that Items
1 and 2 under UNFINISHED BUSINESS and Items 1, 2 and 6
under NEW BUSINESS on the City Council Agenda this
evening be approved by one consent vote; under UNFINISHED
BUSINESS, Item 1 (ordinance) will be held on Second
Reading and Item 2 (ordinance) will be adopted and under
NEW BUSINESS, Item 1 (ordinance) will be placed on First
Reading, Item 2 (ordinance) will be held on First Reading
and Item 6 (resolution) will be adopted: Upon roll call,
the vote was:

Ordinance M-21-93, AN ORDINANCE AMENDING SUBSECTION 8-4-
12 (B) ( 1) OF SECTION 8-4-12 "RECYCLING PROGRAM" OF THE
CITY CODE OF DES PLAINES. Upon roll call, the vote was:

Held on First Reading was Ordinance M-20-93, AN ORDINANCE
AMENDING SECTION 9-20-2 "HOMEOWNER SEWER MAINTENANCE
RESPONSIBILITY" OF THE CITY CODE OF DES PLAINES.
Moved by Hardiman, seconded by Chiropolos, to waive First
Reading and place on passage Ordinance M-22-93. Motion
declared carried.
Moved by Hardiman, seconded by Iwanski, to adopt
Ordinance M-22-93, AN ORDINANCE AUTHORIZING THE SALE OF
PERSONAL PROPERTY BY THE CITY OF DES PLAINES POLICE
DEPARTMENT. Upon roll call, the vote was:

Moved by Sarlo, seconded by Iwanski, to concur with Mayor
Albrecht's appointment of Richard L. Sayad to the
Consumer Protection Commission, term to expire April 30,
1997. Motion declared carried.
Mayor Albrecht presented plaques of appreciation to the
outgoing aldermen: Mary c. Childers, Edmund c. Iwanski,
William Schneck, and Joseph T. Hardiman.
Alderman Sarlo presented outgoing Mayor D. Michael
Albrecht with his plaque of appreciation.
