MINUTES OF THE SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN ROOM 102, DES PLAINES
CIVIC CENTER, WEDNESDAY, APRIL 15, 1992
CALL TO ORDER: The Special Meeting of the City Council of the City of
Des Plaines was called to order by Mayor D. Michael
Albrecht at 6:10 p.m. in Room 102, Des Plaines Civic
Center, on Wednesday, April 15, 1992.
ROLL CALL: Roll call indicated the following Aldermen present:
Childers, Christiansen, Healy, Schneck, Hardiman,
Sarlo, Haupt. Alderman Chiropolos was absent:

Human Resources and
City Attorney Kolman, Police
Services Department Director Chief Storm, and
Panouses.
PURPOSE:
DISCUSSION:
Mayor Albrecht announced that this Special Meeting was
called at the request of Aldermen Mary Childers, Carmen
Sarlo, and Carl Haupt for the purpose of discussing the
replacement of the City Manager.
Mayor Albrecht stated that he would like to appoint a
special committee to review the process for replacing the
City Manager. Director Panouses, when asked, stated that
in 1988 the process was begun in April and concluded in
September when City Manager Asaro was appointed.
Alderman Haupt stated that there should not be a special
committee, but a committee of the whole. He stated that
the Human Resources and Services Department should begin
advertising immediately, and that the contract should
include a generous severance clause to attract all
available candidates.
Alderman Healy stated that the City will have to pay this
person at least $85,000 to be competitive. He stated
that this person should be paid more than the department
heads.
Mayor Albrecht stated that since this process may take
up to four months, that this special committee be formed
to review all the options available and report back to
the Council.
Moved by Childers, seconded by Sarlo, that an outside
interim City Manager be hired until after the April 1993
local election. Upon roll call, the vote was:
AYES: 2-Childers, Sarlo
NAYS: 5-Christiansen, Healy, Schneck, Hardiman, Haupt
ABSENT: 1-Chiropolos
Motion declared failed.
Mayor asked for a motion to appoint Aldermen
Christiansen, Healy, Chiropolos and Sarlo to this special
committee.
Moved by Childers, seconded by Haupt, that the special
committee be a committee of the whole and it be involved
in the entire selection process. Upon roll call, the
vote was:
AYES: 4-Childers, Healy, Sarlo, Haupt
NAYS: 3-Christiansen, Schneck, Hardiman
ABSENT: 1-Chiropolos
Motion declared carried.
Moved by Schneck, seconded by Sarlo, that City Manager
Asaro and Human Resources and Services Director Panouses

Moved by Christiansen that the City obtain the services
of a professional recruiter to assist with the selection
process. Motion died for lack of a second.
Moved by Schneck, seconded by Haupt, that the Special
Meeting of the City Council be adjourned. Motion
declared carried. Meeting adjourned at 6:55 p.m.
