CIVIC CENTER, MONDAY, MARCH 16, 1992
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines, Illinois, was called to order by Mayor D.
Michael Albrecht at 8:26 p.m. in the Eleanor Rohrbach
Memorial Council Chambers, Des Plaines Civic Center on
Monday, March 16, 1992.
ROLL CALL: Roll call indicated the following aldermen present:
Childers, Christiansen, Healy, Schneck, Hardiman, Sarlo,
Chiropolos, Haupt.
Also present were: City Treasurer Fredricks, City Manager Asaro, City
Comptroller Peters, Public Works Administrative Assistant Tozzo, Deputy
Fire Chief Albrecht, Deputy Police Chief Randolph, Community Development
Director Pagones, Human Resources and Services Department Director
Panouses, City Engineer Oakley, and City Attorney Kolman.

The opening prayer was given by Pastor David Jones, First
Presbyterian Church, followed by the Pledge of Allegiance
to the Flag.
Moved by Healy, seconded by Christiansen, to approve
minutes of regular meeting of the City Council held March
2, 1992, as published. Additions: Page Two, Paragraph
One, Line Three, after the word Amendment add
"Petitioner: City Des Plaines/D. Michael Albrecht,
Mayor;" and Page Three, Paragraph Three, Line Seven,
after the word waived add "because Badger Meter, Inc. has
provided meters to the City since 1977 and approximately
70% of City meters are Badgers." Following additions,
motion declared carried.
Moved by Childers, seconded by Healy, to go into
Executive Session to discuss purchase of property and
review of executive session minutes. Upon roll call, the
vote was:

following resolution: BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND
ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total:
$1,540,428.41. Upon roll call, the vote was:

recommendation of Finance Committee to approve the
proposed 1992 Appropriations in the amount of
$41,835,342, and Ordinance M-3-92 be adopted at
appropriate time this evening. Upon roll call, the vote

such time that a new pay plan can be put into effect.

no change in the present compensation plan for management
personnel in that if they don't take the one week
compensatory time, they would be paid for it up to 40

recommendation of Committee of the Whole that all
personnel eligible to receive the one week compensatory
time would continue to receive it but if the week is not
taken during the calendar year, there would be no pay
out; and Ordinance M-4-92 be placed on First Reading at
appropriate time this evening. Upon roll call, the vote

recommendation of Committee of the Whole that there be
no increase in the city's Hotel/Motel Tax and the
Administration work with the Des Plaines Chamber of
Commerce to devise ways to develop and promote tourism
in the City. Motion declared carried.
Moved by Schneck, seconded by Sarlo, to adopt
recommendation of Committee of the Whole that the city
remain a member of soc (Suburban O'Hare Commission) at
the present funding level for 1992, and this matter be
reviewed again during the 1993 budget hearings. Upon
roll call, the vote was:

Moved by Chiropolos, seconded by Healy, to adopt
recommendation of Engineering Committee to grant request
from st. John the Baptist Greek Orthodox Church for
temporary parking restriction on Lyman Avenue from
Dempster Street to Prairie Avenue and 250' east of Lyman
Avenue on Prairie Avenue for three-day festival, June 26-
28, 1992, and necessary signs and traffic control devices
be posted by Public Works Department. Motion declared
carried.
Moved by Hardiman, seconded by Chiropolos, to adopt
recommendation of Public Safety Committee to concur with
recommendation of Staff Traffic Advisory Committee that
no parking signs be posted on the west side of Fifth
Avenue from Algonquin Road to Forest Avenue; remove no
parking signs on east side of Fifth Avenue from Algonquin
Road to Forest Avenue; and City Attorney be authorized
to draft necessary ordinance. Motion declared carried.
Moved by Hardiman, seconded by Chiropolos, to adopt
recommendation of Public Safety Committee that the
Administration develop and implement a temporary visitor
parking pass procedure for a 90-day trial period for four
hour parking in some areas of City Lot #1 off Graceland
Avenue between Ellinwood Street and Prairie Avenue, and
then report back to the committee. Motion declared
carried.
Moved by Childers, seconded by Sarlo, to adopt
recommendation of Public Works Committee to award bid for
Phase II Northwest Highway Beautification to the low
bidder, Charles Klehm & Son Nursery, Route 5, Box 197,
Penny Road, South Barrington, IL 60010, in the amount of
$45, 326, and bid bonds/checks be returned to unsuccessful
bidders. Upon roll call, the vote was:

XXXVI -Sanitation and Plumbing Requirements, Section
36.3-lb of the Building Code be amended to add after the
last sentence, "Any violations will be prosecuted by the
City Attorney" and City Attorney be authorized to draft
necessary ordinance. Motion declared carried.
Alderman Christiansen left the meeting at 9:47 p.m.

as possible of the 1992 A Guide to Des Plaines booklet
be retrieved from all distribution locations in the City.
