MINUTES OF THE SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE ELEANOR ROHRBACH
MEMORIAL COUNCIL CHAMBERS, DES PLAINES
CIVIC CENTER, WEDNESDAY, MARCH 10, 1993
CALL TO ORDER: The Special Meeting of the City Council of the City of
Des Plaines was called to order by Mayor D. Michael
Albrecht at 6:50 p.m. in the Eleanor Rohrbach Memorial
Council Chambers, Des Plaines Civic Center on Wednesday,
March 10, 1993.
ROLL CALL: Roll call indicated the following aldermen present:
Childers, Christiansen, Iwanski, Schneck, Hardiman,
Sarlo, Chiropolos, Haupt.
Also present was: City Manager Douthwaite, City Comptroller Peters,
Police Chief Storm, and Interim City Attorney Delort.

Mayor Albrecht announced that the purpose of the Special
Meeting was to discuss the funding for crossing guards.
Mayor Albrecht officially filed petitions with the City
Clerk from Mayor Albrecht and co-signed by parents of
children in School District #59 and #62, urging the City
Council not to discontinue funding of crossing guards.
Alderman Schneck stated it was never the intention of the
City Council to discontinue funding of crossing guards
for 1993, but rather that the City notify the school
districts that the City would like to meet to discuss
possibly sharing of the cost.
Alderman Chiropolos stated that since the Illinois law
mandates that the school districts provide this service,
they should be willing to sit down with the City and
negotiate some kind of cost sharing. City Manager
Douthwaite clarified this point by stating that the law
gives the school districts the "authority" but there is
no mandate to provide such services. The City, on the
other hand, can choose to fund or not to fund such
services, but has no authority to eliminate the services.
Both Superintendent of School District #59 James K. Fay
and Superintendent of School District #62 Paul W. Jung,
sent letters to the City urging continued funding of
crossing guards, stating that the alternative would be
to either cut programs, cut teachers, or have no crossing
guards at all.
All aldermen strongly stated that it was never their
intention to discontinue the funding of crossing guards,
only that the school districts should be approached to
share the cost.
The City Manager was directed to contact the school
districts and arrange for a meeting to discuss this
matter.
Moved by Iwanski, seconded by Hardiman, that the Special
Meeting of the City Council be adjourned. Motion
declared carried. -e,ing adjourned at 7:16 p.m.
