MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, MARCH 4, 1991 The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor D. Michael Albrecht at 8:15 p.m. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, March 4, 1991. Roll call indicated the following aldermen present: Childers, Christiansen, Healy, Schneck, Hardiman, Sarlo, Chiropolos, Haupt. Also present were: City Treasurer Fredricks, City Manager Asaro, City Comptroller Peters, Public Works Administrative Assistant Tozzo, Fire Chief Clark, Police Chief Storm, Municipal Development Director Pagones, City Engineer Oakley, Human Resources and Services Director Panouses, and Corporate Attorney Odelson. PRAYER AND PLEDGE: PRESENTATION: MINUTES: BILLS PAYABLE: 1991 BUDGET: The opening prayer was given by Rev. Dr. William G. Grice, III, First Congregational Church, followed by the Pledge of Allegiance to the Flag and a moment of silence in support of our armed forces in the Persian Gulf. Mayor Albrecht presented a plaque of appreciation to Margaret "Peggy" Wetter for her outstanding service to the City as Third Ward Alderman -1981 to 1991. Mayor 1 Albrecht related her vast involvement in the community and how she has brought great honor and credit to the City of Des Plaines. Moved by Schneck, seconded by Sarlo, to approve minutes of regular meeting of the City Council held February 18, 1991, as published. Motion declared carried. Moved by Chiropolos, seconded by Sarlo, to approve minutes of executive session of the City Council held February 18, 1991. Motion declared carried. Moved by Schneck, seconded by Childers, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $1,625,435.43. Upon roll call, the vote 1 was: AYES: NAYS: 8-Childers, Christiansen, Healy, Schneck, Hardiman, Sarlo, Chiropolos, Haupt 0-None ABSENT: 0-None Motion declared carried. Moved by Childers, seconded by Sarlo, to adopt the recommendation of the Finance Committee to table the 1991 Budget (M-4-91) and Transfer of Funds (M-5-91) until another Committee of the Whole meeting could be held to further review these matters. Moved by Schneck, seconded by Christiansen, to make a substitute motion that the 1991 Budget be approved including the position of Deputy Director of the Building & Code Enf circement Department (M-4-91) and Transfer of Funds (M-5-91). TIF CONSULTANTS/ OTIS & PRIME PROJECTS: AUTHORIZATION TO BID/ PRATT AVENUE STORM SEWER: AUTHORIZATION TO BID/ LEE STREET WATER MAIN REPLACEMENT: 1991 STREET RESURFACING PROGRAM: YARD WASTE TAG COST: EXECUTIVE SESSION: PAGE TWO 21. 3/4/91 Moved by Schneck, seconded by Childers, to adopt the recommendation of Finance Committee to continue the services of Kane, McKenna and Associates, Inc., 150 N. Wacker Drive, Suite 1600, Chicago, IL 60606, to perform TIF consulting for the Otis and Prime projects as outlined in their letter of February 22, 1991, and add under Item 2, "up through February 28, 1991." Moved by Chiropolos, seconded by Christiansen, to adopt recommendation of Engineering Committee that City Clerk be authorized to advertise for bids for Lee Street Replacement Water Main, returnable by 3:00 p.m. on Thursday, March 28, 1991. Motion declared carried. Moved by Chiropolos, seconded by Christiansen, to adopt recommendation of Engineering Committee to accept proposal from Soil and Material Consultants, Inc., 8 W. College Drive, Arlington Heights, IL 60004, to provide soil and construction material inspection and testing for 1991 Street Resurfacing Program, in the amount of $25,092, and City Clerk be authorized to execute Supplemental Resolution in the amount of $25,092/Section No. 91-00000-00 GM, to fund the project. Moved by Chiropolos, seconded by Sarlo, to adopt Resolution R-5-91, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DES PLAINES COMMEMORATING THE 30TH ANNIVERSARY OF THE PEACE CORPS. Motion declared carried. The City Clerk's office will be advertising for bids for Tree Trimming, Tree Removal, and Tree Purchase, returnable by 3:00 p.m. on Friday, March 22, 1991. Letters from Des Plaines Plan Commission and Zoning Board of Appeals re Case 91-4-SU-SU-V, 682 Wolf Road (Phillips 66 Company) was referred to the Municipal Development Committee. Letters from Mayor Albrecht regarding reappointment of Ted Sherwood to the Economic Development Commission, and appointment of Terry Langan to the Economic Development Commission, will come before the Council on March 18, 1991. Mayor Albrecht referred letter from Des Plaines Chamber I of Commerce and Industry re July 4th Independence Day Parade to the Public Works Committee. Mayor Albrecht referred matter of the proposed Community Health Advisory Commission to the Community Services Committee. Mayor Albrecht ref erred letter from Red Carpet DiMaso Realty, Inc. re use of real estate "open house" signs to the Municipal Development Committee. Alderman Haupt recommended that Margaret "Peggy" Wetter (former Third Ward alderman) be appointed to the Waycinden Park Task Force.
