MINUTES OF THE SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF DES PLAINES,
ILLINOIS, HELD IN THE ELEANOR ROHRBACH
MEMORIAL COUNCIL CHAMBERS, DES PLAINES
CIVIC CENTER, THURSDAY, FEBRUARY 11, 1993
CALL TO ORDER: The Special Meeting of the City Council of the City of
Des Plaines was called to order by Mayor D. Michael
Albrecht at 6:55 p.m. in the Eleanor Rohrbach Memorial
Council Chambers, Des Plaines Civic Center on Thursday,
February 11, 1993.
ROLL CALL: Roll call indicated the following aldermen present:
Childers, Christiansen, Iwanski, Schneck, Sarlo,
Chiropolos, Haupt. Alderman Hardiman was absent.
Also present was: City Manager Douthwaite, City Comptroller Peters and
Interim City Attorney Delort.

SALARY:
Mayor Albrecht announced that the purpose of the Special
Meeting was to discuss the salary of the City Clerk.
Moved by Childers, seconded by Chiropolos, that
discussion be permitted on Ordinance M-4-9 3, AN ORDINANCE
AMENDING SECTION 1-7-15 "ANNUAL SALARY," OF TITLE I,
CHAPTER 1 7, OF THE CITY CODE OF DES PLAINES, TO DELETE
SUBSECTION 1-7-15(B) IN ITS ENTIRETY. Motion declared
carried. Alderman Iwanski voted no.
Moved by Childers that her vote pertaining to this matter
be reconsidered.
Mayor Albrecht called for a recess while the City Clerk
retrieved a copy of the minutes where this matter was
voted on.
Council recessed at 7:15 p.m.
Council reconvened at 7:21 p.m.
Interim City Attorney recommended that the Mayor rule
that motion out of order for the following reasons:
1. Section 1-6-9, Rule XXVI, states "No vote of the
Council shall be reconsidered or rescinded at any special
meeting, unless at such meeting there are present as
large a number of Aldermen as were present when such vote
was taken .... " There were eight aldermen present at the
meeting when this vote was taken, there are only seven
aldermen present this evening.
2. Rule 36, Robert's Rules of Order, states that a
motion to reconsider can only be made at the next meeting
after which the motion was made. The motion was made
January 18, 1993, the next meeting was February 1, 1993,
so that was the meeting where a motion to reconsider
should have been made.
Mayor Albrecht concurred with Interim City Attorney's
recommendation and ruled the motion out of order.
Moved by Childers, seconded by Sarlo, to bring Ordinance
M-4-93 to the floor for Second Reading. Upon roll call,
the vote was:
AYES: 7-Childers, Christiansen, Iwanski, Schneck,
Sarlo, Chiropolos, Haupt
NAYS: 0-None
ABSENT: 1-Hardiman
Motion declared carried.
Moved by Christiansen, seconded by Iwanski, to adopt
Ordinance M-4-93, AN ORDINANCE AMENDING SECTION 1-7-15
"ANNUAL SALARY," OF TITLE I, CHAPTER 7, OF THE CITY CODE
OF DES PLAINES, TO DELETE SUBSECTION 1-7-15(B) IN ITS
ENTIRETY.

Special Meeting of the City Council be adjourned. Motion
declared carried. Meeting adjourned at 7:40 p.m.
