MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, JANUARY 20, 1992 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor D. Michael Albrecht at 8:12 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, January 20, 1992. ROLL CALL: Roll call indicated the following aldermen present: Childers, Christiansen, Healy, Schneck, Hardiman, Chiropolos, Haupt. Alderman Sarlo was absent. Also present were: City Manager Asaro, City Comptroller Peters, Commissioner of Public Works Matula, Fire Chief Clark, Police Chief Storm, Community Development Director Pagones, Human Resources and Services Department Director Panouses, City Engineer Oakley, and City Attorney Kolman. PRAYER AND PLEDGE: MINUTES: BILLS PAYABLE: BIDS/PRINTING OF THE DES PLAINES DIGEST: BIDS/CRIME PREVENTION- I /SEARCH CALENDARS: The opening prayer was given by Pastor Thomas Zimmerman, Good Shepherd Lutheran Church, followed by the Pledge of Allegiance to the Flag. Moved by Childers, seconded by Healy, to approve minutes of regular meeting of the City Council held January 6, 1992, as published. Correction: Page Four, Paragraph Two, Line Five, correct spelling of proper name is Golberg. Following correction, motion declared carried. Moved by Healy, seconded by Haupt, to approve minutes of Executive Session of the City Council held January 6, 1992. Motion declared carried. Moved by Schneck, seconded by Chiropolos, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $1,519,858.06. Upon roll call, the vote was: AYES: 7-Childers, Christiansen, Healy, Schneck, Hardiman, Chiropolos, Haupt NAYS: 0-None ABSENT: 1-Sarlo Motion declared carried. Moved by Schneck, seconded by Christiansen, to adopt recommendation of Finance Committee to award contract for printing of THE DES PLAINES DIGEST (Alternate B) Eight Pages -Six issues yearly to low bidder, Des Plaines Journal, Inc., 622 Graceland Avenue, Des Plaines, Illinois 60016 in the amount of $1,626.93 plus $5.00 per halftone; $40.00 per hour for alterations; and $50.00 for trim alternative, all per issue. Upon roll call, the vote was: AYES: 7-Childers, Christiansen, Healy, Schneck, Hardiman, Chiropolos, Haupt NAYS: 0-None ABSENT: 1-Sarlo Motion declared carried. Moved by Hardiman, seconded by Chiropolos, to adopt recommendation of Public Safety Committee to accept bid from low bidder, R. W. Wilson Printing Company, Inc., 220 N. Fourth Street, St. Charles, Illinois 60174 in the amount of $11, 200 for the printing of the 1992 Crime Prevention/I Search Calendars. Upon roll call, the vote was: AYES: 7-Childers, Christiansen, Healy, Schneck, Hardiman, Chiropolos, Haupt NAYS: 0-None ABSENT: !-Sarlo Motion declared carried. REPEAL OF PORTIONS OF CITY CODE/ FIRE DEPT. EQUIP. AND PERSONNEL ORDINANCE M-54-91 LICENSE FEES: ORDINANCE T-1-92 PARKING RESTRICTIONS/ PRAIRIE AND LECHNER: CHANGE IN BID DATE: EXECUTIVE SESSION: EXECUTIVE SESSION MINUTES: 148. 1/20/92 PAGE TWO Moved by Hardiman, seconded by Haupt, to approve repeal of portions of Section 3-2-7 and 3-2-10 that conflict with and are superseded by Section 5-5-16.2 of the City Code regarding Fire Department equipment and personnel. Held on Second Reading was Ordinance M-54-91, AN ORDINANCE AMENDING SECTIONS 5-1-2.6, 5-1-4.6, 5-1-5.1, AND 5-1-3 OF THE CITY CODE OF DES PLAINES AND BY ADDING SUBSECTION 5-1-3.8 TO SECTION 5-1-3 ("LICENSE FEES AND TERMS") . Moved by Chiropolos, seconded by Christiansen, to adopt Ordinance T-1-92, AN ORDINANCE AMENDING SECTION 10-6- 16(m) OF THE CITY CODE OF DES PLAINES TO ADD A 20 M.P.H. SPEED LIMIT FOR PRAIRIE AVENUE, FROM POTTER ROAD TO LYMAN AVENUE, AND TO DELETE FROM SECTION 10-7-2, SCHEDULE V, LECHNER LANE, FROM BELLAIRE TO LYMAN AVENUE. Upon roll call, the vote was: AYES: 6-Christiansen, Healy, Schneck, Hardiman, Chiropolos, Haupt NAYS: 1-Childers ABSENT: 1-Sarlo Motion declared carried. The bid return date for the 9-1-1 Console and Telephone System scheduled for January 17, 1992 has been extended to 3:00 P.M., Friday, January 31, 1992. Moved by Healy, seconded by Childers, to go into Executive Session to discuss land, personnel, approval of Executive Session Minutes and litigation.
