01/21/1974 Bad file118 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, HELD IN THE COUNCIL CHAMBERS, CITY HALL, MONDAY, January 21, 1974 CALL TO ORDER: The regular meeting of the City Council of the 'City of Des Plaines was called to order at 8:00 P.M. by Mayor Herbert H. Behrel ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Kehe, Chase, Kisslinger, Hinde, Birchfield, Erbach, Swanson, Sarlo, Meyer, Seitz, Abrams, Ward. Absent were Alderman Bolek and Szabo Also present were: City Treasurer Mahon, City Comptroller Blietz, Police Chief Hintz, Police Captain Blume, Fire Chief Corey, Building Commissioner Baldaccini, City Engineer Bowen, Assistant City Engineer Perl, Commissioner of Public Works ':ant Schaeffer, Planner M. Richardson, Forestal- Komos, Corporation Counsel Hug for DiLeonardi, City Attorney Bouril, and Deputy Clerk Trost. PRAYER & The meeting opened with prayer by Rev. Bill McClellan of PLEDGE Church of Christ, followed by the Pledge of Allegiance to the flag. ROTARY CLUB Introduced by Fire Chief Corey, Mr. Orville Kurtz and Mr. CONTRIBUTION Harold Kuehn of the Rotary Club of Des Plaines, addressed the City Council, stating their support of the City's paramedic program and offering to purchase necessary equipment at an estimated cost of $15, 000. Alderman Seitz and Mayor Behrel extended the City's thanks to the Rotary Club for their contribution. Alderman Bolek and Alderman Szabo arrived during the presentation. MINUTES: Moved by Kehe, seconded by Erbach, to approve the Minutes of the regular meeting held January 7, 1974. Correction on Page one, paragraph "Fire Chief" changing"Haag"to "Cory". Following correction, motion declared carried. Moved by Erbach, seconded by Birchfield, to approve the minutes of the adjourned meeting held January 14, 1974, as published. Motion declared carried. REPORTS OF City Comptroller's Statement of Cash Receipts, January to CITY OFFICIALS:December, 1973, City Treasurer's report of Fireman's Pension Fund and Police Pension Fund, and fourth quarter report of Civil Defense Agency were placed on file. COMMITTEE Moved by Swanson, seconded by Hinde, to adopt the recommenda- REPORTS tion of Municipal Development Committee to concur with ZONING CASE Zoning Board of Appeals in Case 73-68-R to deny rezoning 73-68-R of property located at 2028 River Road. Motion declared carried. ORDINANCE Moved by Swanson, seconded by Szabo, to remove from the table Z-27-73 the motion to adopt Ordinance Z°27-73, AN ORDINANCE AMENDING Restaurants THE TEXT OF THE ZONING ORDINANCE OF 1960, AS AMENDED relating to Restaurants as Special Use. Motion declared carried. Motion by Chase, seconded by Meyer, to amend Ordinance Z-27-73 was withdrawn. Mayor Behrel relinquished the chair to Alderman Koplos to debate Ordinance Z-27-73. ZONING - TEXT Moved by Swanson, seconded by Hine, to adopt the recommenda- AMENDMENT tion of Municipal Development Committee to authorize City Institutional Attorney to prepare and present petition to Zoning Board District of Appeals to establish an Institutional Zoning District per recommendations of Director of Zoning and Planning as amended, provided no objections are received from members of City Council following review of said recommendations. Alderman Swanson voted No. LIQUOR LICENSE Moved by Bolek, seconded by Koplos, to adopt the recommenda- Class A -don of License and Inspection Committee that Class A A. Rogers liquor licenses be reduced by 1, presently being held for restaurant to be constructed by A. Rogers, formerly known as the Wharf, City Attorney to draft the necessary amendment to the ordinance. Motion declared carried. Mayor Behrel voted No. TREE TRIM MING Moved by Ward, seconded by Kehe, to adopt the recommendation of Streets, Traffic and Forestry Committee to award the contract for Tree Trimming to Robert W. Hendricksen, low bidder. PEDESTRIAN Moved by Ward, seconded by Kehe, to adopt the recommendation GATES - of Streets, Traffic and Forestry Committee that the City SOO LINE withdraw the petition from the ICC to install pedestrian gates for Soo Line Crossings at Prairie Avenue and Woodlawn Avenue.
